It is the desire for the Federal Ministry of Education to improve the quality of teaching and learning in the Unity Schools. Supervision (internal and external) is an important component for quality education. This paper discussed the strategies for enhancing effective supervision, such as good leaders occupying principal position, effective communication and improved curriculum. It also stated the problem associated with effective supervision in achieving quality, which includes inadequate provision of infrastructure (buildings, learning and teaching materials), irregular training and re-training for staff and students, supervisors finding fault in the supervisee, partial or non-implementation of proffered solutions by the government. The paper equally highlighted the usefulness of supervision and made suggestions on how supervision could be improved to enhance quality education in a changing environment.

A lecturer with a good performance has a positive impact on the quality of teaching and learning. The said quality  includes the delivery of teaching materials, learning methods, and ultimately the academic results of students. Performance of lecturers contributes significantly to the quality of research and community service which in turn improves the quality of teaching materials. It is desirable, therefore, to have a method to measure the performance of lecturers in carrying out the Tri Dharma (or the three responsibility) activities, which consist of teaching and learning process, research, and community service activities, including publications at both national and international level. This study seeks to measure the performance of lecturers and cluster them into three categories, namely "satisfactory", "good", and "poor". Data were taken from academic works of nursing study program lecturers in conducting academic activities. Clustering process is carried out using two machine learning approaches, which is K-Means and K-Medoids algorithms. Evaluation of the clustering results suggests that K-Medoids algorithm performs better compared to using K-Means. DBI score for clustering techniques using K-Means is -0.417 while the score for K-Medoids is -0.652. The significant difference in the score shows that K-Medoids algorithm works better in determining the performance of lecturers in carrying out Tri Dharma activities.

Informatiom Communication Technology (ICT) has an important place in the educational innovation program. New policies on educational innovation are built on the premises and prospects of effective ICT application in teaching and learning (Richards, 2004). Studies on ICT application in teaching and Electronic Book or Digital Hydbrid Text in Education and Training have been researched and developed by serveral countries in the US and Europe. This article analyzes some policies for ICT application in teaching and educational innovation in Vietnam. These policies are analyzed according to the approaches to the Government of Vietnam Orientation on the application of information technology in education; The Ministry of Education and Training's policies on the Vietnamese education renovation requirements, ICT equipment infrastructure, the capacity of teachers to apply ICT in teaching. The research results show that the government has tried to give directions for ICT to be widely applied from management to teaching activities. The Ministry of Education and Training has also issued circulars and specific instructions to promptly implement orientations from the government. However, the approach to applying ICT in education has many multidimensional and too broad theoretical bases. The instructions on ICT are too sketchy and not yet specific for the application of ICT in teaching and learning.

Welcome to the second issue, Volume 8 of the Journal of University Teaching and Learning (JUTLP). We are very pleased to see the way the journal continues to grow and the improvement in the quality of the papers. For this we would like to thank our editorial board and reviewers for their considerable efforts in providing valuable feedback to the contributors. Recently many people farewelled the Australian Learning and Teaching Council at the Opera House in Sydney as they presented the final round of Teaching and Learning awards and citations. Recognition for these outstanding teachers, as well as support through a multi-million dollar grant system, has seen the profile of teaching and learning raised significantly within higher education in Australia and we look forward to seeing further support through the government body who have taken over this role.

Zimbabwe has achieved quantitative expansion in education. The focus is now on achieving academic excellence. One of the ways of improving the quality of education is instructional supervision. Effective supervision of instruction, through changing teacher behaviour, can improve the quality of teaching and learning in the classroom. The basis of authority a supervisor has in a school is one of the supervisory dimensions that could impinge directly on the supervisor-supervisee relationship. Two major bases of authority in a school organization may be identified, namely, formal and informal authority, and both influence supervisee’s behaviour. The study sought to investigate which of the two bases of authority (formal and informal) is perceived by school heads and teachers in Zimbabwe to be more effective during instructional supervision. The investigation employed the survey research design. The study was conducted in 628 schools: 298 in Greater Harare, an urban province, and the 330 schools in Mashonaland Central, a predominantly rural province. Harare being the largest city was specifically selected as a typical urban province; while Mashonaland Central, with many responsible authorities, was specifically chosen to represent a predominantly rural province. The sample size was 729 school heads and teachers randomly chosen as follows: 368 from Greater Harare and 361 respondents from Mashonaland Central Province. Data were analysed using the SPSS. The findings showed that school heads and teachers perceived Informal Basis of Authority in instructional supervision as more effective while Formal Basis of Authority was perceived as generally not quite effective. The study recommended that supervisors broaden their supervisory influence, power and formal authority base by tapping into the informal organisation resource. Therefore, they should possess and tap both their expert and referent authorities, so as to augment and buttress their formal positional authority.
