The amount of water consumed in the agricultural sector in Iran is higher than the global average and this necessitates more attention to proper water management in this sector. Due to the climatic conditions of Iran, the average rainfall in most areas is lower than global rainfall. That is to say, the water issue is one of Iran's most important concerns or the greatest challenge for the people of this land. Examining the current agricultural situation indicates that despite the increased agricultural production potential due to the lack of a proper management system, optimal utilization of available resources has not become possible and droughts and reduced rainfall and increasing population followed reduce the amount of water consumed in the agricultural sector. The present study investigates the impact of agricultural water resources management on the economic development of rural settlements (Case study: Villages of Zebarkhan district of Neyshabur city). This research is applied in terms of purpose and in terms of descriptive and analytical method and library and field methods have been used for data collection. According to the results of the present study and data analysis regarding the amount of water consumed in the study area, it was observed that the amount of water consumed per hectare for all crops in modern management lands was less than the fields where managed by the traditional way. This suggests that modern science-based scientific management has played a key role in reducing the loss of water resources within the scope of this study, and in contrast, water loss in farms that are managed in traditional ways is so high. Also, regarding the production efficiency in the study area, the results showed that the production efficiency per hectare for all crops was significantly higher than that under traditional management. This rate varied between 25 to 57.1%.

Since the end of 2019, the outbreak of COVID-19 has severely affected port production and operation. There is little research on the systematic impact assessment. This study took Shanghai Port as an example and evaluated the impact under different scenarios through establishing a System Dynamics model. It is found that the epidemic mainly has a greater impact on passenger transport, but less on cargo transport. The ports with the function of transportation in highway, railway, and waterway were the key nodes in the international logistics network. More attention should be paid to the impact assessment of COVID-19 on ports’ production and operation. It is necessary to strengthen the port’s collection and distribution capabilities, improve port production efficiency, and further strengthen port modernization. This research method proposed in this paper can provide a reference for the impact assessment of similar events, and the empirical results can provide a reference for handling the epidemic shock for the port and shipping departments.

The paper aims at identifying the general performance of the public institutions, their production efficiency, profitability and financial performance after transferring their ownership to the private sector. It also aims to clarify the efficiency of private sector institutions in employing their financial and human resources better than public sector institutions. This paper is based on the following hypotheses: Changing ownership leads to the promotion and increased commercial competition of state-owned enterprises, resulting in improved financial performance and productive efficiency. The profitability of state-owned enterprises is lower than the profitability of privately owned enterprises. Private sector organizations attract and use their financial and human resources more efficiently than public sector institutions. The paper used the descriptive and comparative analytical methodology in order to evaluate the performance of the company before and after its transfering to the private sector, the data is analyzed using various financial analysis tools such as profit and debt ratio and total return on assets. The Paper depends on many sources for data collecting such as interviews with the company adminstration, company workers, beside the secondary sources such as books, references, periodical, university theses and working papers. The paper included four axes which contain: introductory part, the Paper theortical frame work, privatization experience in the Sudan , in addition the case study before and after privatiztion, beside the results and recommendations. The Paper finding that privatization of the company realized some positive results such as the increase in the company rates of the profitability and the improvement of the efficiency of productivity, However from the other side it contributed in increase of unemployment ,and did not contribute positively neither to the national income nor to the improvement of balance of payments. Keywords: Privatization, economic reform, productive efficiency, structural adjustment, public sector, private sector.
