Strategic development of freight road transport in the Russian Federation requires formation of reliance on fundamental economic theory, the absence of which, as of today, according to a number of well-known economists, is the main cause of emerging difficulties in formation and implementation of strategic documents in Russia. Such documents would include Transport strategy of the Russian Federation for the period up to 2030, and therefore, of special importance is the task of clarifying the key principles for strategic management of the development of the road transport system. The article reviews and substantiates the principles of: “consistency”, “digitalization”, “openness”, “established development trajectory”, “variety of development paths”, “hierarchy of management”, “increasing complexity of motivation”, “awareness” and “feedback”.

The level of transport infrastructure development directly affects the rate of economic growth. In 2018, in Russia, 67.1 % of the total volume of transported goods were delivered by road transport. However, we cannot talk about the full realization of the road transportation system since 57.6 % of public roads do not meet regulatory requirements. The available statistics indicate that, first of all, attention should be paid to the condition of the roads. The article analyzes the system for road maintenance in the constituent entities of the Russian Federation, considers the main regulatory documents governing the activities of road work suppliers and executive authorities in the field of road maintenance. The article examines and analyzes the advanced foreign experience in the field of technologies for servicing roads in the winter. As the result of analysis, the authors propose introducing performance-based contracts into the field of the road sector. The creation of an economically feasible form of performance-based contracts can lead to a decrease in the cost of road maintenance by 10-40 %.

The article considers the problem of heavy cargo transporting as an integral part of functioning of industry in the country. The transportation of such types of cargo is regulated by the legislation related to the national transport infrastructure. There have been considered the ways of transporting heavy sea containers by road transport in the Russian Federation. Definitions of the divisible and indivisible cargo, the maximum mass of the road train have been given, the indicators of the maximum permissible mass of the vehicle and the axle load on the roads of Russia, approved by legislative acts of the Russian Federation, have been presented. The issues of the correct choice of freight vehicles and compliance with the rules for transportation of heavy cargo, in particular compliance with the permissible total weight and axle loads, have been considered. There has been proposed the method for calculating axle loads and the solution to the problem of redistributing axle loads by moving the seat of the towing vehicle, transporting a heavy sea container by train being used as the example. The obtained values make it possible to estimate the possibility of carrying heavy cargo without violating standards approved by the legislation of Russia

Transport accessibility is one of the main categories in transport research and planning of socio-economic development of territories. For Russia, which has the largest area of the northern and arctic territories, this problem is especially urgent. The presence and condition of the road network determines the territorial integrity and unity of the economic space, therefore fulfilling the most important strategic task of the spatial integration of the country. Automobile transport in the Arctic zone of the Russian Federation is poorly developed and is characterized by a low density of the public network. Its main features are the disunity of the road network, the heterogeneous degree of transport development of the territories and the noticeable role of winter roads in the road infrastructure. An integral part of the transport logistics of the Arctic regions of Russia are winter roads, which allow transportation in the winter season at the lowest cost. The purpose of this study is to develop a database structure and thematic mapping of automobile roads in the Arctic zone of the Russian Federation, taking into account the seasonality of their operation. As a result of this work, a classification of winter automobile roads and ice crossings of the Arctic territories was developed and an overview map “Seasonal road transport accessibility of the Arctic region of Russia” at a scale of 1:20,000,000 was compiled. The map demonstrates the contrast between the relatively good winter transport development of the territory and summer impassability. On the basis of statistical materials, maps “Density of all-season motorable roads” and “Level of motorization” were compiled, which give an idea of the differentiation of the regions of the Arctic zone of the Russian Federation by these indicators. A high level of motorization significantly exceeds the capacity of the existing roads. This is due to the fact that off-road transport is the only guarantor of mobility for the population of hard-to-reach settlements.

The article is devoted to the topical issue of tax incentives and control in Russia. We have evaluated effectiveness of these measures in terms of current legislation and identified the main problems encountered during their implementation. Additionally, in this article we have covered major development paths of tax incentives and control in modern conditions to enhance their efficiency and achieve maximum increase in tax payments in budgets of the Russian Federation.

