This research was conducted to explain empirically the influence of Regional Original Revenues, General Allocation Funds and Special Allocation Funds on the Human Development Index with Capital Expenditures as intervening variables in districts or cities of Bali Province. The independent variables in this study are Local Revenue, General Allocation Funds and Special Allocation Funds, while the dependent variable is the Human Development Index and the intervening variable on Capital Expenditures. The sample in this study were all districts / cities in Bali for the period 2013-2017. The sampling method used was purposive sampling with 45 samples consisting of 8 districts and 1 municipality for 5 years of research. Data analysis technique used in this study is path analysis. The results showed that the Regional Revenue had a significant positive effect on the Human Development Index, the General Allocation Fund and the Special Allocation Fund had no effect on the Human Development Index. Regional Original Revenues and Special Allocation Funds have a significant positive effect; on Capital Expenditures while General Allocation Funds have a significant negative effect on Expenditure / Regional Original Revenue, General Allocation Funds and Special Allocation Funds do not affect Human Development Index through Capital Expenditures Keywords: Regional original income; general allocation funds; special allocation funds; human development index; capital expenditure. Penelitian ini dilakukan untuk menjelaskan secara empiris pengaruh Pendapatan Asli Daerah, Dana Alokasi Umum dan Dana Alokasi Khusus terhadap Indeks Pembangunan Manusia dengan Belanja Modal sebagai variabel intervening di kabupaten atau kota Provinsi Bali. Variabel independen dalam penelitian ini adalah Pendapatan Asli Daerah, Dana Alokasi Umum dan Dana Alokasi Khusus, sedangkan variabel dependen Indeks Pembangunan Manusia dan variabel intervening Belanja Modal. Sampel dalam penelitian ini adalah seluruh kabupaten/kota di Bali periode 2013-2017. Metode penentuan sampel yang digunakan yaitu purposive sampling dengan sampel penelitian sebanyak 45 sampel terdiri dari 8 kabupaten dan 1 kota madya selama 5 tahun penelitian. Teknik analisis data yang digunakan dalam penelitian ini analisis jalur (path analysis). Hasil penelitian menunjukan bahwa Pendapatan Asli Daerah berpengaruh positif signifikan terhadap Indeks Pembangunan Manusia, Dana Alokasi Umum dan Dana Alokasi Khusus tidak berpengaruh terhadap Indeks Pembangunan Manusia. Pendapatan Asli Daerah dan Dana Alokasi Khusus berpengaruh positif signifikan; terhadap Belanja Modal sedangkan Dana Alokasi Umum berpengaruh negatif signifikan terhadap Belanja/Modal Pendapatan Asli Daerah, Dana Alokasi Umum dan Dana Alokasi Khusus tidak berpengaruh terhadap Indeks Pembangunan Manusia melaui Belanja Modal Kata Kunci: Pendapatan asli daerah; dana alokasi umum;dana alokasi khusus; indeks pembangunan manusia; belanja modal.

<p><em>Islamic bank financing, zakat, and education expenditure can increase Indonesia’s economic growth and Human Development Index (HDI). Islamic bank financing could be funding capital for the community</em><em>. Zakat plays a role in wealth distribution, while education expenditure contributes by improving the quality of human resources. This study analysed the direct and indirect relationship between Islamic bank financing, zakat, and education expenditure to economic growth and HDI. Data were analysed using path analysis based on panel data for the period 2015-2019. The results showed that the Islamic bank financing, zakat and education expenditure had a significant positive effect on economic growth. Islamic bank financing, zakat, and education expenditure had a significant positive impact on HDI. At the same time, the indirect implications showed that Islamic bank financing, zakat, and education expenditure have a significant positive effect on HDI through economic growth.</em></p><p> </p><p>Pembiayaan perbankan syariah, zakat, dan belanja pendidikan menjadi instrumen yang dapat meningkatkan pertumbuhan ekonomi dan di Indonesia. Pembiayaan perbankan syariah dapat menjadi modal pendanaan bagi masyarakat, zakat berperan sebagai penyalur kekayaan, sedangkan belanja pendidikan dapat meningkatkan kualitas sumber daya manusia. Penelitian ini menganalisis hubungan langsung dan tidak langsung antara variabel pembiayaan bank syariah, zakat, dan pengeluaran pendidikan terhadap pertumbuhan ekonomi dan IPM. Analisis data menggunakan path analysis berdasarkan data panel untuk periode 2015-2019. Hasil penelitian menunjukkan bahwa pembiayaan bank syariah, zakat dan belanja pendidikan berpengaruh positif signifikan terhadap pertumbuhan ekonomi. Pembiayaan perbankan syariah, zakat, dan belanja pendidikan berpengaruh positif signifikan terhadap IPM. Sedangkan pengaruh tidak langsung menunjukkan bahwa pembiayaan bank syariah, zakat, dan pengeluaran pendidikan berpengaruh positif signifikan terhadap IPM melalui pertumbuhan ekonomi.</p>

