This study proposes approaches aimed at methodological support for solving the problem of formalized evaluation of the effectiveness of regional higher education systems. The main feature of the work is the use of methods of comparison of «input» and «output» stream values characterizing the parameters of the functioning of the regional higher school. Using the approaches of regulation of the analyzed indicators and the subsequent development on this basis of indices of efficiency, are multi-component calculations that assess the level of generation output 1 unit output parameter, which identifies the financial-economic component of the regional high school. As a result of the implemented assessments, the regions of the Volga Federal district with moderate and strong positions in the sphere of generated effects characterizing their effectiveness in comparison with the invested financial resources are identified.

In the context of globalization, the growth of the competitive environment at the interregional, national levels in the field of innovation development, the role of higher education as the main source of human resources and the formation of the innovation environment increases. The low level of development of higher education deprives the region of a certain independence, placing it in additional dependence on other systems - regional, national, economic, etc. In this regard, the study of trends in the development of higher education at the interregional level is an extremely urgent task, the solution of which will provide a process of monitoring and forecasting the prospects for the development of socio-economic systems in the medium and long term. At the same time, despite a wide range of scientific works devoted to the problem, there is still no unity in the scientific space in the sphere of formal evaluation of the effectiveness of the development of regional higher education systems. In this regard, this study proposes approaches aimed at methodological support of solving the problem. The main feature of the work is the use of methods of comparison of input and output stream values, characterizing the parameters of the regional higher school. Using the approaches of rationing of the analyzed indicators and the subsequent development on this basis of the efficiency indices, multicomponent calculations are carried out, evaluating the indicators, characterizing the return on invested capital of regional higher education systems in the form of an integrated assessment of their effectiveness per 1 ruble of financial costs. As a result of the implemented assessments, the regions of the Volga Federal district are identified, characterized by moderate and strong positions in the field of generating effects, characterizing their effectiveness in comparison with the invested financial resources.

The analysis of higher education (HE) inRussiafocuses on the complicated issues of the relationships between higher education institutions (HEIs) and provincial cities. The authors characterize different typologies of Russian HEIs and cities. It is suggested to distinguish between the HEIs related to the core of HE, semi-periphery, and to the periphery. The situation of peripheral HEIs that are located mainly in provincial cities seems to be the most complicated. Recently, about 300 HEIs and more than 800 branches of universities, a significant part of which belongs to the peripheral group, ceased to exist autonomously. Today the fate of some other provincial HEIs is yet to be defined. Meanwhile, the future of the young people is also tied to the HEIs’s destiny as well as the future of the cities’ population, where they are located. The analysis of the materials based on the authors’ empirical research conducted in the Ural Federal District (UFD) revealed that the elimination of autonomous universities, their transformation into branches and weakening in such a way of the HE in the medium, big and even large cities of the Russian province lead to stagnation and depression of these cities. One of the main factors of this situation is the mass educational migration of young people. The study discusses certain ideas for positive solution of these problems regarding the relationship of provincial Russian universities and cities, which could lead to their preservation and development.

This chapter focuses in particular on the inter-connections between different types of higher education systems (as commonly defined in education literature by the prevalence of vertical or horizontal differentiation), and different types of knowledge economy (with respect to the relative importance attached to advanced manufacturing or dynamic services). It proposes a theoretical framework to understand the relationship between higher education systems and knowledge-based labour markets. The chapter then examines the complementarity — or lack thereof — between higher education systems and national knowledge economies in Britain, South Korea, Germany and the Netherlands, each having a different higher education–knowledge economy combination. Ultimately, the chapter recommends that governments should revive or create a vocational subset of higher education institutions to meet the high-skills demand of labour markets.

This chapter explores the real-life operation of six higher education systems that align with the theoretical models identified in Chapter 2. Three states follow a largely market-based approach: Chile, England, and the United States. Three states follow a largely human rights-based approach: Finland, Iceland, and Sweden. The chapter describes each system in terms of how it aligns with the particular model before evaluating the system in relation to the signs and measures of successful higher education systems identified in Chapter 3. This chapter provides conclusions as to the relative likelihood of each approach facilitating the achievement of higher education teaching and learning purposes.

A mother's expectations about the development of her infant have been found to be a strong determinant of child development, but little is known about the factors that may affect maternal assessment of development. In this study, the relationship of the mother's opinion of the development of her infant with several sociodemographic, antenatal, intrapartum, and infant health variables was examined for a large sample of 1-year-old infants for whom gross motor observations were also obtained at the time of the interview. Among those observed to be developing at an appropriate rate, 4.0% were perceived by their mothers as developing more slowly than the mothers considered normal; among infants developing more slowly, 28.6% were considered to be developing slowly by their mothers. In both groups, the major determinants of maternal opinion of slow development concerned the infant's health: low birth weight, congenital anomalies regardless of severity, hospitalization during the first year of life, and high ambulatory care use. These results indicate that maternal perception of infant development may not reflect the infant's level, but past or present illness, and raise questions about the influence of infant health on maternal-infant interactions and the effect of such interactions on subsequent development in the child.

In the digital era, the success of the professional development of future specialists in the process of obtaining higher education largely depends on their professional orientation (PN). Despite the significant interest in the subject of the study, the problem of identifying the factors that affect PN remains poorly understood. The purpose of the study is to determine the factors of the formation of PN of students enrolled in training and retraining programs, and the features of PN in the digital era. The article reveals the content and structure of the PN of future specialists in the era of digitalization. According to the results of the empirical research, the relationship of students' PN with indicators of life-meaning orientations, motives for choosing a profession and training was revealed; the relationship between students' life-meaning orientations and indicators of motives for choosing a profession and training at the stage of digitalization of education. The factors influencing the personal condition, and the factors of the formation of the personal condition of students, who are trained according to the programs of training and retraining of specialists, have been determined. As a result of an empirical study, it was concluded that a negative impact on the formation of PN is created by factors caused by various life circumstances, lack of independence of decisions in choosing a profession, low reflection of life goals, prospects for the future, rigidity of volitional and personal qualities, internal conflict in the structure of personality relationships, low pleasure training and the like. At the same time, the level of PN is significantly higher among students who receive a second higher education and who understand its importance at the stage of digitalization of education.
