Lending is one of the factors in the development of small and medium-sized businesses. In recent years, the Russian state has made serious efforts to increase the availability of borrowed funds for business and uses the lending market as a tool to accelerate economic growth. The work shows that the same mechanism works as one of the most rapid and effective in the implementation of anti-crisis policies, which can be observed, including during the 2020 pandemic.The purpose of the study is to identify the features and problems of the modern stage of the development of the lending market for small and medium-sized enterprises in Russia. The article considers two levels of financial support for small and medium-sized businesses: federal and regional. Today they are represented by different institutions that complement each other. However, despite large-scale state programs to stimulate lending, the share of small and medium-sized enterprises using borrowed funds remains low and insufficient for the active development of this sector of the economy.The study used expert and statistical analysis, the information base for the study was statistics from the Bank of Russia, the Federal Tax Service, legislation in the field of entrepreneurship, data from executive authorities, analytical reports from the Bank of Russia, the Accounts Chamber of Russia, and the Expert RA rating agency

The article presents a brief description of national projects, assesses the system of their financing. In the context of each national project, the system of financial support is analyzed, the problems of implementation, financing and determining the effectiveness of the use of budget funds are highlighted. Special attention is paid to projects aimed at economic growth, their role in the innovative development of the country is shown. The main problems of implementation of national projects, their integration into state programs are highlighted. Directions for improving the implementation of projects and the effective use of budget funds are proposed.

In modern conditions, implementation of sustainable progressive movement of the country by carrying out large-scale structural changes can be realized only on the basis of a centralized identification of areas, goals, priorities of socio-economic development, as well as indicators of strategies, programs and plans interconnected at all levels of the country's national economy management. Methodologically the article is based on dialectical method of scientific knowledge, as well as systemic and institutional approaches. Scientific periodicals (monographs, scientific articles, etc.) and official documents of legislative and executive authorities of the Russian Federation on the issues of state strategic and long-term planning in Russia and the USSR were used as an information and analytical base. The article dwells on the following issues: 1) as a result of analysis of domestic and foreign literary sources, as well as regulatory and methodological guidelines in the field of state strategic planning, its main shortcomings were identified. According to the authors, these include: dissemination of program-targeted management methods not only into all spheres of socio-economic development, but also to the areas of budget allocations, the lack of sufficient information base of calculations; 2) methodological approach (stages, sequence of work, methods and procedures) to elaborating state programs for the economic development of the country, industries and regions is proposed; 3) application of the methods of hierarchies analysis (MHA) and network modeling (NPM) as the main methods for developing state programs is substantiated; 4) proposals on the composition and structure of the information base for calculating indicators of state programs are given.

A statistical analysis of the syphilis incidence in Moscow and regions from 2006 to 2017 was carried out. Despite a decrease in the general syphilis incidence an increase in incidence of such severe forms as late neurosyphilis and cardiovascular syphilis was observed. We analyzed 1,600 archive case histories of inpatients and outpatients of the Sechenov University clinics in Moscow and identified the specific lesions in heart tissues, blood vessels and the nervous system. in literal data a relatively small number of cardiosyphilis cases was described. it can be explained by the fact that earlier only gummas, that are rarely to be located in the heart and difficult to be identified clinically, were considered to be the only specific pathological and anatomical changes for syphilis of the heart.

This study aims to analyze whether the performance of regional financial management influences economic growth in Depok City, analyzes whether the performance of regional financial management influences unemployment in Depok City, and analyzes whether the performance of regional financial management affects poverty in Depok City with the 2006 study period- 2015 The analysis method used is quantitative descriptive analysis and simple linear regression statistical analysis. Based on the results of hypothesis testing it can be proven that the performance of regional financial management (independence ratio) has a positive and significant effect on economic growth, this can be seen from the value of sig. 0.046 <0.05 with a regression coefficient of 1.883. Then the performance of regional financial management has a negative and significant effect on unemployment, this can be seen from the value of sig. 0.030 <0.05 with a regression coefficient of -6.864. But the performance of regional financial management has no significant effect on poverty, this can be seen from the sig. 0.065> 0.05 with a regression coefficient of -0.512. This can be due to the still high income gap in the community, so that the increasing regional income has not been able to significantly reduce poverty in Depok.

The paper outlines current issues related to the changes planned by the Ministry of Economic Development of the Russian Federation in the strategy of economic growth, as well as the reform of state programs that directly affect the production of complex technical systems. Besides, it proposes controlling tasks of research structures that require an administrative basis, along with previously adopted decisions on the digitalization of management and its elements.

Purpose The purpose of this paper is to develop the theoretical linkage between culture and economic growth and empirically test the relationship by measuring culture and how it affects labor productivity. Design/methodology/approach This study uses a cross-section study of developing countries and regresses economic productivity growth on a set of control variables and cultural factors. Findings It is found that three cultural factors, economic attitudes, political attitudes, and attitudes towards the family, affect economic productivity growth. Originality/value Many economists ignore culture as a factor in economic growth, either because they discount the value of culture or because they have no simple way to quantify culture, resulting in the role of culture being under-researched. The study is the first to extensively examine the role of culture in productivity growth using large-scale data sources. The authors show that culture plays an important role in productivity gains across countries, contributing to the study of the effects of culture on economic development, and that culture can be empirically measured and linked to an activity that directly affects the economic growth – labor productivity.