ABSTRAK            Menciptakan sumber daya manusia yang berkualitas dibutuhkan berbagai sarana dan prasarana seperti investasi di sektor pendidikan, kesehatan dan infrastruktur. Peran pemerintah dalam implementasi aspek pendidikan dan aspek kesehatan adalah melalui pengeluaran pemerintah. Hubungan pertumbuhan ekonomi dan pembangunan manusia adalah ketika pendapatan atau PDB per kapita rendah akibat pertumbuhan ekonomi yang rendah, menyebabkan pengeluaran rumah tangga untuk peningkatan pembangunan manusia menjadi turun, begitu juga sebaliknya. Tujuan penelitian ini untuk menganalisis pengaruh pengeluaran pemerintah sektor pendidikan, sektor kesehatan dan belanja modal terhadap indeks pembangunan manusia melalui pertumbuhan ekonomi. Metode analisis data yang digunakan dalam penelitian ini adalah analisis jalur (path analysis) yang merupakan perluasan dari analisis regresi linear berganda. Hasil penelitian sub-struktur 1 menunjukan bahwa pengeluaran pemerintah sektor pendidikan dan belanja modal berpengaruh positif dan signifikan terhadap pertumbuhan ekonomi, sedangkan pengeluaran sektor kesehatan berpengaruh negatif terhadap pertumbuhan ekonomi. Kemudian sub-struktur II menunjukan bahwa pengeluaran pemerintah sektor pendidikan, sektor kesehatan dan belanja modal berpengaruh positif namun tidak signifikan terhadap IPM, sedangkan pertumbuhan ekonomi berpengaruh positif dan signifikan terhadap IPM. Kemudian nilai koefisien jalur menunjukan bahwa pertumbuhan ekonomi merupakan variabel intervening untuk variabel pengeluaran pemerintah sektor pendidikan dan belanja modal terhadap IPM. Kata Kunci: Pengeluaran Sektor Pendidikan, Pengeluaran Sektor Kesehatan, Belanja Modal, Indeks Pembangunan Manusia ABSTRACTCreating quality human resources needed various means and infrastructure such as investment in the sector of education, health and infrastructure. The role of government in the implementation of education aspects and health aspects is through government spending. The relationship of economic growth and human development is when the income of GDP per capital low due to low economic growth, causing household expenses for the improvement of human development to be down, so is the opposite. The purpose of this research to analyze the influence of the government’s spending of education sector, health sector and capital expenditure againts the human development index through economic growth. The method of data analysis used in this research is the analysis of the path (path analysis) which is the expansion of multiple linear regression analysis. The result of research sub-structure I shows that the government expenditure of education sector and capital expenditure affects positive and significant to economic growth, while the spending of health sector affects negative to economic growth. Then sub-structure II shows that the government’s spending of education sector, health sector and capital expenditure are the positive but insignificant againts HDI, while economic growth affects positive and significant towards HDI. Then the value of the path coefficient shows that economic growth is an intervening variable for the variable government spending on education and capital expenditure on the HDI. Keyword: Education sector spending, health sector spending, capital expenditure, human development index

This study aims to analyze the effect of capital expenditure in the form of regional government budgets to obtain fixed assets, the Human Development Index and Unemployment to the Poverty Level in Gorontalo Province. The data used are secondary data obtained from the Gorontalo Province Central Bureau of Statistics and the Registration Management Information System (Simreg Bappenas) during the period 2010-2015, the unit of analysis is 5 districts 1 city in Gorontalo Province. The research estimate uses panel data multiple regression analysis with the Fixed Model Effect (FEM) method. The results of the study indicate that (i) The amount of capital expenditure allocated by each region in Gorontalo Province shows a positive and significant influence on the Poverty Level in the 2010-2016 period. (ii) The Human Development Index, which is a benchmark for the achievement of an area in three basic things such as life expectancy, education level, and a decent level of life, turned out to have a positive and significant influence on the District / City Kemskinan Level in Gorontalo Province. (iii) Unemployment has a positive but not significant effect on the District / City Poverty Level in Gorontalo Province in the period 2010-2016.Keywords: Capital Expenditures, Development Index, Unemployment, Poverty

