This paper analyzes the world sources and considers the evolution of the e-learning system in the world, which are necessary for the formation of the e-learning system of the educational institution. The object of research is modern information pedagogical technologies that change the educational process. Subject of research – various educational technologies (distance, mixed, mobile, micro-) learning that influence the effectiveness of the educational process. The purpose is to identify the main elements that create the global e-learning system and to define the structure of the system for use in educational institutions. It is shown that in the first stage distance courses played the role of delivery of educational materials to the student. The development of web 2.0 technology and the advent of LMS have changed the way we learn. Pedagogical theories, the pedagogical instructional model ADDIE, and the use of Bloom's taxonomy allowed for student collaboration and active communication. The distance learning course is focused on achieving and measuring learning outcomes. In the third stage, all components of the world eLearning system are present: methodical, informational, technological, software and technical, personnel, regulatory, planning and development, monitoring and control. The components of the subsystems are variable in nature. Such a system is the basis for the strategy and tactics of the development of the e-learning system in the educational organization and its structural units. The most important is the planning and development subsystem, which defines the ways of development of the educational organization, the strategy and tactics of development of the e-learning system of the university, the required staff potential and the system of professional development of teachers. For its effective work it is necessary to have trained content curators who follow the most influential content curators of the world. Members of this team provide certification for distance courses in accordance with the organization standard. National Technical University "Kharkiv Polytechnic Institute" conducts systematic work in this area, conducts open distance courses for developers, tutors, content curators and experts for teachers of educational institutions of Ukraine. During the COVID-19 pandemic, educational institutions were shut down all over the world, which impacted over 60% of students and caused a massive disruption of the education system. The goal of this paper was to identify the critical success factors for E-learning during COVID-19 using the multi-criteria Analytic Hierarchy Process (AHP) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) techniques to enhance the educational process. Data were generated by interviewing 69 E-learning managers in educational institutions during COVID-19 based on defined evaluation criteria and E-learning approaches through several channels. We found that technology management, support from management, increased student awareness to use E-learning systems, and demanding a high level of information technology from instructors, students, and universities were the most influential factors for E-learning during COVID-19. Among the five learning systems, blended learning was the most suitable learning system to practice. These results demonstrated that, regardless of how extraordinary the technology is in an educational institution, the readiness of E-learning execution played a large role in boosting the educational process during the COVID-19 pandemic.

The purpose of the work. The purpose of the work is to substantiate and test a practice-oriented interactive information and pedagogical technology aimed at the formation and development of managerial competencies of students and undergraduates studying in the direction of “Management". The relevance of this problem is due to the transition of the national economy to an innovative development path and the demand for specialists with both a system of professional knowledge and the ability to successfully solve practical and theoretical problems in their workplaces, including using modern information technologies.Materials and methods. To achieve this purpose, methods of analysis and comparison of already existing approaches to solving the problem were used, and the general scientific system approach was used as the main method, the basis of which is the consideration of subjects and objects of educational activity in a higher educational institution as elements of a management system. In this context, the educational activities of students are studied from the standpoint of the democratization of management, including co-management and self-governance. In order to increase the effectiveness of the educational process, the possibility of using the distance learning system (DLS) of Moodle as a software environment for the development and placement of educational and methodological materials, the organization of the educational process based on them, including the assessment of educational achievements of students, is considered. Testing of the developed technology was carried out in the Minsk branch of Plekhanov Russian University of Economics in work with students within the framework of academic disciplines of the training direction — “Management: 38.03.02”, profile of the program —“Organization Management” and “Crisis Management”, higher education level — “Bachelor”, as well as working with undergraduates training direction 38.04.02 “Management”, profile of the program “Strategic and Corporate Governance”.Results. As part of the study, an interactive information and pedagogical technology using the Moodle distance learning system (DLS) was developed and tested, based on the involvement of students in management activities, using democratization inclusive mechanisms in the educational process, and promoting the development of the team’s organizational culture and ability to work in student and master groups competitive environment. The proposed information and pedagogical technology makes it possible to give the training of students and undergraduates a practice-oriented character in their first year of study at the university. A survey of students and undergraduates during and following the study of academic disciplines using the information and pedagogical technology under consideration indicates that they welcome it. The vast majority of students and undergraduates in the questionnaires noted that they are satisfied with the quality of teaching and the results of their own activities, as well as the positive team relationships that are formed as a result of work.Conclusion. The proposed technology harmoniously combines the best that is in the “live” and “virtual” interaction of the subjects of the educational process, and allows you to organize managerial practice of students and undergraduates directly in the classroom. Thus, already at the first stages of training at the university, a practice-oriented approach is implemented, aimed at the formation and development of students and undergraduates of managerial digital competencies in demand in modern economics and society.

