The article is devoted to the increasing role and prospects for the development of e-learning in modern transformation of higher polytechnic education. In the context of preventing the spread of coronavirus infection COVID-19 and the transition of universities to various forms of distance education, this issue is of particular relevance. The aim of the study is to assess the process of introducing e-learning into the educational process of higher technical educational institutions in Russia. The methodological basis of the work was the analytical and systematic approach to the study of the object of research using methods of data systematization, evaluative analysis and forecasting, as well as logical generalization. The authors come to the conclusion that the introduction of e-learning in technical universities in Russia until recently played a supporting role in the reorganization and optimization of the processes of training engineering personnel. The development of e-learning helped to reduce the costs of the educational process, reduce the number of employees, as well as solve the problem of the classroom fund. An important role in the development of e-learning was played by the desire to increase the rating indicators. The desire to expand non-budgetary sources of funding for modern technical universities and the possibility of implementing new learning models were only additional incentives for expanding the e-learning system. The results of this study can be used in further studying the digitalization of higher education and assessing the prospects for the development of professional training in Russia.

This paper analyzes the world sources and considers the evolution of the e-learning system in the world, which are necessary for the formation of the e-learning system of the educational institution. The object of research is modern information pedagogical technologies that change the educational process. Subject of research – various educational technologies (distance, mixed, mobile, micro-) learning that influence the effectiveness of the educational process. The purpose is to identify the main elements that create the global e-learning system and to define the structure of the system for use in educational institutions. It is shown that in the first stage distance courses played the role of delivery of educational materials to the student. The development of web 2.0 technology and the advent of LMS have changed the way we learn. Pedagogical theories, the pedagogical instructional model ADDIE, and the use of Bloom's taxonomy allowed for student collaboration and active communication. The distance learning course is focused on achieving and measuring learning outcomes. In the third stage, all components of the world eLearning system are present: methodical, informational, technological, software and technical, personnel, regulatory, planning and development, monitoring and control. The components of the subsystems are variable in nature. Such a system is the basis for the strategy and tactics of the development of the e-learning system in the educational organization and its structural units. The most important is the planning and development subsystem, which defines the ways of development of the educational organization, the strategy and tactics of development of the e-learning system of the university, the required staff potential and the system of professional development of teachers. For its effective work it is necessary to have trained content curators who follow the most influential content curators of the world. Members of this team provide certification for distance courses in accordance with the organization standard. National Technical University "Kharkiv Polytechnic Institute" conducts systematic work in this area, conducts open distance courses for developers, tutors, content curators and experts for teachers of educational institutions of Ukraine. Developed distance courses that measure the competence of trained professionals ensure high efficiency of dual learning. More than 2,100 teachers of educational establishments of Ukraine have enrolled in the open distance courses, more than 320 teachers have successfully completed the courses.

During the COVID-19 pandemic, educational institutions were shut down all over the world, which impacted over 60% of students and caused a massive disruption of the education system. The goal of this paper was to identify the critical success factors for E-learning during COVID-19 using the multi-criteria Analytic Hierarchy Process (AHP) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) techniques to enhance the educational process. Data were generated by interviewing 69 E-learning managers in educational institutions during COVID-19 based on defined evaluation criteria and E-learning approaches through several channels. We found that technology management, support from management, increased student awareness to use E-learning systems, and demanding a high level of information technology from instructors, students, and universities were the most influential factors for E-learning during COVID-19. Among the five learning systems, blended learning was the most suitable learning system to practice. These results demonstrated that, regardless of how extraordinary the technology is in an educational institution, the readiness of E-learning execution played a large role in boosting the educational process during the COVID-19 pandemic.

During the COVID -19 pandemic, educational institutions around the world faced problems that have to do with the frustration of students for whom traditional education has been replaced by the online format. Students are experiencing technical difficulties in the digitalization of education. International monitoring of education systems has shown that quite a few countries were ready to move to distance learning, both for technical and economic reasons. The covid pandemic has caused an increase in educational inequality. Elearning systems were expected to reduce inequality in education, but empirical research has shown that learning in this format not only does not reduce, but can increase inequality, increasing the gap in educational outcomes between students with different socioeconomic status. The article describes applications of using voice recognition technology based on artificial intelligence which, by our opinion, may reduce educational inequality during covid-19. We presented a comparative analysis of existing examples artificial intelligence in the educational process. Artificial intelligence uses in specialized software it makes educational process more convenient for both the students and the teachers. There is a description of an application “Academic phrase bank" developed by author. The application consists of two specialising actions for Google assistant. The application allows to increase academic vocabulary, train of creating grammatically correct academic expressions, and memorize templates of academic phrases. In active mode, this application helps to create correct phrases of academic English and improve the abilities of understanding English speech.

