Cost recovery in times of demographic change: Portugal's domestic water policy

Cost recovery is a key tenet of the Water Framework Directive, but scalar implications of this in the domestic water sector are rarely addressed. It is more expensive to supply water services to rural populations owing to cost of provision across areas which are extensive yet sparsely populated; however, residents in rural areas often have lower incomes than urban populations. Taking the case of Portugal, the paper shows that, under conditions of cost recovery, prices will increase for populations in rural areas, a situation which is likely to worsen in future given out-migration from these areas. The discussion has a broader bearing on issues of even regional development and can contribute to a general understanding of how forming water policies in times of demographic change can be addressed from a policy and governance perspective.

In Tanzania, the National Water Policy (NAWAPO) of 2002 clearly stipulates that access to water supply and sanitation is a right for every Tanzanian and that cost recovery is the foundation of sustainable service delivery. To meet these demands, water authorities have introduced cost recovery and a water sharing system. The overall objective of this study was to assess the impact of cost recovery and the sharing system on water policy implementation and human rights to water in four villages in the Ileje district. The specific objectives were: (1) to assess the impact of cost recovery and the sharing system on the availability of water to the poor, (2) to assess user willingness to pay for the services provided, (3) to assess community understanding on the issue of water as a human right, (4) to analyse the implications of the results in relation to policies on human rights to water and the effectiveness of the implementation of the national water policy at the grassroots, and (5) to establish the guidelines for water pricing in rural areas. Questionnaires at water demand, water supply, ability and willingness to pay and revenue collection were the basis for data collection. While 36.7% of the population in the district had water supply coverage, more than 73,077 people of the total population of 115,996 still lacked access to clean and safe water and sanitation services in the Ileje district. The country's rural water supply coverage is 49%. Seventy-nine percent of the interviewees in all four villages said that water availability in litres per household per day had decreased mainly due to high water pricing which did not consider the income of villagers. On the other hand, more than 85% of the villagers were not satisfied with the amount they were paying because the services were still poor. On the issue of human rights to water, more than 92% of the villagers know about their right to water and want it exercised by the government. In all four villages, more than 78% of the interviewees are willing to pay for water provided that the tariffs are affordable. Water policy implementation continues slowly: regardless of the fact that more than five years have passed since policy inception, 60% of the villagers in Itumba still have no water services at all. The study shows that government fulfilment of human rights to water has a long way to go, especially in rural areas where people cannot afford to pay for water and some of the villages still depend on water from wells and seasonal rivers.

SUMMARYA review of campylobacter infection in Scotland over five years (1978–82), during which 7808 human isolates were recorded (mean annual isolation rate of 30 per 100000), revealed differences in the epidemiology of the disease between rural and urban populations which were not apparent in the national data. The incidence of infection in the two rural areas studied was greatest in the early months of the year, whereas that in the two urban areas showed a third-quarter predominance. In both urban and rural populations, age-specific infection rates were highest in children less than 5 years old, but this trend was more pronounced in rural than urban populations. Conversely, secondary peaks in age-specific infection rates observed in young adults were more pronounced in the urban than rural populations.It is postulated that rural children were being infected by campylobacters at an early age by drinking contaminated raw milk which was not normally available to city residents. The lower incidence in adults in the rural populations is interpreted as indicating more widespread immunity, resulting from greater exposure to infection during childhood. The effect of compulsory heat treatment of milk sold in Scotland, introduced in August 1983, is currently being studied.


This chapter focuses on legal instruments that take a broad view of water regulation. There are, as yet, no framework statutory instruments at the state or Union level but drafts have been prepared and this chapter reproduces the latest draft National Water Framework Bill. The next section then moves on to water policies that have been adopted at the Union and state level for some years, highlighting here the National Water Policy, 2012. The last section focuses on an upcoming area of water law, inter-sectoral allocation of water, an issue that is not yet well covered in legal instruments. This section highlights some state-level instruments that seek to address the issue.

Despite the policy of developing localities initiated by the Ivorian state, disparities between rural and urban populations are still obvious. The lack of interest in this process of development from localities’ native executives is highlighted. The present survey tempts to examine this lack of personal commitment from executives in relation with intersubjective factors such as sympathy, autonomy, mystical practices and communication. In so doing, a sample of 121 executives from the Ivorian public administration are selected rationally in the purpose of data collection through a questionnaire. Statistical analysis indicate that, except the autonomy to bring innovations in rural areas, the targeted intersubjective factors have a significant impact on the executives' level of commitment in their locality’s development. As regards to practical repercussions, these results underline the necessity to develop the local populations’ mind of sympathy and communication towards their executives. Local populations have also to put an end to any mystical practice able to frighten their native executives if they want them to fully take part in the development of their different localities.

We take the concept of the economics of deforestation to analyse the consumption of firewood in Ecuador during 2018. We identify poor rural populations as being at risk, since the incomplete burning of firewood generates emissions of CO2 that can reach levels that are harmful to their health. We calculate that 95% of the impacts associated with the consumption of firewood are concentrated in rural areas, most of them in poverty conditions: the deforestation of 5,935 hectares, the emission of 1,317.38 Gg of CO2 and 94.58 Gg of CO due to the consumption of 782.08 Gg of firewood. We suggest an energy policy based on solidarity to reduce health risks for these communities, which in turn will enable other impacts to be mitigated. However, it will be necessary to include specific policies for commercial, industrial and productive uses of firewood, where about 65% of firewood consumption and its impacts are concentrated.

Neighborhood involvement in urban governance remains a pressing goal in an era of globalization. Cities have instituted a variety of structures to facilitate this involvement, including quasi-formal neighborhood or district councils. At the same time, urban populations are changing rapidly because of multiple dynamics operating at multiple scales. Immigration, for example, continues to transform inner-city neighborhoods despite the emergence of suburban immigrant enclaves. Existing research inadequately addresses the interaction between efforts to organize neighborhood political involvement and the dynamic nature of urban populations. We examine St Paul, Minnesota—a locale with a well-established neighborhood district-council system and a vibrant and rapidly growing immigrant community. Indeed, immigrants from Southeast Asia and East Africa are moving into neighborhoods that up until the early 1990s were predominantly white. Using a multimethod empirical analysis, we argue that the district-council system, while recognizing and empowering local-level organization, fails to provide adequate resources for neighborhoods to address social dynamics that operate at much broader scales. An index of ethnic and racial diversity computed with census data shows that St Paul experienced a significant overall increase in diversity during the 1990s. Although inner-city neighborhoods remained the most diverse, residential areas developed after World War 2 also diversified considerably. Interviews with neighborhood organizers based in part on tabular and cartographic displays revealed a wide variety of strategies and responses to changing ethnic and racial diversity. Predominant, however, was a mismatch between the scale at which demographic change occurs, and the scale of ‘neighborhood’ action embedded within the district-council system.
