The article discusses the specifics of promoting educational services using innovative technologies for higher education institutions. The aim of the study is to develop an algorithm for promoting higher education institutions using innovative technologies. The authors considered the most common problems faced by institutions of higher education when integrating promotion tools with the use of innovative technologies into their activities. An algorithm for promotion with the use of innovations, adapted for institutions of higher education, has been developed the practical application of which is currently possible by classical universities in the Russian Federation.

Introduction. Higher education has been constantly upgrading, competition in the educational services market is intensifying in recent years. This leads to an increase in the role of marketing in the activities of higher education institutions. It is necessary to constantly look for new ways to improve the efficiency of the management of higher education institutions. Such an opportunity exists only with the constant use of marketing and the improvement of its tools. In connection with the mentioned, important and actual tasks of the present time is research and improvement of the methodology of developing an advertising campaign of higher education institutions in order to enable educational institutions to overcome existing problems in their marketing activities and develop this trend in the future. Methods. Commonly used methods of research are used in the course of the research: dialectic, monographic method, abstract and logical, method of scientific generalization, and specific methods of statistical processing of information. Results. The article deals with the general situation on the domestic market of educational services. The specifics of advertising activity of educational institutions are revealed, in particular, the necessity to study this issue, due to its urgency and lack of elaboration, is substantiated. Advertising activity is considered as a necessary condition and factor of sustainability, the competitiveness of the educational institution and its success in the education market. It is indicated on the preconditions of reorientation of priorities of educational activity into the sphere of improvement of marketing activity and advertising process of an educational institution, as well as tasks, which should carry out advertising activity in the field of educational services. Discussion. Further research is planned to be carried out in order to assess the effectiveness of the use of modern marketing tools by higher education institutions. The results of monitoring the state of inclusive education in educational organizations of higher education of the Republic of Adygea, Astrakhan region, Volgograd region, the Republic of Crimea and Sevastopol are presented in the article. The information was collected by fi lling out evaluation maps of the accessibility of higher education educational institutions and analyzing the offi cial websites of educational institutions of higher education. Particular attention was paid to the analysis of the requirements put forward to educational institutions of higher education by normative legal documents in the part of inclusive education, approved by the orders of the Ministry of Education and Science of the Russian Federation and resolutions of the Government of the Russian Federation.

The paper analyzes the main normative legal and theoretical provisions concerning the concept, content and key features of anti-corruption education, as well as anti-corruption propaganda in higher education institutions of the Russian Federation. The relevance of the paper is predetermined by the concentration of state policy on the fight against corruption in all fields of social life, including the educational field. The paper investigates federal laws, laws of constituent entities of the Russian Federation, by-laws on anti-corruption. The paper discusses the experience of Russian educational institutions of higher education in the prevention of corruption relations. The authors focus on the positive experience of Kutafin University (MSAL) concerning anti-corruption activities. The authors have made reasonable conclusions and proposals on improving the work on combating corruption in educational institutions that can be used in practice.

The article examines the experience of higher education educational organizations of the Russian Federation in the development and implementation of digital tools and services to form equal access to educational content. The Anti-Crisis Measures adopted by the Ministry of Science and Higher Education of the Russian Federation to regulate the higher education sector are being evaluated to ensure that education is accessible and that the learning process is stopped during the COVID-19 pandemic.Over the past few months, studies in higher education on the quality of digital solutions used and their adequacy during the spread of the pandemic of the new COVID-2019 coronavirus infection and the transition mainly to remote forms of educational services show a low degree of readiness to provide equal access to education and reflect the risks of social conflict. It is important to ensure the digital readiness of higher education organizations to provide quality educational services through the introduction of advanced domestic programs and technologies, including those with elements of artificial intelligence; training of teachers and the administrative staff of educational institutions. Particular attention is paid to ensuring access to education in the subjects of the Russian Federation, where students and entrants face difficulties in remotely studying national languages and national culture. The study proposes to consider, among other things, support for the creation and implementation of online educational courses in the languages of national minorities, the expansion of e-library services containing unique cultural and language content, taking into account the specifics of the region’s learners.

In article the author considers the complex of measures of state and municipal occupational health management in institutions of higher education. The article also discusses the main problems of implementing the state policy in the field of labor protection, aimed at preventing industrial injuries and occupational diseases, ensuring the social protection of the workforce and students through the organization of coordinated interaction of subjects of management at all levels, the introduction of economic methods of management, development of social partnership. In this paper the essential theoretical aspects of labour protection in the Russian Federation, the problems of administrative-legal regulation of relations in the sphere of labour protection and the ways of its solution, justifies the author’s position on the subject. The level of effectiveness of the implementation of state management of labor protection in the Russian Federation depends on the dynamics of implementing the system specific security and occupational health aimed at the prevention of accidents, incidents, dangerous occurrences and damage to health. The problem of labour protection in the field of education is one of the topical, as every year in educational institutions of the country injured thousands of children and adolescents, the disabled, dozens of children die from injuries sustained during the educational process. The article may be of interest to researchers, teachers, postgraduates and students of educational institutions of higher education, employees of public administration.
