This paper analyzes the world sources and considers the evolution of the e-learning system in the world, which are necessary for the formation of the e-learning system of the educational institution. The object of research is modern information pedagogical technologies that change the educational process. Subject of research – various educational technologies (distance, mixed, mobile, micro-) learning that influence the effectiveness of the educational process. The purpose is to identify the main elements that create the global e-learning system and to define the structure of the system for use in educational institutions. It is shown that in the first stage distance courses played the role of delivery of educational materials to the student. The development of web 2.0 technology and the advent of LMS have changed the way we learn. Pedagogical theories, the pedagogical instructional model ADDIE, and the use of Bloom's taxonomy allowed for student collaboration and active communication. The distance learning course is focused on achieving and measuring learning outcomes. In the third stage, all components of the world eLearning system are present: methodical, informational, technological, software and technical, personnel, regulatory, planning and development, monitoring and control. The components of the subsystems are variable in nature. Such a system is the basis for the strategy and tactics of the development of the e-learning system in the educational organization and its structural units. The most important is the planning and development subsystem, which defines the ways of development of the educational organization, the strategy and tactics of development of the e-learning system of the university, the required staff potential and the system of professional development of teachers. For its effective work it is necessary to have trained content curators who follow the most influential content curators of the world. Members of this team provide certification for distance courses in accordance with the organization standard. Electronic education has been an integral part of the educational process at higher education institutions for more than a decade. However, it had had rather a supporting role in Ukraine before the pandemic, whereas today it is crucial to provide full-fledged learning, communication and collaboration for all educational process participants with the help of electronic resources. Therefore, there is a need in modernization of the electronic learning system of the university according to current requirements and challenges. The article outlines the ways the e-learning system changes implementation using the example of Borys Grinchenko Kyiv University. The attention is paid to educational environment personalization for different participants of the learning process, possibilities for information arrangement and monitoring. Thanks to the arrangement of electronic learning courses (ELC) according to the created educational programmes in the e-learning system, students have access to current information about all disciplines which belong to a definite educational professional or scientific programme: distribution by semesters, forms of control, progress in the courses, etc. At the same time it provides administration with the possibility to track activities of applicants for education and academic staff in every educational programme. Electronic deanery module implemented in Borys Grinchenko Kyiv University e-learning system allows to monitor educational process, get access to current data on every ELC progress rate and also to personalize the educational process for every student through individual learning plans. With the help of the e-learning system students can get remote access to the materials of all disciplines, fulfil tasks, send them to teachers for review and take tests. The blocks in the user's personal dashboard allow to get quick access to communication and collaboration tools for online classes arrangement, group work and receiving feedback from teachers, to the University’s library and other useful resources that simplify educational process arrangement.

Digital education is actually a product of recent years, although it existed before in various forms. Obviously, modern devices and means of transmitting infor-mation are necessary for its development. Modern “virtual lectures”, e-learning courses, online testing, educational resources portals, as well as digital school registers and educational process monitoring systems have become everyday real-ity. However, the digitalization of the educational system has both positive and negative side. The purpose of the article is to consider the impact of digital educa-tional technologies on learning, from a university teacher’s view point, and to consider their positive aspects and problems. The study was conducted at the I.M. Sechenov First Moscow State Medical University (Sechenov University) and University at the Inter-Parliamentary Assembly of EurAsEC. The study in-volved 89 teachers who have teaching experience at the university (11.9% - 1-7 years, 28.1% - 8-10 years; 30.8% - 11-15 years; 29.2% - 16-25 years). The main results show that, respondents overly have a good opinion towards learning in virtual environments. The advantages of e-learning are complex for a particular measurement, but it has been found that some identifying variables as “age” shows statistically significant differences, while “gender” and “teaching experi-ence” are not important for evaluating the four provided variables. The study re-sults can be used to improve the perception of new educational technologies by teachers, to organize approaches for introducing innovative educational technolo-gies that expand the possibilities of progressive education on the part of admin-istrations of higher educational institutions and educational departments.

The paper presents the system of predicting the indicators of accreditation of technical universities based on J. Forrester mechanism of system dynamics. According to analysis of cause-and-effect relationships between selected variables of the system (indicators of accreditation of the university) there was built the oriented graph. The complex of mathematical models developed to control the quality of training engineers in Russian higher educational institutions is based on this graph. The article presents an algorithm for constructing a model using one of the simulated variables as an example. The model is a system of non-linear differential equations, the modelling characteristics of the educational process being determined according to the solution of this system. The proposed algorithm for calculating these indicators is based on the system dynamics model and the regression model. The mathematical model is constructed on the basis of the model of system dynamics, which is further tested for compliance with real data using the regression model. The regression model is built on the available statistical data accumulated during the period of the university's work. The proposed approach is aimed at solving complex problems of managing the educational process in universities. The structure of the proposed model repeats the structure of cause-effect relationships in the system, and also provides the person responsible for managing quality control with the ability to quickly and adequately assess the performance of the system.

The application of constructive geometric modeling to pedagogical models of teaching graphic disciplines today is a promising direction for using computer technology in the educational process of educational institutions. The essence of the method of constructive geometric modeling is to represent any operation performed on geometric objects in the form of a transformation, as a result of which some constructive connection is established, and the transformation itself can be considered as a result of the action of an abstract cybernetic device. Constructive geometric modeling is a popular information tool for information processing in various applied areas, however, this tool cannot be appreciated without the presence of appropriate software systems and developed design techniques. Traditionally, constructive geometric modeling is used in the design of mechanical engineering, energy, aircraft and shipbuilding facilities, in architectural and design engineering. The need to study descriptive geometry at the university in recent years has something in common with the issues of mastering graphic packages of computer programs in the framework of the new discipline "Engineering and Computer Graphics". The well-known KOMPAS software product is considered the simplest and most attractive for training. It should be noted the important role of graphic packages in the teaching of geometric disciplines that require a figurative perception of the material by students. Against the background of a reduction in classroom hours, computer graphics packages are practically the only productive teaching methodology, successfully replacing traditional tools - chalk and blackboard.