Due to the threat of the novel coronavirus infection, most schools, colleges and universities in Italy and Spain followed the recommendation of the Ministries of Science and Healthcare and opted to shift to distance learning mode. Needless to say, that fact had an impact on how the educational process was organized changed the format of communication and implementation of curricula and syllabi. The relevance of this study is conditioned by a growing interest to the problems of distance learning during the pandemic and the scarce research into this subject. The purpose of this paper is to identify and describe computer technologies applied in distance learning in educational institutions of Spain and Italy over the pandemic period. As part of research, we analyzed the data provided by the Spanish and Italian Ministries of Education and Science, as well as over 50 articles published by leading Spanish and Italian printed media, such as Corriere, Repubblica, Ilfattoquotidiano, Varesenews, Agi, OrizzonteScuolat, Udinetoday, El Pais, Expansion, ABC, El Tiempo, etc. The theoretical underpinning for the study is comprised of papers by distance learning experts: I.K. Korneyev, G.N. Ksandopulo, V.A. Mashurtsev [2009], V.L. Uskov [2008], Sharples M., Adams A., Alozie N., Ferguson R., FitzGerald E., Gaved M., McAndrew P., Means B., Remold [2015], Gros B. The article presents the experience of mass organization of distance learning in organizations of secondary general and vocational education in March—May 2020 in connection with the difficult epidemiological situation in Russia. The possibilities of the 1C:Education system for organizing the educational process in a distance format, the peculiarities of organizing distance interaction in schools and colleges are considered, the results of using the system are summarized, examples of the successful use of the system in specific educational organizations are given. Based on the questionnaire survey of users, a number of capabilities of the 1C:Education system have been identified, which are essential for the full-fledged transfer of the educational process from full-time to distance learning. The nature and frequency of the use of electronic educational resources in various general education subjects in schools and colleges are analyzed, the importance of the presence in the distance learning system not only of a digital library of ready-made educational materials, but also of tools for creating author’s content is assessed. On the basis of an impersonal analysis of user actions in the system, a number of problems were identified that teachers and students faced in the process of an emergency transition to distance learning.

Today, education is influenced by many factors. Educational institutions face budget cuts, outdated information technology, data security management, and a push to integrate distance learning. Virtualization technologies offer innovative solutions to the problems that arise in this direction. In particular, the extensive use of virtualization in implementing remote and traditional teaching with the use of various e-learning materials, digital learning resources, educational portals, websites, cloud-based technologies. The article presents the directions of the organization of the original educational infrastructure with the use of virtualization technologies implemented by the university in the educational process. This infrastructure provides students and university staff with access to virtual workstations and applications over the Internet, both for working in computer labs at the university and for extracurricular work. Virtualization technologies that characterize the infrastructure functions are presented, which reflect the advantages of this direction, and the final results of research experiments conducted to identify infrastructure problems are presented.

The article is devoted to the actual pedagogical problem-the development of online e-learning in the conditions of digitalization of modern society. This problem is considered taking into account the increasing importance of electronic educational resources in improving the efficiency of the organization of the educational process in a remote interactive mode. The role and significance of the factors influencing the development of e-learning are presented: technical and organizational and methodological support of the educational process, the appropriate level of digital competence of the teaching staff, personal motivation of students. The results of recent studies conducted among students of the Pedagogical Institute of the North-Eastern Federal University (hereinafter-the University) and the Arctic Institute of Culture and Art (hereinafter-the Institute) for a complete picture of the state of network learning among students studying at the Institute and university, reflecting the main characteristics of the current state of digitalization of education. Based on the primary data of the study, the current problems are identified: the lack of contact interaction between the participants, which determines an individual, differentiated approach; compliance with personal conditions (motivation of the student); access to electronic sources of information; increase in the number of independent tasks in the absence of constant feedback from students, etc. The article reflects the approaches to determining the place of online e-learning in the system of professional training of future specialists using modern technologies in the organization of the educational process. The analysis of the obtained results shows that in order to implement the tasks of network learning, namely, the practical mastery of digital competence, training should be aimed at developing students ' sustainable interest in network learning.

Thus, relying on MVC technology, we introduced a reliable e-learning model to help interact between the learning process Taking into account the results of the questionnaire we have presented in advance. This model helps to standardize the various e-learning systems as a general framework that can be applied in different languages Software, and can handle various end-user operating platforms such as mobile phones with their various systems, computers, tablets and others.

In 2020, due to the spread of a new coronavirus infection, the education system underwent significant changes, which were of an urgent nature, which could not but affect the lifestyle, as well as the health of students. The results of a study on the hygienic assessment of the peculiarities of the daily budget of time of Vladivostok students in the context of the COVID-19 pandemic are presented. By the method of questioning, the study of the mode of educational activity, sleep, physical activity, nutrition was carried out in 634 students of 1–4 courses at the age of 18–24 years. It was found that the respondents' favorite e-learning tool was a smartphone, and for 5.84 ± 0.93% of the respondents, it was the only subject of communication. It was determined that distance learners significantly more often exceeded the hygienic recommendations for the duration of continuous work with a computer / laptop, in comparison with students in traditional education (39.39 ± 2.21% versus 28.47 ± 3.76% χ2 = 5, 69, p = 0.018), and also significantly more often exceeded the time schedule for night sleep at 7–8 hours (15.92 ± 1.65% versus 6.94 ± 2.12%, χ2 = 7.49, p = 0.007) ... It was determined that among students who were online there were significantly fewer people eating once (9.8 ± 1.34% versus 24.31 ± 3.57%, χ2 = 20.59, p < 0.001) and shortly before sleep (52.24 ± 2.26% versus 64.58 ± 3.99%, χ2 = 6.85, p = 0.009). It was found that distance learners significantly more often walked than those who attended full-time classes (56.73 ± 2.24% versus 29.86 ± 3.81%, χ2 = 8.32, p = 0.004). So, distance education made it possible not to interrupt the educational process, however, the method of education was accompanied by a change in the usual regimes and the redistribution of time costs.
