The provision of water supply, sanitation and hygiene services has emerged as a top priority in the development agenda in Latin American and the Caribbean. In light of the investments envisaged to reach the targets set by the sustainable development goals, information systems will play a key role in improving decision-making. In this context, this article introduces a country-led and global IS, which has been increasingly implemented in numerous countries across Latin America and the Caribbean as a policy instrument to support national and local decision-making: the Rural Water and Sanitation Information System (SIASAR). SIASAR includes a comprehensive framework for data collection, analysis and dissemination that simultaneously fulfils different stakeholder needs. This article analyses these three key monitoring issues from the viewpoint of stakeholder involvement. Our results indicate that SIASAR represents a suitable monitoring framework to analyse sustainable services and the level of service delivered. Additionally, we highlighted some of the advantages of adopting a continued participatory approach in system development, including: (i) the stimulation of experience exchange and knowledge sharing between recipient countries; (ii) the promotion of learning-by-doing; and (iii) an increase of regional understanding, collaboration and comparisons.

This document was inspired by the need to promote comprehensive actions in the management of water and sanitation services with a human rights focus within the Sustainable Development Goals (SDG) related to drinking water, sanitation and hygiene (WASH) in the countries of Latin America and the Caribbean; in addition, it ratifies the results reported in a PAHO study (2016) on the profound inequalities between urban and rural areas in access to water and sewage services, and the correlation with characteristics such as gender, age, income, education, among others. This report assumed this challenge using a methodology based on the Human Rights to Safe Drinking Water and Sanitation (HRWS) analytical framework. This report seeks to provide the most up-to-date overview of the SDG targets 6.1 and 6.2 situation in Latin America and the Caribbean. Besides outlining the general situation of countries, it presents some elements regarding human rights and the targets 6.1 and 6.2 that have been neglected in the initial monitoring of the 2030 Agenda, above all, the dimensions of inequality and affordability. This report presents four case studies, one per sub-regional block, with a more detailed characterization of the national and subnational situations of Colombia, Brazil, Mexico, and the Dominican Republic. The results of this study show that a significant proportion of the Latin American and Caribbean population still lacks adequate access to water and sanitation services. Only 65% of the population has access to safely managed water services, a percentage lower than that reported worldwide, which is 71%. With regard to safely managed sanitation services, the situation is even more critical, with an access level of 39% worldwide being reported, compared to 22% in our Region.

Maritime piracy is an activity that was considered defunct long ago and that Latin American countries experience it again in the 21st century. Since 2016 the number of attacks has increased dramatically involving armed robbery, kidnapping and massacre. Modern day piracy has nothing to do with the romantic illusion of the pirates of the Caribbean, this phenomenon is associated with the governmental, social or economic crisis of a state. When it appears, we can make further conclusions regarding the general conditions of the society in these states. But do these attacks really constitute piracy under international law? Does Latin American piracy have unique features that are different from piracy in the rest of the world? The study attempts to answer the questions why piracy matters in Latin America and how it relates to drug trafficking and terrorism. Apart from that, the study presents a legal aspect comparing the regulation of international law to domestic law, especially to the national law of Latin American states.

Infodemiology has been widely used to assess epidemics. In light of the recent pandemic, we use Google Search data to explore online interest about COVID-19 and related topics in 20 countries of Latin America and the Caribbean. Data from Google Trends from December 12, 2019, to April 25, 2020, regarding COVID-19 and other related topics were retrieved and correlated with official data on COVID-19 cases and with national epidemiological indicators. The Latin American and Caribbean countries with the most interest for COVID-19 were Peru (100%) and Panama (98.39%). No correlation was found between this interest and national epidemiological indicators. The global and local response time were 20.2 ± 1.2 days and 16.7 ± 15 days, respectively. The duration of public attention was 64.8 ± 12.5 days. The most popular topics related to COVID-19 were: the country’s situation (100 ± 0) and coronavirus symptoms (36.82 ± 16.16). Most countries showed a strong or moderated (r = 0.72) significant correlation between searches related to COVID-19 and daily new cases. In addition, the highest significant lag correlation was found on day 13.35 ± 5.76 (r = 0.79). Interest shown by Latin American and Caribbean countries for COVID-19 was high. The degree of online interest in a country does not clearly reflect the magnitude of their epidemiological indicators. The response time and the lag correlation were greater than in European and Asian countries. Less interest was found for preventive measures. Strong correlation between searches for COVID-19 and daily new cases suggests a predictive utility.

Latin American higher education in recent decades has experienced the main world trends, relative to the massification of student access, insufficient state funding, increase of private institutions in the tertiary education system, as well as a regional debate on its consideration as a good public guaranteed by the State, increasing the relevance of the university mission in solving global needs. Through the comparative method developed through a documentary analysis, the influence in Latin America of the Supranational Policy on social responsibility of UNESCO higher education institutions is analyzed. The results show this influence in the Region, through the Declarations of the UNESCO World Conferences on Higher Education, materialized in the actions developed by the International Institute for Higher Education in Latin America and the Caribbean (IESALC), such as the holding of the Regional Conferences on Higher Education or the creation of the Regional Observatory of Social Responsibility for Latin America and the Caribbean (ORSALC). In addition, there is an academic debate between the concept of university social responsibility, established in the Region since the beginning of the new Millennium, related to managing the impacts of university work on its stakeholders, evolving towards the recognition of higher education as a good public and a human right as an expression of a territorial social responsibility, effectively contributing to the achievement of the 2030 Sustainable Development Goals. It is concluded that the analyzed Supranational Policy must consolidate its influence in the Region in the long term, by implementing some actions key strategies, such as strengthening the Latin American Higher Education Area or research on the contributions that Latin American universities must make to effectively guarantee higher education as a common good in the Region.