Introduction. The modern system of domestic higher education is designed to flexibly respond to the challenges of the modern world, one of which is the possibility of obtaining knowledge through distance learning. The use of electronic services in this process, acting as an online and offline learning tool, actualizes the urgent need to develop in a digital environment a high-quality content of academic disciplines that meets the requirements of educational standards in various areas of training of future subject teachers, primary school teachers, preschool educational institution teachers, psychologists, speech therapists, defectologists. At the same time, it is important to assess all the risks that can devalue the physical, moral and material costs of organizing the educational process in the e-learning system from both teachers and support service specialists and the university as a whole.Materials and Methods. The paper uses a descriptive method based on the study and systematization of survey data of pedagogical university students of different directions and training profiles for several years. The respondents were full-time and part-time students. The data collection tool was the e-learning service of Minin University.Results. The analysis of respondents' answers to questions about the pros and cons of distance learning in the system of electronic information educational environment of the pedagogical university allowed us to draw some conclusions about the existence of both positive and negative consequences of the implementation of distance learning, which threaten the psychological safety of participants in the educational process.Discussion and Conclusions. Taking into account the fact that the creation of an e-learning system at Minin University is a large-scale project of modernization of the higher education system, during the implementation of which, since 2012, some experience has already been accumulated that requires reflection, today we can talk about the possibility of considering this electronic information educational environment as minimizing the risks of distance learning through electronic services. Further work in the direction of optimizing the work of the e-learning system of the pedagogical university, including working out the strategy of the "individual educational route" of each student, including assistance to students with special educational needs, should certainly be carried out from the position of involving students in assessing the opportunities and difficulties of working in an electronic educational environment.

The evolution of E-learning has been investigated in this article. In all historical epochs, education played an important role in a society. In the conditions of dynamic and ambitious socio-economic transformation of Ukrainian society education becomes the object of new growing requirements of the individual, society and state. These requirements are a major factor of the driving force behind the development of the education system. In this article we outlined new challenges to the qualification of the working force in information society and E-learning, among which are: the need for dynamic adaptation to rapidly changing knowledge and technologies, the acquisition of new skills. The last two decades have been marked by a significant increase in the emphasis on teaching on the basis of information and computer technology. A withdrawal from traditional training was based on the rapid development of the Internet and Covid-19 pandemic. The use of information and communication technologies in education makes it possible to increase its efficiency and accessibility. In addition, some aspects of the implementation of E-learning in the university have been reviwed. Many universities are actively developing a range of technologies, including mixed learning, with the aim of implementing E-learning at the university. Main features of E-learning, as a method for increasing motivation and self-study skills and as a way to improve an access to education, were investigated in the article. It is pointed out that in the structure of E-learning in educational establishments it is necessary to have such elements as: 1) E-learning system environment with the necessary means for communication of participants of E-learning; 2) electronic database of educational material; 3) virtual laboratory; 4) E-learning participants (teachers, students) and technicians (programmers, system administrators, web designers, animators). E-Learning supports self-directed types of learning. High motivation and self-study skills are prerequisites and must be complemented by an appropriately structured didactic learning environment. Self-organization and self-responsibility are important skills within flexible working and learning cultures. An important condition for E-learning: in the E- learning system can learn only highly motivated, focused and organized persons.
