This article considers the problems of infrastructure financing, which is necessary for the successful development of regional economic systems. To identify the current problems in the development of investment attractiveness of the Russian regions, we selected the following factors: availability and level of provision of industrial, social, transport, and other infrastructure with facilities, government expenses on the creation and development of regional infrastructure. The study consists of several stages and is based on data published on the official websites of the World Bank, Gazprombank, the Ministry of Economic Development of the Russian Federation, and the Ministry of Regional Development of the Russian Federation. The study shows that the absolute leaders in terms of infrastructure investments are such countries as China, the United States, and India. In the total amount of infrastructure investments, transport infrastructure and telecommunications have an absolute advantage. In recent years, one of the development priorities of the Russian regions has been investing in physical culture and sports infrastructure facilities. This is due to major international sporting events and increasing the investment attractiveness of the regions. An important trend in the development of infrastructural support for the development of regional economic systems has been the conclusion of international investment transactions (IIT) and regional agreements. Most countries and regions, leading in the inflow of foreign direct investment, are the leaders in terms of infrastructure development at the same time.

The presented study examines the results of the assessment of the strategic sustainability of the complex of large, medium, and small enterprises in Russian regions. The specific features and parameters of the complex of enterprises in the depressed regions of the Russian Federation are identified. The hypothesis about the dependence of the economic indicators of regional development on the strategic sustainability of enterprises operating in the region is confirmed. Directions for applying the results of this study to boost the economies of the depressed Russian regions by improving the management of the complex of enterprises are proposed. Aim. The study aims to analyze the methodological approaches to assessment proposed by the authors as well as the strategic sustainability of large, medium, and small enterprises in the depressed regions of Russia.Tasks. The authors develop a methodology for analyzing the strategic sustainability of the complex of large, medium, and small enterprises in Russian regions as a crucial factor of regional economic growth; identify specific features in the development of this complex in the depressed regions of Russia by calculating an integrated index for performance assessment – index of strategic sustainability of the complex of enterprises in the region; determine the sustainability parameters of the complex of enterprises in the constituent entities of the Russian Federation based on the developed system of indicators. According to the results of the study, the authors characterize directions for improving the management of the complex of large, medium, and small enterprises.Methods. The theoretical and methodological basis of the study comprises theories and concepts of the role of enterprises and entrepreneurship in regional economic development, allowing the authors to propose definitions for the concepts of ‘strategic sustainability of the complex of enterprises in the region’ and ‘regional profit center’. This study also uses general scientific methods: analysis and synthesis, comparative and statistical analysis, systematization, calculation of an integrated index, cluster analysis, and correlation analysis. The calculations are based on the data of the Russian Federal State Statistics Service, Russian Federal Tax Service, and SPARK database by Interfax.Results. The study shows that the complex of enterprises in depressive regions is not strategically stable. In comparison with regions where the socio-economic development rate is higher, the depressed regions of the Russian Federation have a significantly lower proportion of large business enterprises, lower labor productivity and innovative activity of enterprises, less favorable demography of enterprises, much lower share and growth rate of corporate income taxes in the total tax revenues of the region, and other indicators pertaining to the analysis of activity of enterprises. This confirms the hypothesis of the dependence of regional economic development on the business structure of the region and makes it possible to propose ways of improving the management of strategic sustainability of enterprises in depressed regions for federal and regional authorities.Conclusions. The complex of large, medium, and small enterprises in depressed regions is characterized by low and extremely low sustainability parameters, which affects the economic and social development of the regions. Many key indicators of the development of depressed regions over the past 30 years have values below 50 % of the average level in Russia. Improvement of the management of development of depressed regions should focus on enhancing government support tools that facilitate the development of the complex of enterprises in the regions. The management of sustainability of the complex of enterprises in a region should be integrated into the strategic management system at the federal and regional level.

The level of transport infrastructure development directly affects the rate of economic growth. In 2018, in Russia, 67.1 % of the total volume of transported goods were delivered by road transport. However, we cannot talk about the full realization of the road transportation system since 57.6 % of public roads do not meet regulatory requirements. The available statistics indicate that, first of all, attention should be paid to the condition of the roads. The article analyzes the system for road maintenance in the constituent entities of the Russian Federation, considers the main regulatory documents governing the activities of road work suppliers and executive authorities in the field of road maintenance. The article examines and analyzes the advanced foreign experience in the field of technologies for servicing roads in the winter. As the result of analysis, the authors propose introducing performance-based contracts into the field of the road sector. The creation of an economically feasible form of performance-based contracts can lead to a decrease in the cost of road maintenance by 10-40 %.

The article summarizes the factors that determine the innovative development of regional economic systems. It was determined that the desire to diversify the sectoral structure should be based on an understanding of the role of construction as a sector of the economy, outstripping the development of the general economic situation. The hypothesis about the existence of a strong relationship between the volume of work in construction and the volume of output of innovative products in regional economic systems has been put forward and confirmed. In 2010–2018, there is a close relationship between the number of commercialized innovations and the volume of work in the construction industry in Russia. At the same time, the correlation between these parameters in various federal districts and subjects of the Russian Federation is not unambiguous. Russian regions are classified according to the strength of the relationship between these parameters. It is concluded that, mainly, in the border regions, construction is not associated with the development of innovative industries and innovative infrastructure.

