Abstract: To ensure the attainment of good governance and sustainable development, corruption and its scourge must be combated. In Nigeria, the state has had series of anti-corruption measures by successive administrations in its 55 years of existence as an independent entity. While such measures appeared to have been well packaged, however, absence of political will and inability of the state to regard civil society organizations as important partner in the anti corruption has retarded the country’s ability to get rid of the menace of corruption, hence the inability of Nigerian state to provide effective and efficient services to its teeming populace. Being a partner in the development process of modern state, and in order to effectively enhance their roles in the fight against corruption, the paper proper ways upon which civil society groups can organize themselves and work with the state to get rid of corruption in the country.Keywords: Civil Society, Corruption, Democracy, Democratization, State

Countries and governments are seeking to develop their societies and achieve prosperity with growth for their people, through achieving comprehensive sustainable development, which guarantees the right of current generations to well-being, and preserving the right of subsequent generations through good exploitation of available resources, wealth and full preservation to the surrounding environment and not to destroy it. However, good governance reflects to recent global developments and changes that have coincided with changing in the system of political governance and the role of governments, as this concept was put forward in the framework of political programs in order to achieve development goals. Thus, good governance was provided and supported by international non-governmental organizations, such as the United Nations and international financial institutions, such as the World Bank, in order to add an authoritative, ethical way to practice power in managing the affairs of states and societies. The problem in this research paper was the extent of the contribution of civil society organizations in the development process, as a result of the weak role of governments and states, which forced these organizations to work side by side with governments in the process of achieving sustainable development. This paper relied on the descriptive and analytical approach and aimed to identify the important and effective role of civil society organizations in the process of achieving the development of peoples and societies. The study concluded that it is not possible for these civil organizations to contribute to achieving sustainable development with the absence or weakness of implementing and activating the standards of good governance, since good governance is the foundation to Achieve the real sustainable development.

This paper aims to highlight the role of applying good governance standards in reducing corruption and achieving sustainable development in Yemen, since good governance represents the core of the development process of countries and societies. Good governance is based on the principle of transparency, accountability, efficiency and effectiveness in order to raise the capacity and efficiency of the state and make it more capable and effective to achieve sustainable development. Corruption in all its forms is one of the biggest obstacles to sustainable development in Yemen, and a major reason for wasting state resources and limiting foreign investment, and thus the expansion of poverty, the poor, and other effects related to the failure to achieve sustainable development. Yemen is one of the most Arab countries facing major challenges in the field of implementing good governance and combating corruption in order to achieve sustainable development and achieve its goals at all political, economic, social and environment. This paper concluded that Yemen suffers from a lack of implementation and enforcement of good governance standards, as well as a rampant corruption, which has led to an expansion of poverty and a significant decline in development rates. Contemporary studies surrounding the creation of civil society in Africa have revealed two important findings. First, despite the effort of civil society organizations in supporting inclusive democratic governance, promoting participation, advocating for transparency and accountability, sustainable development and stability remain elusive due to the challenges of social exclusion. Second, institutions central to the exercise of governmental powers exhibit inefficiency, weakness, lack transparency, and low credibility which worsen extreme poverty, inequality, and deprivation. Drawing upon extensive contemporary literature on social exclusion and inclusive growth, this study examines the role of civil society organisations as a pathway for social inclusion and sustainable development. Findings reveal that the management and distribution of services in the Nigerian society is largely inefficient and exclusionary, leading to myriad of social problems. This study has a significant implication for cumulative research on the subject of inclusive society and sustainable development.

Сivil society is a group of people excluded from the government and the army and providing a counterbalance and control of the state at the national and local levels in the country. In Bangladesh, since independence in 1971, civil society organizations have been successfully involved in social development, but they have been criticized not to be able promote democracy in Bangladesh because of their support for political parties. Therefore, it impedes strong opposition to corruption and non-democratic activities in the country. In this article, using the historical method, the author analyzes the features and role of civil society in Bangladesh.

The article outlines the positions expressed by the participants of the VI Eurasian Anti-Corruption Forum “Social Control as a Key Factor of Anti-Corruption”, held on April 26—27, 2017. The work of the Forum is aimed at understanding the actual theoretical and practical problems of ensuring social control in the sphere of anti-corruption, searching for new ideas, forms and effective ways of institutionalizing anti-corruption control by society in Russia and abroad. The discussed questions: the regulation of social control in various legal orders; criminological characteristics of corruption crime; main trends in the development of international anti-corruption cooperation; corruption offenses of organizations and the attitude of society towards such offenses; the role of the institution of commissioners in protection of the rights of entrepreneurs in anti-corruption; issues related to improving the effectiveness of social control, including anti-corruption education. The participants of the Forum came to the conclusion that the fight against corruption is a task not only for state authorities and local self-government, but also for civil society, organizations and citizens. At the same time, the improvement of the state anticorruption policy assumes conducting interdisciplinary scientific research of the state, trends and dynamics of corruption, as well as anti-corruption legislation and practices. Based on the results of the work, recommendations were approved.

A regulatory authority is an autonomous body established by a federal, state or provincial government with a view to serve the interests of all stakeholders in a society. As the modern state is passing through neo-liberal phase towards reforming public services for accomplishing its goals for good governance, the role of Independent Regulatory Authorities becomes very important. But the spread of independent regulators means that more and more aspects of our lives are shaped by decisions made by institutions that are neither popularly elected nor are they under direct control of elected officials. Obviously, this has important implications for their accountability, responsibility and transparency in the present age of expanding democracy. A way-out may be to re-theorise public authority as an office for coordinating and harmonising diverse interests in a professional way so as to suit the requirements of governance conjointly performed by the state, civil society and market.

Although civil society in Bangladesh is recognized for its vibrant performance in social development, it is often criticized for its inability to ensure good governance and democracy. The aim of this paper is to point out the reasons for this failure of civil society. Through performing case studies upon five civil society organizations representing different sector and level of the civil society, the paper concludes that civil society organizations in Bangladesh are often politicized and co-opted by different political parties. In a typical scenario, civil society can provide a counterbalance or even monitor the state both at the national and local level. However, in Bangladesh, often the civil society organizations have compromised their autonomy and politicized themselves to certain political parties or political block. In such a vulnerable position, civil society can hardly play its expected role to ensure good governance and strengthen democracy.
