The modern education system in most countries is built on providing equitable education opportunities to all people, regardless of the limitations they have. There are no significant problems in primary and secondary inclusive education, while most traditional higher education models are not sufficiently adapted to the needs of people with learning disabilities. Thus, it has been replaced by a blended learning model built on new digital learning environments in recent years. The aim of the article is to study the blended learning environment of inclusive educa-tion systems in China and Russia. The article presents the findings of a “The Global Learner Survey”, conducted on behalf of Pearson in May 2019 by The Harris Poll. The survey involved over 11,000 learners aged 16-70 across nine-teen countries. Additionally, statistics on the higher education development in Russia and China were used. The analysis of the current state of higher education in Russia and China, as well as the development of a blended learning environ-ment, shows the positive effect as that it allows students with limited educational opportunities to integrate into the educational and public life of the university and implement all types of rehabilitation along with the educational process.

The article is aimed at analyzing the current state and problems of the formation of the psychological service in the higher education system. The goals of the psychological service and current tasks associated with the requirements of the time are highlighted, the need for the transformation of the tasks and areas of the psychological service in the higher education system is noted. The main problems that hinder the effective development of the psychological service are described. The necessity of transforming previously existing ideas about the organization of psychological support in higher educational institutions is noted. This need is justified by the challenges of the time and, in turn, requires an integrated approach to combining theory, practice, the tasks of training and personality formation in conditions of social instability and the growth of crisis interventions. As new requirements for the psychological service are highlighted, firstly: the need to organize psychological counseling and psychotherapy; secondly: the organization of work aimed at developing students' skills in maintaining their own mental health; thirdly: the implementation of the dispatching function of the psychological service of the university. This is necessary to diagnose student troubles and refer them to the necessary specialists.

Education is now considered a pre-condition in all societies, particularly in the developing societies, for inclusive development and to fight different inequalities. This can only be possible if access to higher education is based on equity, and a public-funded education system can ensure this. The paper is based on qualitative research and analyses the changes in the higher education system in India from a largely public-funded education system towards a commercial, profit-driven system. The policy shifts are analyzed from comparative and historical perspectives. The neo-liberal approach to education facilitates commercialization, leading to the exclusion of the poor from the higher education system and defeating the constitutional goals of building an inclusive democratic society. The functioning of democracy is also dependent on education as it creates citizens and empowers the marginalized to enter into the democratic system, thus legitimizing the state. The paper concludes that the neo-liberal paradigm of development is contradictory to inclusive education and inclusive development as it commoditizes education.

The implementation of the Bologna protocol in the EU has set new goals for the whole higher education system as: a) a quality assessment for university courses; b) a framework for the exchange of students and academics and c) an opportunity for changing the teaching/learning procedures and methodologies. Within the context, the mechanical engineering curricula at the University of Minho has been comprehensively formulated in order to meet these and future challenges and expectations. The whole process has been based upon various cornerstones: the legal framework for the higher education system; the introduction of new learning methodologies and an accurate survey and understanding of the existing strong and week points of the previous experience. For this purpose, a comprehensive evaluation has been carried out with former students and a detailed map has been formulated regarding their professional careers and experiences. Furthermore, a discussion has been carried out in order to define the mission of the graduate in Mechanical Engineering. In brief, such mission may be referred by his ability to participate in the wealth creation through technology based innovation. Within this context, the curriculum has been structured in order to meet such goals. In addition to strong foundations in physics and mathematics, new subjects are introduced into the curriculum. The whole education is based upon project development which stimulates the students initiative, responsibility and their ability to integrate knowledge. Throughout the curriculum, students are enrolled into research projects developed in the department and it is expected that a few selected projects may be taken into a quasi industrial stage.
