The shift towards performance management is a key trend in pilot OECD countries. It implies that market type mechanisms are used, that managers appear inside administrations, that decentralisation results in more autonomy for organisations and policies. Flemish local governments are also subject to some of these trends. In this article a special focus is on the organisational proliferation and the related difficulties to consolidate policics and management. The development of financial instruments should facilitate this, but is not ready to cope with most of the conditions to integrate management and policies. This results in a structural problem and an element of failure for a sustainable modernisation.

This chapter introduces the relationship between human resource development (HRD) practices and employees' job satisfaction. Employees' job satisfactions have gained tremendous attentions from scholars in organizational study and special focus are given into searching the answer to understand why some people are more satisfied with their jobs than others. In this chapter, the definition and importance of job satisfaction is first discussed followed by exploring HRD theories and models through relevant literature review. Lastly, the relationship between job satisfaction and the four elements of human resource development: i) Training and development; ii) Organization development; iii) Career development; and iv) Performance management are discussed and developing of a conceptual framework.

This chapter presents an analysis of local e-government adoption and implementation in Turkey. To this end, academic articles, various laws, and parts of the newly-adopted Turkish Information Society Strategic Plan that pertains to local e-government, reports of local e-government implementation are reviewed. The chapter also examines the integration of local e-government applications in a portal and the efforts to link this portal to a Web-based performance management system for local governments. Overall, it can be said that there is a lack of consistency with regard to local e-government mandates and implementation. The chapter concludes with the evaluation of the current state of and future research areas about local e-government in Turkey.

The paper analyses urban governance and decentralisation in France. It explains the “quiet revolution” that wants to set the legal base of French local government back to the drawing board with special focus on the reform of local government in urban areas. The context of the too many too small communes – at the heart of the reform programme – is described since it is a typically French evil (part 2). In the absence of any successful top-down policy of amalgamating communes, new communes are deemed to be the effective solution along with a new mapping of intercommunal joint bodies (part 3). Finally, the paper describes what the metropolis “à la française” consists of (part 4) with a special focus on Lyon – the perfect model for the whole country – and Paris and Aix-Marseille as the worst pupils in transition. France stands out as an important case where new powers bestowed upon metropolitan governments have curbed the jurisdictions of regional governments. The ambiguity over the powers and functions of local governments triggers obdurate turf wars between the two levels of government, which clearly indicates that the governance of any modern society needs to be simplified. If left unaddressed, competition – not coordination or cooperation – between regionalization and metropolitanisation, regionalization and local governments, governability and multilevel governance is likely to become the norm. The author concludes that France desperately needs an in-depth reform of its institutional architecture, which is regularly postponed. What is required is a simplification of governmental machinery: more efficiency in local policies, a clearer allocation of responsibilities, reduced expenses, and governance closer to citizens.

This article recalls the state of play of inequality levels and trends in OECD countries, with a special focus on Nordic countries. It sheds light on explaining the drivers of the rise in inequality and its economic consequences. It addresses in particular the issue of redistribution through taxes and transfers. It concludes with an overview of policy packages that should be considered to address the issue of rising inequalities.

Local governments support local development with various instruments. It is often the case that they focus on financial instruments. Thus they are no longer the base of competitive advantage and local governments have to search for nonfinancial instruments to attract companies to the region. Those instruments are of different effectiveness, so it seems crucial for local leaders to know which instruments are the most effective. The article presents the research results indicating the level of effectiveness of each nonfinancial instrument that local offices may use.

Abstract Performance information and performance management are usually seen as tools to promote the efficiency and effectiveness of different public-policy programs. Performance management is a hot topic in the post-NPM discourse, however most of the debate is centered on the Western European and Anglo-Saxon models of measurement and evaluation of public services. This paper examines how a Central European country with a strong Rechtsstaat tradition can adapt to the use of performance management, and what patterns we can identify in the actual manifestations of measurement and use of data. The authors argue that even though performance management is not known in Hungary as per defined in the academic literature, there are signs on the ground that PM ideology and actual use are gaining traction in every field of public services, both in central and local governments.

For the first time in modern history, free trade coexists with free finance. Free trade and free finance (defined as the deregulation and internationalization of banking and finance) are not mutually reinforcing, but cause a mismatch between the demand and supply of financial instruments. Investors want more marketable instruments whereas entrepreneurs want more transaction-specific instruments. This mismatch potentially hurts small firms and local interests most. What can they do about it? It depends on state institutions. The more centralized the state, the fewer opportunities available to potential losers to curb free finance. Free finance is most successful in centralized countries, where resistance to free finance is least strongly felt. This hypothesis is systematically tested on a sample of OECD countries.