The article examines the impact of openness and transparency of the budgets of countries and other indicators in the field of public administration on the situation of countries in terms of the Human Development Index (HDI). By using the econometric analysis, it is shown that there is a significant positive effect of the budgetary openness on the HDI.

This study aims to analyze the effect of Local Own Income, Balanced Funds, Capital Expenditures and Human Development Index on Economic Growth in Surakarta City 2010-2017.The method of determining the sample used in research is the saturated method. The analytical methodology used in the study was carried out with multiple regression with the SPSS 25 program. The results obtained from the research showed that local revenue, balanced funds and capital expenditures did not partially affect economic growth in the city of Surakarta during the 2010-2017 period. Meanwhile, the Human Development Index has a partial effect on Economic Growth in the City of Surakarta during the 2010-2017 period.

This study aims to determine how the influence of tourism growth as measured by the number of tourists to tourism objects, the number of tourists to accommodation, the number of hotels and accommodation, and the number of restaurants and restaurants on economic growth as measured by GRDP and Human Development Index in West Java Province. 2012-2018. The population that becomes the object of this research is the regency / city in West Java Province. The data used in this study is secondary data taken from the Central Statistics Agency (BPS) and the West Java Provincial Tourism Office. In this study using path analysis. Based on the analysis that has been carried out in this study, the results show that the variable number of tourists to accommodation and the number of restaurants and restaurants has a positive and significant effect on GRDP, while the variable number of tourists to tourism objects and the number of hotels and accommodation is not significant to the GRDP in Java Province. West. GRDP has a significant positive effect on the Human Development Index in West Java Province. The number of tourists to accommodation is the variable that has the greatest indirect effect on the Human Development Index.

This study aims to determine the effect of routine and capital expenditure allocations on the human development index in the regency/municipality of Papua province. This study covers 29 districts/cities in the province of Papua using an associative quantitative approach. The analysis technique used is multiple linear regression analysis technique. The results of the analysis show that routine expenditures have a positive and significant effect on the human development index, while capital expenditures have a negative and non-significant effect on the human development index. The failure of capital expenditures to affect the human development index occurred, in addition to the low amount of capital expenditure allocated in an effort to improve people's welfare, also due to the allocation of capital expenditures that had not been carried out on target. This study aims to see the effect of fiscal need variables on the allocation of the General Allocation Fund (DAU) in the islanding area by three regional categories based on topography. The independent variables used were population, area, human development index, construction cost index, and GRDP. The research method used is multiple linear regression analysis and ANOVA test. The results of this study indicate that the population, the Human Development Index, the Construction Cost Index and the GRDP per capita have a positive effect on the DAU, while the area has a negative effect on the DAU. Different test results show that between categories 1 and 3, categories 2 and 3 have different DAU levels. The findings show that non-island regions receive higher DAU allocations than archipelagically characterized areas. The results of category 3 regional GRDP show no influence on DAU allocation.

This study aims to determine empirically the effect of local revenue on the increase in the human development index in West Papua province and to empirically determine the effect of capital expenditure on the increase in the human development index in West Papua province. The data analysis technique used is multiple linear regression analysis. Based on the results of the analysis, it is known that the Original Regional Income has a positive and significant effect on the increase in the District / City Human Development Index in West Papua Province. This shows that an increase in Regional Original Income (PAD) will tend to increase the Human Development Index. Capital expenditure has a positive and significant effect on increasing the District / City Human Development Index in West Papua Province. Abstract Development success is measured by several parameters, one of which is the human development index. Humans have a role as a factor of production which is very important in the development of the region. This study aims to analyze which components make the human development index in the province of West Sulawesi low, and how the government’s strategies and priorities in improving HDI to support regional development and development. The analytical method used is multiple linear regression with SPSS software. The results of this study indicate that health and education have a significant positive effect on the development of the province of West Sulawesi while the economic component does not affect the human development index.