Развитие технологий автономного автотранспорта является одним из приоритетов в технологическом развитии Российской Федерации. Несмотря на прогресс в данной сфере, вряд ли можно говорить о значимых успехах России во внедрении использования автономного транспорта на дорогах общего пользования. В основе данного исследования лежит утверждение, что правовой режим является либо катализатором, либо замедляющим фактором развития сферы автономного автотранспорта. Цель исследования – провести анализ правовых норм в сфере тестирования и эксплуатации автономного автотранспорта в Европе. Авторы полагают, что исследуемые европейские страны имеют достаточно проработанную нормативную базу в данной сфере, поэтому их опыт может быть полезен в разработке и модификации российской правовой базы для регулирования отношений в сфере использования автономного автотранспорта. Задачи исследования: а) определить нормативную базу, связанную с регулированием отношений по тестированию и эксплуатации автономных транспортных средств; б) выявить позицию лидирующих европейских стран, связанную с вопросами необходимости регулирования таких отношений; в) оценить перспективы возможности заимствования положительной практики регулирования рассматриваемой сферы общественных отношений в правовую действительность Российской Федерации. Методологической основой исследования послужили диалектический метод познания, общенаучные методы абстрагирования, анализа и синтеза, а также специальные юридические методы (сравнительно-правовой, логико-юридический и др.). В статье делается вывод, что в процессе создания нормативно правовой базы власти стремятся детально урегулировать исследуемую область общественных отношений. Рассмотренные страны имеют практически схожую модель регулирования, с жёсткими нормативными рамками. Авторы полагают, что некоторые ограничения являются неблагоприятными для развития сектора цифровой экономики. Тем не менее, опыт европейских стран может быть использован в России в первую очередь для определения проблемных точек регулирования и организации контроля за тестированием и использованием автономного автотранспорта. The development of unmanned (autonomous) vehicle technologies is one of the strategic priorities of the Russian Federation. Despite a great deal of attention to this area, one can hardly speak of any significant success of Russia in introducing the use of autonomous vehicles on public roads. This study is based on the assumption that the legal regime is a catalyst or a deterrent to the development of autonomous motor transport or a deterrent to the development of the autonomous motor transport sector. The aim of the study is to analyze the legal norms in the field of testing and operation of autonomous road transport in Europe. The authors believe that the studied European countries have a sufficiently developed regulatory system in this area; therefore, their experience can be useful in developing and modifying the Russian legal framework to regulate the use of autonomous road transport. The objectives of the study are as follows: a) to define the regulatory framework related to the regulation of relations in the testing and operation of autonomous vehicles; b) to identify the position of the leading European countries related to the issues of the need for regulation and its limits; c) to assess the prospects for the possibility of taking the positive practice of regulation of the considered sphere of social relations into the legal reality of the Russian Federation. The dialectical method of cognition, general scientific methods of abstraction, analysis and synthesis, as well as special legal methods (comparative legal, logical-legal, etc.) served as the methodological basis for the research. The article concludes that in the process of creating a legal system the authorities seek to regulate in detail the area of public relations under study. The countries under study have almost similar model of regulation with rigid normative frameworks. The authors believe that some restrictions are unfavorable for the development of digital economy sectors. Nevertheless, the experience of European countries can be used in Russia first of all to identify problem points of regulation and organization of control over testing and use of autonomous motor vehicles.

The basic principles of sustainable development of urban areas are studied, directions of strategic planning of urban development under the “Smart City” program are considered, and the role of national projects of the Russian Federation in the strategic development of cities is studied. The tests, questions and tasks for self-control are given to control the level of knowledge in the discipline.

The article presents issues related to improving safety and efficiency of operation of mobile machines in the constantly changing, winter temperature and traffic conditions. The authors develop a conceptual model of winter all-weather tires able to adapt to various road conditions such as when the road is covered with a layer of ice or compacted snow, or when the road is free from snow and ice. The use of such winter all weather tires will improve the road safety by contributing to increasing the life of tires and preserving the road network. The proposed model has no foreign analogues and is protected by a patent of the Russian Federation.
