Based on written and field sources, this article examines kumis holidays, rituals and ceremonies in historical retrospect and modern reality. According to Chinese, Armenian, Central Asian sources of the 13th–17th centuries, the ritual significance of kumis is shown which for centuries retained the role of the main ceremonial attribute in the framework of military rituals and sacrifices in the culture of the peoples of Central Asia. Kumis was sprinkled on military standards on the eve of the battle. It acted as a sacrificial libation to Heaven, the cardinal points, and the mountains. Kumis was a prestigious drink and an obligatory treat both in the nomad tent of a simple steppe dweller and at state receptions and festivals of the great steppe empires. This drink served as the main treat at the feast. The order of its distribution semantically designated the hierarchies in the steppe empires. In the Kazakh steppe, the traditions of kumis ceremonies and holidays continue, according to ethnographic sources of the 19th–20th centuries, to maintain stability. In the twentieth century, the prestigious nature of kumis among the Kazakhs is still noted, and the ritual character of kumis treats is indicated. Currently, kumis in Kazakhstan still plays the role of a prestigious drink, which is present not only in calendar rituals but also in feasts organized as part of the rituals of the life cycle. Field studies carried out in July-September 2021 give reason to speak not only about the sustainability of kumis holidays within the framework of the spring and autumn calendar rituals, but also their actualization as an element of intangible cultural heritage and an application for setting a world record. In contrast to the Middle Ages, in the ceremony of treating kumis today, a change in the nature of the religious rite and purpose is noted. The complex of kumis holidays that arose in ancient times is considered today by Kazakhs as a cultural heritage, as a place of memory. It is used as a symbolic capital for organizing and carrying out various kinds of events.

У рамках імплементації Конвенції про охорону нематеріальної культурної спадщини вивчено заходи культурної політики, що заклали основи для втілення новітніх політичних підходів, механізмів і програм. У контексті виконання міжнародно-правових стандартів UNESCO та положень Конвенції визначено курс на аналіз, збереження й розвиток культурного розмаїття та надбання. Умотивована необхідність формування стратегії культурної політики у галузі збереження нематеріальної культурної спадщини, що полягає у проектуванні й затвердженні культурних проектів національного й регіонального спрямування. Враховано наявну ускладнену ситуацію щодо ролі місцевої влади та обмеженість бюджетного фінансування в країні загалом. Встановлено, що дії, що сприятимуть виявленню елементів нематеріальної культурної спадщини, організації та реалізації заходів щодо її збереження в Україні повинні стати цільовими пріоритетами. Cultural policy measures within the framework of the implementation of the Convention for the Safeguarding of the Intangible Cultural Heritage are examined. A course on the analysis, conservation and development of cultural diversity and heritage in the context of the implementation of UNESCO international legal standards and the provisions of the Convention has been determined. The necessity of developing a strategy of cultural policy formation in the field of preservation of the intangible cultural heritage, which consists in the design and approval of cultural projects of national and regional orientation, is substantiated. The complicated situation regarding the role of local authorities and the limited budget financing in the country are taken into account. It is established that the priority should be given to actions that will help identify elements of the intangible cultural heritage, develop and implement measures for its preservation in Ukraine.

The value co-creation behavior of residents can contribute to the sustainable development of intangible cultural heritage (ICH) tourism. This paper aims to provide a theoretical framework that uses “cognition–affection–behavior” theory to explain how the two variables of tourism development perception and emotional solidarity affect the value co-creation participation behavior of the local residents in the context of intangible cultural heritage tourism while considering the mediating role of emotional solidarity. This study empirically investigates Meizhou Island in Fujian Province, China as an example by using a structural equation model (SEM). Results show that the perception of local residents toward the benefits of tourism development has a significant positive impact on their emotional solidarity and value co-creation participation behavior, whereas their perception toward the costs of tourism development has a significant negative impact. In addition, the emotional solidarity of these residents has a significant positive impact on their value co-creation participation and plays a mediating role in the relationship between the tourism development perceptions of local residents and their value co-creation participation behavior. This study has important theoretical and practical significance for the management of ICH tourist destinations.

Abstract:Since “intangible cultural heritage” (ICH) became the new focal point in the global heritage discourse, governments and scholars in many countries have begun to promote this new form of “immaterial” culture. The People’s Republic of China has been one of the most active state parties implementing the new scheme and adapting it to domestic discourses and practices. Policies formulated at the national level have become increasingly malleable to the interests of local government-scholar networks. By conducting a comparative case study of two provinces, this article aims to identify the role of local elite networks in the domestic implementation of the 2003 Convention for the Safeguarding of Intangible Cultural Heritage, focusing on the incentives of scholars and officials to participate in ICH policy networks. It finds that the implementation of the Convention has not removed the power asymmetry between elite and popular actors but, instead, has fostered an elite-driven policy approach shaped by symbiotic, mutually legitimizing government–scholar networks.

