High-rise construction results in the need of planning of infrastructure facilities, taking into account the increase in loading, as high-rise construction allows to place considerably bigger number of residents in the limited territory. For this purpose it is necessary to estimate the required and actual level of providing the population with each particular type of the facilities of social infrastructure. The compliance of required and actual level of providing can be characterized as the territorial balance, while the discrepancy acts as the territorial imbalance. The article is devoted to the development of such instruments of planning of urban development, which will allow to create the qualitative urban environment, founded on the territorial balances. Namely, it is devoted to the calculation of level of providing the population with the facilities of social infrastructure, to the determination of level of the imbalance in absolute and relative units and also to the ranging of imbalances on urgency of their elimination. The size of the imbalance is of great importance for planning and realization of managerial influences from the executive authorities, operating the city development. In order to determine the urgency of realization of actions for the construction of facilities of social infrastructure it is offered to range the imbalances according to their size, having determined the deviation size from balance, which is so insignificant that it does not demand any managerial influences (it can be characterized as balance) and also the groups of the imbalances, differing in urgency of managerial influences, directed to the decrease and elimination of the revealed imbalance.

The article is devoted to one of the types of urban planning studies - the visual-landscape analysis during the integration of high-rise buildings within the historic urban environment for the purposes of providing pre-design and design studies in terms of preserving the historical urban environment and the implementation of the reconstructional resource of the area. In the article formed and systematized the stages and methods of conducting the visual-landscape analysis taking into account the influence of high-rise buildings on objects of cultural heritage and valuable historical buildings of the city. Practical application of the visual-landscape analysis provides an opportunity to assess the influence of hypothetical location of high-rise buildings on the perception of a historically developed environment and optimal building parameters. The contents of the main stages in the conduct of the visual - landscape analysis and their key aspects, concerning the construction of predicted zones of visibility of the significant historically valuable urban development objects and hypothetically planned of the high-rise buildings are revealed. The obtained data are oriented to the successive development of the planning and typological structure of the city territory and preservation of the compositional influence of valuable fragments of the historical environment in the structure of the urban landscape. On their basis, an information database is formed to determine the permissible urban development parameters of the high-rise buildings for the preservation of the compositional integrity of the urban area.

The article addresses the evolution of layout and spatial design development regarding high-rise zoning in the central part of St. Petersburg. The skyline has always played an important role in the spatial composition of St. Petersburg. Study objective of the study is to analyze the evolution of the spatial and spatial structure and high-altitude zoning in the historical part of St. Petersburg in the end of the 19th – beginning of the 20th century. A study of the sustainable development of the historical urban environment is of undoubted interest from the point of view of identifying promising approaches to the implementation of planning, architectural and construction measures for for modern construction in the historical city. The study is based on cartographic, literary end field methods. St. Petersburg is a unity of space-planning structures that were shaped during the 18th–19th centuries. Moreover, every subsequent urban-planning concept of city development acted both to develop the city and to connect the concepts to each other. Therefore, regularities in the development of the system of high-rise dominating structures in St. Petersburg shall be analyzed with account for the historical stages of the layout shaping of its urban environment. Analysis of examples of new construction at the beginning of the 19th – beginning of the 20th century in the center of St. Petersburg allows you to capture a change in the urban landscape. The practice of active transformation of the city center was accompanied by changes with regard to the height range and scale, and, sometimes, replacement of the existing spatial structure and high-rise zoning.

The paper is devoted to the substantiation of the approach to diagnosing the comfort of the urban environment from the position of the city marketing theory, namely, based on the management and commodity concept. The latter is characterized by the obligatory consideration of interests and their interconnection of all stakeholders residents, authorities, business community, etc., and also the focus on solving both tactical and strategic tasks of the city development. An overview of the main approaches and methods for studying the comfort of the urban environment is presented. The comfort of the urban environment determines the level of urban development as a whole. Therefore, it is necessary to treat this concept as a system-forming, and not a particular one, in contrast to the position of many authors. The basis of the proposed approach is a system of criteria that collectively reflect the functional, social and psychological requirements of citizens to the comfort of their living environment.

