Regional economic growth is expressed in the Gross Domestic Regional Product is a good indicator in analyzing the economic conditions of a region. East Java is a province with high regional economic growth. This is supported by adequate government spending, labor, and local revenue. In terms of government expenditure that always experienced increase, indicating more activities financed by the government budget so that the expected multiplier effect is also greater. On the other side of the labor force, East Java has great potential, 19, 36 million people by 2015. Finally, in terms of Original Local Government Revenue, in 2015 the percentage of realization of Original Local Government Revenue East Java is even able to exceed the percentage of realization of state revenues derived from taxes. This study aims to determine the effect of government spending, labor, and Original Local Government Revenue  on regional economic growth in 38 districts / cities in the Province of East Java period 2010-2015. Using panel data analysis, it was found that government spending, labor, and Original Local Government Revenue variables were positively and significantly influenced regional economic growth.

ABSTRAKPenelitian ini bertujuan untuk mengetahui determinan atau faktor-faktor yang mempengaruhi kemiskinan di Provinsi Sulawesi Selatan periode tahun 2010 sampai 2014. Data yang digunakan dalam penelitian ini berupa data sekunder dari publikasi data statistik Badan Pusat Statistik (BPS) Provinsi Sulawesi Selatan dan Direktorat Jenderal Perimbangan Keuangan (DJPK) Kementerian Keuangan Republik Indonesia. Data-data tersebut ditabulasikan ke dalam struktur data panel yaitu gabungan antara data yang berbentuk time series dan cross section dalam bentuk tahunan. Dengan teknik purposive sampling, penelitian ini menggunakan data 24 kabupaten/kota di Provinsi Sulawesi Selatan untuk kemudian dianalisis dengan metode teknik Analisis Regresi Data Panel dengan pendekatan Random Effect. Hasil empiris membuktikan bahwa seluruh variabel determinan yang terdiri dari pertumbuhan ekonomi regional, jumlah pengangguran, indeks kesehatan, angka partisipasi sekolah dan belanja daerah secara simultan berpengaruh signifikan terhadap jumlah kemiskinan di Provinsi Sulawesi Selatan. Sementara secara parsial, variabel pertumbuhan ekonomi regional berpengaruh positif dan tidak signifikan terhadap kemiskinan, sedangkan variabel-variabel lainnya yaitu pengangguran, indeks kesehatan, angka partisipasi sekolah dan belanja daerah berpengaruh negatif terhadap kemiskinan. Oleh karena itu, pemerintah kabupaten/kota di Provinsi Sulawesi Selatan diharapkan mampu menciptakan pertumbuhan ekonomi yang berkualitas dan bersifat inklusif, mampu meningkatkan fasilitas pendidikan dan fasilitas kesehatan secara merata tidak hanya terpusat pada satu daerah saja, serta meningkatkan pengawasan keuangan terkait pengeluaran atau belanja pemerintah kabupaten/kota agar tepat sasaran sehingga pengeluaran atau belanja pemerintah dapat terus berjalan efektif dan efisien dalam upaya pengurangan kemiskinan.Kata Kunci: kemiskinan, Sulawesi Selatan, data panel ABSTRACTThis research is aimed to analyze the determinant of poverty in South Sulawesi on 2010-2014 period. Using the annual data from Badan Pusat Statistik (BPS) and Direktorat Jenderal Perimbangan Keuangan (DJPK), the estimation applies the Panel Regression with Random Effect Model (REM) as analytical tool inorder to analyze the effect of regional economic growth, unemployment, healthy index, school participation rate and local government expenditure on poverty in South Sulawesi. The empirical results show that all determinant variables simultanously have a positive significant effect on poverty. Meanwhile, regional economic growth partially have a positive effect on poverty. The others such as unemployment, healthy index, school participation rate and local government expenditure partially have a negative effect on  poverty. Because of that matters, local government shall to create an economic growth inclusively, improve the health and education public infrastructures, and increase the supervision of expenditures tokeep going effective and efficient in the poverty reduction effort.Keywords: poverty, South Sulawesi, panel data

Introduction. The scientific problem under consideration is of particular relevance due to the need to assess the impact of the factors in the digital transformation of the regional economy and in the economic growth on the economic development of the regions of the Russian Federation. Based on the research conducted, the article presents an econometric assessment of the dependence of the level of the gross regional product per capita in the regions of Russia on such factors as digital labor and digital capital. Materials and Methods. The authors analyzed panel data from the Federal State Statistics Service covering 87 regions of Russia for the period from 2010 to 2018. The research methodology is based on the use of the Cobb–Douglas production function, statistical and correlation data analysis, as well as on econometric methods for studying panel data. Results. To analyze the impact of the digital transformation of the economy on the regional economic growth of the regions of Russia, various models based on panel data have been considered, such as the pooled model, fixed effects models, random effects models, as well as time-varying effects models using dummy variables. Based on statistical criteria, the best model has been chosen and conclusions have been drawn about the nature of the impact of the digital transformation indicators on the gross regional product per capita in the regions of Russia. Discussion and Conclusion. The results of econometric modeling have demonstrated that digital factors in economic growth (digital labor, digital capital), along with common factors in economic growth (labor and capital), affect the regional economic growth. According to the regional data for the period from 2010 to 2018, the time fixed effects model has proved to be the best model of the impact of the factors in economic growth and digital transformation on the economic development of the regions of the Russian Federation. The research results can be used when developing a public policy aimed at stimulating the digital transformation of the regional economy.

