Introduction. The article highlights the role and trends of urban development in a single regional space. The authors consider the industrial region, where the economic centers are the cities of monospecialization (metallurgy, mechanical engineering), which form the settlement framework of the regional economic system. At the same time, the connectivity of the regional space was determined by the contacts of cities in infrastructure areas and the possibilities of agglomeration formations. The authors analyze the urban environment of cities in the region, which revealed common problems for them in organizing urban space. It was shown that the competition of cities for a person can be won by offering the population more comfortable working and living conditions, a variety of social services, and the possibility of using agglomeration effects. Scientific novelty of the research. The peculiarity of the author’s research was a new approach to urbanization as an urban way of life, extended to a set of cities of different status and population in the region. At the same time, the zones of attraction and concentration of business and social activity were connected with large cities and centers of agglomerations of the region, which ensure the joint use of resources, transport, and social infrastructure. The purpose of the article is to Identify constraints and opportunities for developing cities in a single regional space, taking into account their connectivity and interaction. Methods. The authors use the information base: statistical data, scientific literature, and expert assessments to clarify the conceptual tools of the research and to analyze the demographic situation in the cities-centers of agglomeration associations of the region. The authors present the assessment of the state of the urban environment, and reveal the disproportions in its organization. The research approaches are tested on the example of the cities of the Chelyabinsk region.

The conditions and spatial factors for the implementation of national projects are considered. On the example of a large city, the factors of the comfort of the urban environment of a large city are assessed. Variants of effective combination of spatial urban complexes are identified. The purpose of the article is to analyze the spatial factors of assessing the comfort of the urban environment in a large city. The subject of the research is the process of assessing the comfort of the urban environment in a large city. Analytical, historical, statistical, logical, comparative methods were used as research methods. Research hypothesis. By the comfort of the urban space, the authors understand not only the level of the amenities of the adjoining territories, which the developers create at a high aesthetic and practical level. This refers to the convenience of receiving social services and their transport accessibility. Therefore, having successfully sold apartments of the first stage, the developer may and is faced with the problem of selling apartments of the second and subsequent stages of construction. Presentation of the main material. The authors of the article propose to use the original aggregate indicator for the purposes of assessing the comfort of the city - the index of the comfort of the urban environment, with a form already successfully tested in other studies, consisting of 35 private indicators combined into 7 sections: geographical location, level of development of public transport, state of the environment. environment, the level of development of social infrastructure (combined in 3 sections), the arrangement of the adjoining space. Originality and practical value. The problem of the housing stock deficit is gradually weakening and replaced by the problem of the excess of the supply of housing over the demand for it. In the new conditions, a potential buyer of an apartment is interested not only and not so much in its size and price, but also in the environment surrounding the chosen house. On the other hand, the commercial interest of the developer was traditionally manifested in the desire to sell the apartment soon. Research conclusions and prospects for further research. The comfort of the urban environment is becoming an increasingly monetized element of the total cost of purchased housing. Competent use of information about it makes it easier for the developer to offer and sell a particular apartment. In addition, the indicator of the comfort of the urban environment can be actively used in applied studies, for example, in geomarketing research.

High-rise construction results in the need of planning of infrastructure facilities, taking into account the increase in loading, as high-rise construction allows to place considerably bigger number of residents in the limited territory. For this purpose it is necessary to estimate the required and actual level of providing the population with each particular type of the facilities of social infrastructure. The compliance of required and actual level of providing can be characterized as the territorial balance, while the discrepancy acts as the territorial imbalance. The article is devoted to the development of such instruments of planning of urban development, which will allow to create the qualitative urban environment, founded on the territorial balances. Namely, it is devoted to the calculation of level of providing the population with the facilities of social infrastructure, to the determination of level of the imbalance in absolute and relative units and also to the ranging of imbalances on urgency of their elimination. The size of the imbalance is of great importance for planning and realization of managerial influences from the executive authorities, operating the city development. In order to determine the urgency of realization of actions for the construction of facilities of social infrastructure it is offered to range the imbalances according to their size, having determined the deviation size from balance, which is so insignificant that it does not demand any managerial influences (it can be characterized as balance) and also the groups of the imbalances, differing in urgency of managerial influences, directed to the decrease and elimination of the revealed imbalance.