The research substantiates the feasibility of applying a socio-geographical approach to the study of housing suburbanization, in particular, to assess the transformation of housing development on the example of the city of Irpin. The paper outlines the main conditions and factors of the growth of housing suburbanization of the city of Irpin. It was found that the city of Irpin has a positive population growth due to migration processes, the city is famous for its parks, squares and green areas, the embankment of the river Irpin. The city has a powerful industrial complex and a developed social sphere. All this and the proximity of the city of Irpin to the capital make it favorable for living. The branch of housing construction in the city is characterized, the prevailing class and type of building are determined. It was found out that the city is carrying out intensive housing construction of various forms and formats, there are significant indicators of capital investment in housing construction. Accordingly, the city’s housing stock has a steady upward trend. It has been studied that Irpin ranks second after the Kyiv-Sviatoshynskyi district in terms of housing commissioning and is the leader in this indicator among the satellite cities of Kyiv. It is established that quarantine restrictions have caused a number of changes and transformations of values in the housing sector. This was mainly reflected in the priority of their own living space for each family member, there was a need for separate places for distance learning or work, for leisure with all family members. It turned out that the key criterion for choosing housing was comfort for all family members. It is determined that in the residential real estate market there are changes in favor of larger and more comfortable apartments in the satellite cities of Kyiv at significantly lower prices than in the capital. The adjacent space of the complex and the availability and accessibility of social infrastructure also became important. There are tendencies to the formation of a polycentric city, where next to the public center of the first level, three more public centers of lower level are convincingly distinguished in the city: “Western”, “Southern” and “North-Eastern”. As a result of the interviews, residents identified a number of problems of urban development, including the time spent by residents to get to the place of work, road congestion due to increased urban development, including new housing in the city, insufficient development of social infrastructure due to the increase of new buildings and, accordingly, the increase in the number of inhabitants, high prices for utilities, the problem of inefficiency of transport connections with the city of Kiyv. Some problems also concerned the unsatisfactory sanitary condition of the city’s green areas, poor housing and communal services, poor organization of public transport, lack of parking spaces, chaotic construction, overcrowding of schools and kindergartens, and sometimes the presence of corruption. The main prospects of the city development are substantiated, in particular changes of its planning structure from monocentric to polycentric, development of peripheral territories of the city, creation of new public spaces, necessity of development of zoning plans and detailed plans of the territory, etc.

В предложенной статье поднята на рассмотрение общераспространённая проблематика напряженного состояния социальной инфраструктуры города на примере Москвы. Также берется к рассмотрению тот факт, что растущая инфраструктура – одна из глобальных проблем мегаполиса. Выявлены основные причины формирования дисбаланса городской среды. Предложен ряд способов возможного решения данной задачи.In the proposed article, the widespread problems of the tense state of the social infrastructure of the city are raised for consideration. Also taken into consideration is the fact that the growing infrastructure is one of the global problems of the metropolis. The main causes of the imbalance of the urban environment are revealed. A number of possible solutions to this problem are proposed.