This study has three main objectives, namely, first to find out how the causal relationship between local government revenue and local government expenditure in provinces in Indonesia, the second objective is to find out how the causal relationship between local government expenditure and GRDP in provinces in Indonesia. Meanwhile, the third objective is to determine the causal relationship between local government revenue and GRDP in provinces in Indonesia. In this study, the objects in this study are 33 provinces throughout Indonesia. The data used are from 2010 to 2019. The data used are secondary data obtained from the Central Statistics Agency (BPS). The analytical method used is the VAR (Vector Auto Regression) time series analysis and the cluasaility granger test. which is processed using the help of Eviews. Based on the results of hypothesis testing, it shows that: (1) There is no causal relationship between local government revenue and local government expenditure in 33 provinces in Indonesia, but what is formed is a one-way relationship between government revenue and local government expenditure in 33 Indonesian provinces. In the hypothesis testing stage (2) there is no causal relationship between local government spending and GRDP in 33 provinces in Indonesia, in the analysis stage there is no one-way or two-way relationship between government spending and GRDP. Thus the hypothesis is rejected, while the results of hypothesis testing (3) There is no causal relationship between local government revenue and GRDP in 33 provinces in Indonesia. In the analysis stage, there is no one-way or two-way relationship between each variable. Thus the third hypothesis is rejected.

Purpose of the study: Within 10 years, the central government of Indonesia has granted the special autonomy fund to Aceh as a strategy to improve the welfare of Acehnese. Contrary, the special autonomy funds that cannot be implemented properly-affected to the poverty in Aceh-is not significantly decreased. This study aims to determine the failure of special autonomy funds to decrease poverty in Aceh. Methodology: This research used descriptive qualitative methods by conducting the primary data through interviews, also secondary data through books, journals, newspapers, and other related sources. The analysis data is doing by using Transactional Political Theory. Main Findings: The results of this study indicate that asymmetric decentralization can be seen from the weak Regional Economic Growth Rate and the slow improvement of the Quality of Human Development Index (HDI). Thus the failure was caused by two things, namely: the thick Political Content of The Local Political Elite and the Domination of Local Political Elite in the Management of Aceh's Special Autonomy Fund in the Compilation of Planning and Work Programs. The absence of control in the management of special autonomy funds is based on project performance without good planning, and the existence of interest-based planning in the management of special autonomy funds that based on populist activity programs following the wishes of politicians which have an impact on weak regional economic growth, slow index improvement of human development quality, high poverty rates, and high unemployment in Aceh. Applications of this study: The finding of this study offered the evaluation systems for the government of Aceh to strengthen better local government governance, especially in increasing budget planning and implementation efficiency and strengthening regulations, and implementing an e-planning system to select program activities from the Aceh special autonomy fund. Novelty/Originality of this study: Based on the literature review conducted, there were limited publications which are focusing on the failure of autonomy funds in Aceh. Therefore this research will enrich the publication that concerns the failure of managing special autonomy funds in Aceh.

Purpose The purpose of this paper is to provide more reliable estimates of the relationship between government spending and economic growth in the European Union (EU) during the period of 1995-2015. Design/methodology/approach The methodology consisted of several different stages. In the first stage for an assessment of dynamics of government spending and economic growth indicators over two decades, descriptive statistics analysis was employed. Correlation analysis helped to identify the relationships between government expenditures (GEs) and economic growth. In the third stage, for modeling the relationship and the estimation of causality between GE and economic growth, Granger causality testing was applied. Findings The research indicated that eight EU countries have a significant relationship between government spending and economic growth. Research limitations/implications This study has been bounded by general GE and economic growth only. The breakdowns of general GE on the basis of the activities they support have not been considered in this paper, which is the main limitation of the research. Despite the limitation, it might be maintained that the research highlights key relationships in the EU countries. Originality/value These insights might be useful for policy makers. In countries with unidirectional causality running from GE to economic growth, the government can employ expenditure as a factor for growth. The governments should ensure that resources are properly managed and efficiently allocated to accelerate economic growth in the countries with unidirectional causality from GDP to GE.

This study analyzes the determinants of regional economic growth and local government revenue (PAD) based on tourism, taxation, and budget policies in Kuningan District. This study uses the monthly data from 2015-2019 with 60 numbers of observations in total. Using the structural equation modeling partial least square (SEM-PLS), this study found that tourism, taxation, and budget policies directly affected regional economic growth. Neither does PAD affect regional economic growth nor mediate the indirect effect of tourism and taxation policies on economic growth. On the other hand, the budget policy can not moderate the influence of PAD on economic growth. This study also proves that the taxation policy reflected by the online-based tax collection system and the local tax increase budget positively affects PAD, while tourism can not affect it. This study implies that the local government of Kuningan need to focus on maximizing tourism sectors by directing the investment, budgets, and policies to develop its supporting industries.