Introduction. The social practice of participativeness, active participation in the transformation of urban space in the interests of residents, is gaining popularity among the urban population. The study of this phenomenon is interest for obvious integration with management decisions. Expanding the practice of implementing social activity of the population and studying the components of participativeness determine the goal of writing the paper-the formation of a theoretical and methodological basis for studying this phenomenon.Methodology and source. The paper presents a review of classical and modern sociological theories that reveal the potential of empirical study of aspects of the manifestation of participation of urban residents. Among the mentioned by the authors are the theory of social action, social solidarity, phenomenology, social constructivism.Results and discussion. The problematic nature of living in cities and the penetration of these problems into the daily interaction of citizens forms the origins of solidary participation of citizens-individual and private interests form collective actions-processes. Multiple individual forms of citizens' activity on urban improvement are transformed into participativeness – institutionalized joint activity. Its participants can take differentiated positions in the social structure of the urban community according to the criteria of having a diverse experience of interaction, i.e. exchange, with the urban environment and taking a position in the city management structure, which determines the level of regulated authority to make managerial decisions. The problems of urban life that are common to different categories of citizens and the typification of social activity to solve them order the interaction of participants, organize and “produce” the urban space.Conclusion. In the process of reasoning, a theoretical model of the formation of participativeness is presented, which allows us to trace the transformation of activity of the urban population into the right to the city and the formation of a favorable urban environment.

Contemporary urban governance increasingly involves the participation of various groups of stakeholders in the strategic planning and development of urban environment. Coordination of actions of city authorities and stakeholders becomes one of the most important issues of the governmental effectiveness, while the search for interested groups and cooperation with them is an important direction of both research and governmental activities. In this study, we aim to identify stakeholders in smart city development process and test the effectiveness of the stakeholderanalysis method as a tool for improving strategic planning of the urban environment, using the case of Moscow. We demonstrate how the use of the tools of social network analysis allows to focus strategic documents on stakeholder groups that play an important role in the development of the city, although not an obvious one. The object of empirical study is social relations between the main stakeholders of urban environment that influence strategic management. We use the centrality measures analysis to identify the main stakeholders that have the strongest and weakest impact on the development of a smart city of Moscow, and the edge betweenness method to identify the existing communities of urban actors. The paper discusses the problems of communication strategizing in large cities, and also concludes that the use of stakeholder analysis in the context of the urban environment can improve the quality of strategy development and implementation.

Currently, the role of the big cities in the development of economy and society, the organization of high-quality urban space for people are widely discussed. However, there are still many unresolved urban issues with the crucial one being the need for the city-person interaction. Better interaction, diversity in satisfying the population’s needs, feedback from an active citizen who influences the development of the city are the attributes of modern metropolis that competes for any person. City’s advantages result in a greater population size and better quality of their life. Otherwise, the city shows the degradation signs and population decline. The purpose of the study is to justify the need for a multi-criteria assessment of living conditions in the Russian megalopolises under the citizens’ needs and the improvement of modern urban space. This assessment could guide the managerial decisions in defining the strategic priorities in city development. The following methodological tools were used: experts’ assessments of urban environment quality, demographic analysis of urban population movement; positioning of Russian megacities by criteria ‘urban environment quality’ and ‘population’s cost of living’, their grouping by the qualitative characteristics of urban environment; content analysis of the strategic documents for the development of the largest megacities. The novelty of the study is a new interpretation of the concept of ‘place’ in terms of the urban area. It is defined in a broader sense rather than a particular localization with the borders. It is an urban environment with a set of different opportunities to meet citizens’ growing needs. The study arrives at the approaches to a multi-criteria assessment of the living conditions in million cities under the citizens’ needs. To do this, the authors applied the methods of the Ministry of Construction, Housing and Utilities in the Russian Federation and analyzed the conditions and dynamics of the urban environment, studied the demographic processes, and evaluated the megalopolis attractiveness under the income and cost of living ratio. This revealed the challenges of the cities which could be theoretically solved in the strategic documents of megalopolis development, while the development of efficient mechanisms could help in the practical implementation of the solutions (municipal programs and projects). The article offers to analyze and constantly update the strategic documents of the million cities with regard to the public opinion and the needs of city dwellers in high-quality urban space. The authors worded the need to re-define the urban space which used to be interpreted as a place for living and the human role in its development. The results of the study could be of interest to public authorities and local governments that strategically manage the million cities. Further research is seen to be connected with the development of a comprehensive integral multi-criteria assessment for the current condition and dynamics in the urban space quality to define the megalopolis competitiveness in terms of their interest for the citizens.

