The Work Environment Board and the Limits of Social Democracy in Canada

A Work Environment Board was established to deal with all workplace health and safety issues within the Potash Corporation of Saskatchewan from 1978 to 1982. The Board was an experiment, established because of the observed deficiencies of the mandatory joint occupational health and safety committees that were legislated by the province in 1972. The administrators of the occupational health and safety program observed the problems faced by workers on these committees. An experiment was therefore established in one of the province's crown corporations that would transform the joint committee into a Work Environment Board with wider powers to deal with work environment matters within the corporation. In addition, a Work Environment Fund was established to enable the worker members on the Board to do their own research and to get the information they wanted. The Work Environment Board was frustrated by the fact that corporate leaders were not prepared to extend worker rights on the health and safety committees within the respective mines. Rather, they viewed health and safety reforms as part of an overall strategy of quality of work life. The social democratic government was not prepared to extend worker rights and to threaten management prerogatives. Now that there are three New Democratic Party (social democratic) governments in Canada, it appears that these governments are prepared to initiate technical improvements, but not the extension of worker rights in work environment matters.

This article examines occupational health and safety developments in Canada during the decade of the 1970s when most government jurisdictions replaced former factory Acts with new health and safety legislation recognizing the right of workers to be involved in work environment matters. During the latter part of the 1970s, health and safety “activists” and trade unionists began to perceive the need for a wider conception of occupational health and safety. Canadian reformers were influenced by Scandinavian developments, especially the research of Dr. Bertil Gardell and his associates. Unfortunately, during the late 1970s Canada experienced a recession and a political shift to conservatism. Consequently, during the 1980s there have been no meaningful workplace health and safety reforms. Further, the article suggests that there is strong resistance by management and government to extension of worker rights in occupational health and safety. All major political parties ground their work environment policies in utilitarian concepts that trade worker health and safety for economic considerations. The author, therefore, argues for the development of an “ethics of the work environment” based upon egalitarian principles, and the transformation of the primary work group into a community of workers who can shape the character of their work environment. Ideally, the relationship between the major “actors” in our industrial relations system ought to be based on obligation instead of the present language of worker protest based on rights. Nonetheless, there is a need to extend and deepen worker rights in the workplace. Finally, the author argues that the appropriate relationship in industry to reflect a democratic work environment is “partnership”–the coming together of the primary work groups as equals.

The paper by Elizabeth A. Mullen (1990) contains a number of assumptions and assertions that cannot be allowed to pass unchallenged. In addition, the survey itself seems to be based on an inappropriate sample with the particular interpretation of results creating a potentially false impression. The debate concerning the Code of Practice for Health and Safety Representatives and Health and Safety Committees has often been plagued with confusion and misunderstanding and, regrettably, Mullen's paper continues these problems.

Objective - This study aims to determine and analyze the influence of Occupational Health and Safety, and the Working Environment on Employee Performance with Job Satisfaction as a mediating variable in PT. Kereta Api Indonesia (Persero) with sample on DAOP I Jakarta. Methodology/Technique - The study population numbered 292 employees and 75 respondents be adopted as a sample of the study. Techniques of analysis using a statistical test structural equation model-based variance (SmartPLS). Findings – The results showed that, (1) Occupational Health and Safety had no effect on Job Satisfaction and Employee Performance, (2) the Work Environment had a positive and significant effect on Job Satisfaction and Employee Performance (3) Job Satisfaction has a positive and significant effect on Employee Performance, (4) Occupational Health and Safety has no effect on Employee Performance even though through Job Satisfaction mediation, (5) the Work Environment has a positive and significant effect on Employee Performance through mediation of Job Satisfaction, (6) Occupational Health and Safety, and the Work Environment simultaneously have a positive and significant effect on Job Satisfaction with the coefficient of determination, which is equal to 0,533, (7) Occupational Health and Safety, Work Environment, and Job Satisfaction simultaneously have a positive effect and significant to Employee Performance with coefficient of determination, which is equal to 0,890. Novelty - The company is expected to provide adequate rest periods, maintain the nutritional intake of its employees by providing healthy food, provide educational scholarships for further levels for employees, safeguard the work environment from chemical hazards and other hazards, and give positive motivation to the employees. The concept of Occupational Health and Safety has become increasingly important as a result of increased industrialization and the development of new technologies all over the world. The basic philosophy of Occupational Health and Safety is to reduce the number of work accidents and to provide a healthier work environment for employees. The most risky sectors in the world are designated as mining, agriculture, forestry and construction. Markets are classified as "Dangerous Classes of Occupational Health and Safety" issued by the Ministry of Labor and Social Security (ILO, 2004). When the risks are taken into consideration, marketing companies should perform risk analysis to ensure that hazards and problems will ocur. In this context, it is needed to provide and implement training on occupational health and safety regularly in order to protect against the identified risks. Periodic evaluations are performed at regular intervals that decrease in loss of life and property at marketing companies, both tangible as well as intangible losses will be reduced. <p><em>Employee is an important resource to have production process in a big factory. Factory couldn’t operate without employee. To protect their employees, the leader makes a policy like occupational health and safety. This policy for protect their employee from risk of bad accident and illness that causes of work. Bad accident can strike employee anywhere and anytime so this cases must to have a special attention. So, the leader, government, and management must pay attention to this risk.  Work accident leaning influence to manpower productivity because quality of work life and guarantee of occupational health and safety influence manpower productivity. PT Indocement Tunggal Prakarsa, Tbk is one of the biggest cement factories in Indonesia. This factory has applicated occupational health and safety assessment base on Permenaker No. 05/MEN/1996 and OHSAS 18001. Occupational health and safety effectiveness can describe by six aspect based on Miner Theory. That theory are safety training,</em><em> </em><em>safety publication, control to work</em><em> </em><em>environment, inspection and discipline, improvement awareness of occupational health and safety, report and statistic of occupational health and safety. Five aspect of Theory Miner, can describe by employee perspective, even report and statistic of occupational health and safety can describe by secondary data from Safety Department and Management Representative of PT ITP.</em></p>

Background: OHSAS 18001:2007 is management system of occupational health and safety international standard which includes the structure of the organization, the planning activities, responsibility, procedure, the process and resources to manage K3 .OHSAS have a purpose for protection against the workers from unwanted things arising from work environment, or activity work itself, it have an impact on safety and health workers, and so as not to cause much loss for from accidents work have image bad a company that can lower image company. Purpose: This study aimed to understand the effectiveness of the occupational health and safety assessment series (OHSAS) 18001:2007 in PT. Surya Besindo Sakti. Methods: The research used descriptive qualitative research type and design. Test the validity of data using technique triagulation method. Result: PT. Surya Besindo Sakti still meets the minimum requirements of the application of Occupational Health and Safety Assessment Series (OHSAS) 18001: 2007. With findings of minor incompatibilities 6 and 1 OFI (Opportunity For Improvement) findings. Conclusion: The company is expected to continue to commit to run the Occupational Health and Safety Assessment Series (OHSAS) 18001: 2007 for corporate vision and mission to be achieved, objective must be monitored its achievement every month by each department and ensure all procedures used in the company reviewed and implemented consistently.
