Contemporary urban governance increasingly involves the participation of various groups of stakeholders in the strategic planning and development of urban environment. Coordination of actions of city authorities and stakeholders becomes one of the most important issues of the governmental effectiveness, while the search for interested groups and cooperation with them is an important direction of both research and governmental activities. In this study, we aim to identify stakeholders in smart city development process and test the effectiveness of the stakeholderanalysis method as a tool for improving strategic planning of the urban environment, using the case of Moscow. We demonstrate how the use of the tools of social network analysis allows to focus strategic documents on stakeholder groups that play an important role in the development of the city, although not an obvious one. The object of empirical study is social relations between the main stakeholders of urban environment that influence strategic management. We use the centrality measures analysis to identify the main stakeholders that have the strongest and weakest impact on the development of a smart city of Moscow, and the edge betweenness method to identify the existing communities of urban actors. The paper discusses the problems of communication strategizing in large cities, and also concludes that the use of stakeholder analysis in the context of the urban environment can improve the quality of strategy development and implementation.

Smart city is a major discussion in metropolitan planning and governance as it involves using technology to create livable spaces for the present and the future; it also considers issues of mobility, governance, economy and energy production. The innovation of smart city initiative can be beneficial to urban planning and policies for house provision. The housing challenge is a prominent issue in Lagos, the economic capital of Nigeria with more than 20 million inhabitants. Despite the attempts by the Lagos state government to create low-cost housing for citizens living and working in the city, there are still enormously high housing deficits because of the city’s overpopulation and limited resources. The city still lacks adequate infrastructures for mobility, networking and affordable housing as some people come from other states to work in the state; this has increased the urban carbon emissions. Yet, emerging discourses on housing infrastructure have rarely engaged the smart city question in urban governance of Lagos. Although there is a plethora of literature interrogating urbanization processes and housing, there are feeble attempts at explaining the notion of the smart city as the panacea for infrastructural inadequacies and urban development. This research examines the concept of smart city and its implication for urban governance structures and affordable housing in Lagos, drawing information and data from interviews and relevant secondary sources. The relevance of this study is to the government, private sector and architectural community is formulating policies through the application of the smart city concept in a megacity in a developing country like Lagos.

Kampung Kota is the beginning of the city development with all important aspects and has a special regional characteristic. The sustainability of Kampung Kota is affected by physical development around it. The concept of Semarang city development is in line with the concept of smart cities that trending now. One aspect that a city considers being a Smart City is the quality of life. The study of QoL (Quality of Life) has been increasing and has greatly developed in recent years, especially in large cities throughout the country. But it is not yet reviewed for the indicator concept that used as a measure of the quality of life in Kampung Kota communities. In fact, the problems related to the quality of life of the community is so complex. The research aims to study the indicator to measure the quality of life of the community. The method used in this study is quantitative deductive. The study consists of several stages: (1) content validity study, (2) face validity, (3) test reliability and validity; (4) analysis and conclusions. The results show 5 indicators that can be used as a measure of the quality of life of the people of Kampung Kota in Semarang. The indicators of the physic environmental aspects are safety, comfort, and the roles of the Neighborhood Association (RT/ RW). The indicators of the socio-economic and health aspects are income, environmental health, and availability of public spaces.

Introduction. The article highlights the role and trends of urban development in a single regional space. The authors consider the industrial region, where the economic centers are the cities of monospecialization (metallurgy, mechanical engineering), which form the settlement framework of the regional economic system. At the same time, the connectivity of the regional space was determined by the contacts of cities in infrastructure areas and the possibilities of agglomeration formations. The authors analyze the urban environment of cities in the region, which revealed common problems for them in organizing urban space. It was shown that the competition of cities for a person can be won by offering the population more comfortable working and living conditions, a variety of social services, and the possibility of using agglomeration effects. Scientific novelty of the research. The peculiarity of the author’s research was a new approach to urbanization as an urban way of life, extended to a set of cities of different status and population in the region. At the same time, the zones of attraction and concentration of business and social activity were connected with large cities and centers of agglomerations of the region, which ensure the joint use of resources, transport, and social infrastructure. The purpose of the article is to Identify constraints and opportunities for developing cities in a single regional space, taking into account their connectivity and interaction. Methods. The authors use the information base: statistical data, scientific literature, and expert assessments to clarify the conceptual tools of the research and to analyze the demographic situation in the cities-centers of agglomeration associations of the region. The authors present the assessment of the state of the urban environment, and reveal the disproportions in its organization. The research approaches are tested on the example of the cities of the Chelyabinsk region.