Currently, many are the phenomena that occur around intangible cultural heritage (ICH), related to its politics and legacy. With a critical analysis perspective, this article aims to describe the processes of patrimonialisation, commodification, and touristification of ICH, especially of the Guatemalan Mayan fabrics. The ongoing movement of Guatemalan weavers to protect and vindicate the cultural value of this art brings to light the role of different actors that intervene in intangible cultural heritage and, of greater relevance, indigenous communities. The following analysis framework on the diverse conceptualisations of heritage, authenticity, commodification and touristification allows for a deeper understanding of the Mayan weavers’ situation. The methodology used in this article consists on a case study, through which the following main conclusions arise: the lack of protection of ICH of this case study given the complex definitions and categorisations; the need to identify the consequences of commodification and touristification of ancestral tapestries, highlighting the importance of tourism management from the communities; and, finally, the key role of women as transmitters and protectors of ICH, who have headed a process of movement and empowerment.

The article is devoted to comprehension of specifics and formation prerequisites of composer’s and musical authorship phenomena historical formation in European culture of the Middle Ages. Genesis of composer’s phenomenon and individual musical authorship model is considered on the basis of historical, socio-cultural and aesthetic-artistic transformations, on awareness about their dynamic’s tendencies and general cultural institutionalization of an authorship phenomenon, as well as on an increasing role of individual creativity in an artistic realm. It is stated that multi-ethnic and anonymous culture of oral tradition, folklore and Christian singing practices, as well as instrumental improvisation’s traditions, became spiritual sources of this phenomena and turn into a strong foundation of musical professionalism and creative impulse for European authorial music evolution. It is emphasized that process of composer’s formation as a creativity subject and musical professionalism carrier was stimulated by the necessity of everyday vocal-choral practice, conditioned by the spiritual context of time, by intention on theocentric world’s picture and religious – Christian outlook dominance. Significant role of secular direction development in the context of music-author’s discourse formation and composer’s figure assertion in the late Middle Ages is highlighted.

The processes of historical development of cities and formation of public spaces are considered. It is established that open public spaces have always been the basis for the formation of cities. In ancient times (Greece), the network of open-closed spaces was interpreted as the only public space of the city and was a sign of its democracy. With the strengthening of imperial power (Rome), the structure of public spaces becomes deterministic, with a certain direction of movement. In the Middle Ages there is a sacralization of space, which is replaced by its formalization in the Renaissance; further aestheticization of spaces intensifies, their new types appear. The era of modernism changed the spatial paradigm of the traditional city, which led to the loss of historically composed types of public spaces. At the same time, the modern era is characterized by the gradual convergence of external and internal space and their democratization.

Purpose. We considered and analyzed the finds of iron arrowheads from a small collection of armament objects for long-range combat related to the epoch of Kyrgyz Great Power. The collection is exhibited at the moment in the National Museum of the Kyrgyz Republic in Bishkek City. Results. Precise location of these objects is not determined. However, it is known that all these objects of armament originate from the territory of modern Kyrgyzstan. The arrowheads from the collection have been preserved quite well, which distinguishes these findings from the armament objects of excavations of archaeological monuments of the cultures of ancient and medieval peoples in the Tian Shan. Having carried out a formal and typological classification analysis of the items from the collection, we determined a certain typological identity of the armament for longrange combat that were related to different groups and types of iron petiolate arrowheads according to the section and the form of feather. We found analogues to the arrows from our collection when discovered arrowheads of similar forms as a part of weapon complexes of ancient and medieval ethnicities inhabiting the Central Asian historical and cultural region during the Ancient times, Early and High Middle Ages. We traced the spread of arrowheads of different types, analyzed them as a part of our collection, and analyzed the items discovered in the course of previous research in medieval archaeological sites on the territory of northern Tian Chan Region in the bounds of Kyrgyzstan. The results of our analysis prove that all the arrowheads from the collection studied relate to the historical eras of the Early and High Middle Ages. Conclusion. A part of this collection is likely to have belonged to the complex of means for long-range combat. They used such arrowheads while shooting the enemy in the epoch of the Kyrgyz Khanate. Preponderance of armorpiercing and versatile iron arrowheads can testify the necessity to confront enemies in long-range combats and fight against adversaries who were powerfully armed and fully-equipped with metallic armor.