Rapidly changing framework conditions for city development such as globalization, demographic trends, deindustrialization, technological developments or the increasing urbanization as well as the economic, social and political changes are profound and change our urban life. This leads, that the cities of tomorrow will differ essentially from today´s city principles. Therefore innovative, strategically wise and quick action becomes a criterion for success. Here, more than ever, local conditions and requirements must be taken into account as well as global framework conditions. The responsible parties have to set the course so that the “City” remains competitive and sustainable in the future. Therefore, innovation processes and sustainable strategies for dealing with the diverse and complex agendas of a city in dialogue with those who are responsible for it must be initiated and management systems established so that new things can develop continuously and systematically. This work illustrates how the boundaries created to manage and market future liveable and sustainable city destinations are the root of the practical and academic problems that trouble city management these days.  This paper aims to develop the new integrated Smart Urban Profiling and Management model, which presents a new integrated approach for city marketing as an instrument of sustainable urban development. In this way, comprehensive research was conducted to evaluate if the holistic city marketing concept that integrates elements of smart city strategies and adaptive management is a more suitable instrument and integrative process than conventional city marketing in order to improve the sustainable urban development. Therefore, in this work, the designed “Smart Urban Profiling and Management model” for city management introduces an alternative and holistic perspective that allows transcending past boundaries and thus getting closer to the real complexities of managing city development in dynamic systems. The results offer the opportunity to recognize the city and consequently allow to developing successful strategies and implementation measures. This study targets to contribute to this endeavor in order to produce new impulses and incitements in the city management field and shall provide a fresh impetus for a new understanding of city marketing as the initiator of development processes, mobilization and moderator in concerning communication and participation processes. This paper is written from a perspective addressing those responsible for the city- management, city- & urban marketing and development.

Regularities of high-rise construction (implemented projects and developments) in Saint Petersburg and the Saint Petersburg agglomeration since the foundation of the city in 1703 till the 1950s are considered. Based on these regularities, a single spatially developed system of vertical dominants is formed. High-rise construction in the city and its suburbs started in the 1710s and continues up to the present time. In the considered decades (1703–1950s), high-rise construction mostly performed urban-planning functions (with vertical and symbolic dominants), relying on patterns of the visual perception of man-made landscapes under development. Since the 1710s, the construction of vertical dominants (mainly temples, spires of towers, lighthouses, etc.) of five ranks (depending on the altitude range and in relation to the background development) was conducted in territories of the entire agglomeration. These dominants were arranged in landscapes of the city and suburbs with almost mathematically precise accuracy and according to special regulations. Such dominants obtained particular descriptive and silhouette characteristics in accordance with the conditions of spatial perception. In some periods of city development, attempts were made to create monuments (symbolic dominants) of specific height and include those in the spatial system of high-rise dominants as significant elements of the city silhouette.

The study reveals the aspects that defi ne the concept of “lifestyle”, including the main categories: standard of living, lifestyle, quality of life and lifestyle. Insuffi cient knowledge of the mutual infl uence of people’s “lifestyle” on the typological structure of apartments and residential buildings, on the quality of the urban environment is emphasized. The infl uence of the level of urbanization of the city territory on the characteristics of the “urban lifestyle” is considered. Problematic issues are raised related to the debate on the relationship between building density and comfort and the quality index of the living environment. The main directions of fundamental research in the fi eld of architecture, aimed at the development of new types of buildings, are touched upon. The emphasis is made on the methods of using high-rise buildings for the humanization of the urban environment and the formation of a modern “compact city”.

Create a good city environment is an eternal theme of human development. The urbanization has brought not only economic and social development, but also urban sprawl and environmental damage, which make the city become a tool to complete various functions and no longer suitable for residents to live. A strange phenomenon appears that the more development of the city, the lower residents’ satisfaction to the urban environment. This article argues that meeting the needs of the people is the true meaning of urban development, and discusses the needs of the residents to the urban environment.

This study followed a chronological review of literature over the past 20 years. This was able to show relationship between inclusivity and physical development. A variety of discussions were looked into including dimension of inclusivity, definition of inclusivity, scales for measurement of inclusivity, methodology for appraising inclusivity, protagonists of inclusivity, and antagonists of inclusivity. The intricacy of the correlations between inclusive physical development and life expectations of residents are improved upon so as to show the similarities of these parameters. The analysis of the relevant literature indicated the process of enhancing the urban space and ensuring that all interest and strata of groups in the human composition are adequately cared for by employing the best parameters from the conceptualization of the city development, all the indicators of inclusiveness are well thought out.