The current trend in urban planning has been evolved for developing the cities smart. Smart city concept directs urban development in to a strategic path to achieve sustainability in urban development. The understanding made up on the concept of smart city within any region would be fruitful to review in this nature. Similarly, the various stakeholders who would influence and contribute on smart city development projects are profound to identify in order to make the project success. As previous researches denoted, a timely and effective consultation of relevant stakeholders is of paramount importance for the success of any project. In line of thinking, this research was aimed to conduct a stakeholder analysis through a comprehensive literature review. Thirty one (31) key literature projects were obtained from recognised research databases and were critically reviewed to identify the internal and external project stakeholders of smart city development projects. As the key findings, the concept of smart city was first recognised. Secondly, academia and research institutions, local and regional administrations, financial suppliers/investors, energy suppliers, ICT sector representatives, citizens, government, property developers, non-profit organisations, planners, policy makers, experts and scientists, political institutions and media were identified as key internal and external stakeholders of a smart city development project. The key research findings were presented through a conceptual framework. The developed framework could be utilised as a basis to analyse the different influences and contributions of stakeholders of smart city development projects in any context.

Purpose In online social network analysis, the problem of identification and ranking of influential nodes based on their prominence has attracted immense attention from researchers and practitioners. Identification and ranking of influential nodes is a challenging problem using Twitter, as data contains heterogeneous features such as tweets, likes, mentions and retweets. The purpose of this paper is to perform correlation between various features, evaluation metrics, approaches and results to validate selection of features as well as results. In addition, the paper uses well-known techniques to find topical authority and sentiments of influential nodes that help smart city governance and to make importance decisions while understanding the various perceptions of relevant influential nodes. Design/methodology/approach The tweets fetched using Twitter API are stored in Neo4j to generate graph-based relationships between various features of Twitter data such as followers, mentions and retweets. In this paper, consensus approach based on Twitter data using heterogeneous features has been proposed based on various features such as like, mentions and retweets to generate individual list of top-k influential nodes based on each features. Findings The heterogeneous features are meant for integrating to accomplish identification and ranking tasks with low computational complexity, i.e. O(n), which is suitable for large-scale online social network with better accuracy than baselines. Originality/value Identified influential nodes can act as source in making public decisions and their opinion give insights to urban governance bodies such as municipal corporation as well as similar organization responsible for smart urban governance and smart city development.

Smart cities utilise technological and digital solutions to resolve urban issues, to enhance accessibility of services, and increase the quality of life (ASEAN, 2018). In 2018, Singapore leveraged its ASEAN presidency to initiate the ASEAN Smart Cities Network to develop a collaborative forum to improve translation of smart technologies between ASEAN cities by exploring potential synergies and complementarities, developing tailored action plans and sharing best practices. However, the translation, adoption and implementation of technologies across unique geographical, developmental and governance contexts vary substantially (Taeihagh, 2017). Without sufficiently understanding these variations, the translation process will likely fail. To understand these variations and their implications for city governance, we seek to unpack the different institutional forces that shape the adoption and implementation of such technologies. The paper aims therefore to identify key aspects of urban governance that guide the adoption and implementation of smart city technologies, by questioning (1) the drivers for smart city adoption, (2) the origin of policy ideas, (3) the factors hindering or facilitating their local translation, and (4) the impact of smart city development on city-level governance. This paper is part of an ongoing research on smart cities in Indonesia.

Goal. The purpose of the study was to search for alternative sources of information on popu-lation’s preferences and response to problems and changes in the urban environment for use in the operational decision-making at situational centers. Materials and methods. The authors used data from search queries with keywords, data on communities in social networks, data from subject forums, and official statistics. Methods of statistical data analysis were applied. Results. The analysis of thematic online activity of the population was performed. The re-sults reflected the interest in the state of the environment, the possibility of distance learning and work, are presented. It was reasoned that measurements of population’s thematic online activity let identify needs and analyze the real-time response to changes in the urban envi-ronment. Such an approach to identifying the needs of the population can be used in addition to the platforms “Active Citizen” of the Smart City project. Conclusions. An analysis of data on online activity of the population for decision-making at situational centers is more operational, flexible and representative, as compared with the use of tools of those platforms. Such an analysis can be used as an alternative to sociological surveys, as it saves time and money. When making management decisions using intelligent information services, it is necessary to take into account the needs of the population, reflect-ed in its socio-economic activity in cyberspace.

This paper proceeds from the widespread assumption – apparently, a truism – that the longevity of corporations is very much beholden to the success in their processes of strategic planning and the manner in which they learn from, and adapt to, those processes. The predominant strategic paradigm used in corporations, that of the rational planning school, assumes that language is transparent and time is linear. Such assumptions don't hold up in a complex world. Emergent strategy [8,50,63] has the potential to address the current challenges of organizations by shifting the language and talk about strategizing. Rather than talk about the challenges faced by top managers [14,25], emergent strategizing, for example, talks of “communicative interaction” and “focusing attention on what [is] going on now” [64, p. 158]. Mintzberg's disdain for the divination techniques of the Delphi Oracle [51, p. 238] notwithstanding, we suggest that characteristics of the Delphic Oracle [52] mirror many of those of both emergence and strategy and, therefore, may offer insight into the effective development of emergent strategies at lower and middle levels of the organization. Our method for understanding emergence is abduction, as developed by Charles Franklin Peirce and the pragmatists. A playful reinterpretation of the Delphic Oracle can provide a way to imagine the roles of organizational actors in strategic emergence.