Purpose Many studies have analyzed how gender diversity and local culture condition the cognitive styles of managers and affect decision-making processes in organizations. Gender diversity has been defended from an equality perspective; it has been argued to improve decision-making processes and to have a positive impact on companies’ return on investment. The purpose of this paper is to analyze the differences between the thinking styles of men and women, in Latin America and the USA that support decision-making processes. An argument is given in favor of gender diversity in management teams, because of its positive implications in decision making. Design/methodology/approach The measurement instrument used was the Neethling Brain Instrument, developed based on recent neuroscience discovery. The sample comprised 1,216 executives from the USA and several countries in Latin America and the Caribbean, who have participated in executive training programs. Findings The results show differences in thinking styles by gender, but no differences were found in thinking styles or decision making between men and women at the same managerial level in either of the two regions. Similarly, results suggest that executives in the USA tend to base their management models on strategic thinking styles that focus on interpersonal relations and involve risk taking, while executives in Latin American countries tend to prefer thinking and management styles focusing on data analysis, execution, planning, and process control. Originality/value The results of the present study show that, in all regions, men score higher in rational thinking styles associated with the cortical areas, while women gravitate toward thinking styles where emotional schemes prevail, related to subcortical areas. These results could be useful for organizational leaders in charge of allocating roles and tasks to people, based on their thinking style strengths. The results can also be very valuable for Latin American organizations to design specific training and development programs for men and women accordingly with their individual needs and their managerial roles. They can also support the argument that diverse gender teams will guarantee complete decision-making processes.

All governments in the Latin American and Caribbean (LAC) region should have a national broadband plan (NBP) as a key pillar for any digital agenda. Most countries have adopted them; however, most plans are outdated and, in general, lack clear, ambitious, and achievable policy-related commitments and quantifiable targets. Many also lack effective monitoring and evaluation programs. This publication details the benefits of and proposes a framework for NBPs in the region. As the Broadband Commission for Sustainable Development has pointed out, a well-formed national broadband plan is a countrys blueprint for addressing and reducing digital inequality. In addition, in its latest Affordability Report, the Alliance for Affordable Internet details the linkage between high-quality national broadband plans and progress toward affordability.

As is the case with other regions, in Latin America and the Caribbean, multilateral peace missions are subordinated to norms and expectations of specific mandates. Yet, post-Cold War peace missions in Latin America and the Caribbean share circumstances that are unique to this region. This article seeks to offer a sequenced overview of three scenarios – Central America, Haiti and Colombia – to show how these circumstances interplay as shaping factors in regional peace missions. Three circumstances are highlighted: i) the strategic irrelevance of the region; ii) the preeminence of the United States in Latin America and the Caribbean; iii) the response capacity of Latin American governments. These three are addressed as the core cast of determinants in post-conflict contexts in Latin America and Caribbean. This article explores how these circumstances have adapted in time producing reiterative dynamics attuned to international and regional changing landscapes. Even though the Colombian experience should be considered “an open case”, its inclusion contributes to enrich this argument. Final reflections raise the question if these circumstances explain as well the failures and reversed expectations of regional peace processes.

After an analysis of gaps in implementing digital accessibility policies in the region, this chapter reviews five country case studies (Brazil, Colombia, Costa Rica, Ecuador, and Guyana) of successful innovations leveraging their fast-expanding mobile and internet services ecosystems that could be easily replicated across the region. Those findings support the thesis that, with better policies and capacity to implement, Latin American and Caribbean countries are in a favorable position to leapfrog in promoting digital accessibility and assistive technologies and services for persons with disabilities by capitalizing on their mobile and internet infrastructure and common languages.

During the initial implementation of the 2030 Agenda for Sustainable Development (the 2030 Agenda), the Second Ministerial Meeting of the Forum of China and the Community of Latin American and Caribbean States (CELAC) was held in Santiago, Chile, in January 2018. During this forum, China officially invited 33 countries in Latin America and the Caribbean (LAC) to join the Belt and Road Initiative (BRI). This study links three important global governance issues: The 2030 Agenda, China-LAC relations and BRI. The authors attempt to analyze how China’s BRI in the LAC region can learn from the 2030 Agenda of the United Nations with 17 sustainable development goals (SDGs). This study shows that although China and the LAC region have strong political, economic and trade relationships, they must deepen dialogues and cooperation on sustainable development, especially the 2030 Agenda with 17 SDGs, which can be inspirations for China’s BRI in this region. BRI, which aligns with the 2030 Agenda and contributes to Chinese experience in development, can generate new opportunities for the LAC region to implement such an agenda. However, the challenges and risks of BRI cannot be ignored, and adequate answers and solutions should be provided to allow BRI to achieve a win–win outcome for China and LAC countries. The authors also examine the alignment of China’s policies towards LAC and BRI with the 2030 Agenda (17 SDGs) and the involvement of each SDG in these policies as the 2030 Agenda (17 SDGs) should be considered in policy-making for China’s BRI in the LAC region. Moreover, on the basis of previous analyses, suggestions for a successful BRI in the LAC region in six sectors are proposed in the context the 2030 Agenda.