The article is devoted to sustainable development and sustainable growth of socio-economic systems of Russian regions. It is stated that to manage the sustainable growth it is necessary to develop a comprehensive approach to analyze the sustainability of socio-economic systems of the Russian regions. The author proposes a model for assessing the sustainability of the socio-economic system of the region and the technique and algorithm for estimating the sustainability of subjects of the Russian Federation. He develops the integral indexes for each factor of sustainability. The maps of sustainability for results visualization and development of managerial decisions are given.

The purpose of this article is the systematization and critical analysis of existing approaches to assessing the economic security of the region. The author reveals the advantages and disadvantages of theoretical and methodological concepts of the regional economic security assessment presented in the works of domestic and foreign scientists, as well as the system of indicators of economic security of the relevant strategy of the Russian Federation. Based on the results of the study, it is proposed to build a methodology for the analysis of regional economic security of Russian regions on the basis of the synthesis of economic and statistical methods, in particular, multi-purpose optimization, and subjective methods (discourse analysis). The main directions of improvement of the method of assessment of economic security of the Russian Federation established in the corresponding Strategy are defined. The article is of interest to representatives of federal and regional authorities, economists specializing in theoretical and regional issues.

Aim. The presented study aims to address the issues of the unevenness of construction market development and regional infrastructure development in the Russian Federation.Tasks. The authors analyze the scale of the construction markets in Russian regions and compare it with the level of infrastructure development.Methods. This study uses statistical methods of information processing, including the index method, ranking, and expert assessment. Input data for the analysis include official statistical reports of the Federal State Statistics Service (major socio-economic indicators and indicators of construction activity development in the constituent entities of the Russian Federation), analytical reviews of InfraOne Research — Russian infrastructure: development index 2020, and data from the SPARK service.Results. The study examines the specific features of regional construction market development and divides regions into five groups based on the scale of construction markets. The authors assess the relationship between the volume of construction works and the scale of the contractor market with the values of the infrastructure development index and the volume of housing commissioning. It is concluded that there is a mutual influence between the scale of the construction market and the level of infrastructure development. The results of the study can be used in the development (updating) of strategies for the development of the construction complex and infrastructure, as well as in the implementation of government policy in this area.Conclusions. Based on the analysis of the volume of construction works, Russian regions are divided into five groups depending on the scale of the construction market. The scale is assessed based on the extent of the region’s contribution to the total volume of construction works performed in the Russian Federation. Assessment of the relationship between the volume of construction works and the scale of the contractor market with the values of the infrastructure development index indicates that regions with a large volume of construction works have a higher infrastructure development index. The volume of construction works and the number of construction companies do not always have an effect the infrastructure development index.

The article is devoted to the issues of heterogeneity in the development of the infrastructure environment of macro-regional economic systems (federal districts) and their regions. An assessment of the state and effectiveness of the infrastructure environment in macro-regions and regions of the Russian Federation is made, it is concluded that interregional heterogeneity in the provision of physical infrastructure and its state affects the functioning and development of both regional economic systems and the economic system of the state as a whole. It is emphasized that the priority of state policy in the development of the infrastructure environment of regions - leaders leads to the migration of labor to these regions, increases the burden on their budgets, further enhances asymmetric regional development, and contributes to the growth of social tension in regions with an insufficient and degrading infrastructure environment. The article presents data on per capita financing for the development of infrastructure of leading regions and outsider regions, the level of infrastructure development in the regional context. The authors propose to use such promising mechanisms as bonds and infrastructure crowdfunding to finance the development of infrastructure of leading regions.

The development of market relations in the Russian Federation has complicated the management of regional economic systems due to the strengthening of the independence of economic systems of each rank, both economic entities in the regions and the regions themselves as a whole. The change in management processes is taking place against the background of persisting disproportions between regions, caused both by their inherent objective natural and geographical differences and by differences in the level of their socio-economic development, which further complicates the problem of forming effective mechanisms for managing regional economic systems. In this article, it is proposed to consider the problem of forming an optimal mechanism for managing the regional economic system from the standpoint of the theory of regional reproduction. The theoretical foundations of the formation of the mechanism for managing the economic system are supplemented by the clarification of the concepts of «region», «regional economy» and «control mechanism» in relation to the specificity of the reproduction processes in the regions. This allows us to highlight economic activity through the phenomenon of entrepreneurial activity, as a management factor in the mechanism of management of the regional economic system, to propose theoretical and methodological approaches to its assessment. The method of the multivariate average was used as an estimation method. Based on the results of the assessment, the classification of the regional economic systems of the Russian Federation was carried out and, on its basis, an algorithm was proposed for determining a set of measures for managing economic activity in a region, depending on the type and level of manifestation of entrepreneurial activity in it. The proposed algorithm for differentiating regional management of economic activity will thereby improve the mechanism for managing regional economic systems, enhancing the targeting and efficiency of decisions and measures taken, and will help optimize economic activity in the region.