New Urbanism is an urban planning concept aimed at creation of a comfortable urban space, oriented towards human and environment that satisfies the communication needs of citizens, while retaining function of city as a system of effective  development, distribution and augmentation of resources, as well as the impact upon social structure through creation of conditions for communication between people. An ideal city for the adherers of New Urbanism is the one, where is the streets and public spaces are the center of social activity, and environment is adequate to a person. The article explores the urban planning concepts and ideas of the XX century: garden cities movement of Ebenezer Howard, regionalism of Patrick Geddes and Lewis Mumford, idea of neighborhood and superblock of Clarence Perry and Clarence Stein, impact of urban development practice of Jane Jacobs, Léon Krierm, Kevin Lynch and Donald Appleyard, as well as the factors of emergence of the Congress for the New Urbanism. The author examine the fundamental principles of each concept, their key representatives, as well as legacy or rejection of the ideas by the New Urbanism movement. Overall, the concept of New Urbanism suggests the approach towards city planning that is aimed at creation of comfortable urban environment oriented towards people. The New Urbanism movement is called to lay the foundation for sustainable development of urbanized territories, and establish such city planning principles and rearrangement of urban environment, which would be able to ensure high quality of life without damaging the natural framework.

В предложенной статье поднята на рассмотрение общераспространённая проблематика напряженного состояния социальной инфраструктуры города на примере Москвы. Также берется к рассмотрению тот факт, что растущая инфраструктура – одна из глобальных проблем мегаполиса. Выявлены основные причины формирования дисбаланса городской среды. Предложен ряд способов возможного решения данной задачи.In the proposed article, the widespread problems of the tense state of the social infrastructure of the city are raised for consideration. Also taken into consideration is the fact that the growing infrastructure is one of the global problems of the metropolis. The main causes of the imbalance of the urban environment are revealed. A number of possible solutions to this problem are proposed.

Urban sustainability refers to building and maintaining cities that can continue to function without running out of resources. However, growing cities require more land and urban sprawl has transformed surrounding rural areas into urbanized settlements. Furthermore, the prosperity of large cities depends on the supply of both natural and human resources from rural areas, either nearby or remote. On the other hand, the use of resources of rural areas by cities may cause negative externalities to rural areas, affecting their sustainability. Therefore, a critical, but very much neglected issue, is how unban sustainability should be pursued without affecting rural sustainability. In this study, cases in Japan and China were analyzed from resources and population migration perspectives to provide evidence for the possibility that urban sustainability might have been pursued at the cost of rural unsustainability. It was intended to develop a better understanding of urban sustainability through the lens of externalities. Based on the analysis, a new framework for urban sustainability study was proposed, which consists of three new pillars. Namely, externality, vulnerability, and population instability.

One of the main pillars of sustainable urban development at the local scale is to control the social aspect of urban equality of socio-economic systems. A number of studies confirm that poverty in urban space is accompanied by negative phenomena, such as high unemployment, social pathologies, increased crime rate, or the high level of the decapitalization of space, including the poor condition of housing and municipal infrastructure. However, there is a gap in defining the relation between urban poverty and city structure to control and preferably minimize social inequalities. The aim of the study was to empirically verify the impact of the location of residential properties in relation to poverty-stricken areas in the city. The research covered the housing market in one Polish city (Kalisz) in the years 2006–2018. By applying GIS technologies, we identified the location of each property in relation to poverty areas. The data was subjected to regression analysis, with the use of the hedonic approach based on exponential models. The analysis of data allowed us to conclude that location in a poorer area does affect the prices of new flats, which is not only a contribution to the development of science, but is also information that could be used by developers or property valuers to establish the prices of flats, as well as city managers to avoid pauperization of urban districts.

Целью работы являются определение и классификация проблем, связанных с негативным воздействием объектов медиаархитектуры на окружающую среду в контексте общественных пространств, а также ночной городской среды. The article is devoted to the study of the problems of integration of media objects in the existing urban space. As part of a new, creative and intellectual enrichment of the urban environment, the media architecture has a significant cultural, social and environmental impact on the urban environment. The aim of the work is to identify and classify the problems associated with the negative impact of media architecture objects on the environment in the context of public spaces, as well as the night city environment.
