Focusing on existing ‘autonomous’ weapons systems and their uses replaces speculations about future developments and about what robots will or will not be able to do, with attention to the way these weapons are changing and have already changed warfare. The aspects of these transformations that will interest me in this paper are some of the political, organizational and social consequences of the introduction and deployment of various automatic and autonomous weapons systems. Beyond the questions of responsibility and legality, I want to look at the ways in which these weapons change countries’ ability to project power, on how they affect the composition of armed forces, the power relationships within them, and their relations with other major political actors.

This chapter contrasts the way that the political settlement in both countries shaped the pattern of redistribution, reform, and corruption within public finance and the implications that this had for economic transformation. Differences in the impact of corruption on economic transformation can be explained by the way that their political settlements generated distinct patterns of competition and collaboration between economic and political actors. In Vietnam corrupt activities led to investments that were frequently not productive; however, the greater financial discipline imposed by lower-level organizations led to a higher degree of investment overall in Vietnam that supported a more rapid economic transformation under liberalization than in Tanzania. Individuals or small factional networks within the VCP at the local level were, therefore, probably less able to engage in forms of corruption that simply led to capital flight as happened in Tanzania, where local level organizations were significantly weaker.

AbstractThis essay analyzes the political dynamics involved in the construction of belonging in the case of African Americans’ “return” from the diaspora generated by the Atlantic slave trade to a town in Southern Ghana. Given the articulated belief of common ancestral origins, such arrival was initially welcomed by all the three groups of actors involved: thereturnees, the local authorities, divided by a chieftaincy dispute, and the Ghanaian government that was supporting homecoming policies. The concepts of origins and kinship and the way to validate them, though, were differently conceived by the various political actors; furthermore each of them held dissimilar reasons and had different expectations behind this return. All these differences created a mutual, mutable and dynamic relation between the actors who were involved in the arrival and aimed to assert their authority.

The purpose of the article is to clarify the place and role of the decree in the general course of the political process and highlight its direct consequences for the fate of the CPSU and the USSR. The scientific literature on the topic is analyzed. It is concluded that scientists draw a direct connection between the final events of the history of the USSR – Yeltsin's decree about departisation, degradation of the CPSU, resistance to the Emergency Committee and the liquidation of the CPSU / USSR. The author describes the stages of the personnel actions of Gorbachev and Yeltsin. In his opinion, the nomenclature system was expected: «construction» of the elite (1985–1987), elections in the party (1988–1990), elections in the state (1989–1990), decree about departisation (1991). The decree is seen as the final stage in the denationalization of the party. The CPSU, having lost power and property, ceased to be a state. The content of the decree, the behavior of political actors in connection with its adoption and the political consequences of the decree are considered. In conclusion, it is concluded that the decree was a domino effect, a provocation to the instant collapse of the USSR.

This chapter examines the political implications of the latest attempt on Adolf Hitler's life in relation to German morale at the time of the report. It first considers some of the principles for the evaluation of German morale: for example, the ruling group in Nazi Germany was made up of four segments: Nazi Party hierarchy, Armed Forces leadership, industrial and financial leaders, and high civil servants. In addition, in the course of World War II, the political power of the industrial leadership and of the civil servants had diminished to such a degree that they could assert themselves only by attempting to influence either Party or Army. The chapter proceeds by linking the timing of the attempt on Hitler's life to the impending transfer of the Home Army to Heinrich Himmler. It also analyzes the political character of the group behind the conspiracy to kill Hitler before concluding with a discussion of the political consequences of the failed assassination attempt.

What are the consequences of a culture of victory in countries undergoing new state formation and democratic transition? In this article, we examine ‘foundational legitimacy,’ or a hegemonic narrative about the way in which a new state was created, and the role particular groups played in its creation. We argue that the way in which victory is institutionalized can pose a grave threat to the democratic project. If reconciliation and democratization depend of integrating losers into the new order and recognizing plural narratives of state formation, then exclusivist narratives based on foundational legitimacy pose a direct challenge to both. We focus on two Yugoslav successor states, Kosovo and Croatia. For both cases, we trace how appeals to ‘foundational legitimacy’ by groups that claim a leading role in the struggle for independence fostered a politics of exclusion, which ran counter to both the spirit of democracy. In Croatia, foundational legitimacy was partly challenged after 2000 by reformist political forces, though more recently it has re-appeared in political life. In Kosovo, foundational legitimacy was never successfully challenged and continues to shape political dynamics to the present day.

The way in which an unknown virus has moved from a local to a global case, taking on a pandemic outline, has caused significant changes in the lives of all human beings. Firstly, for that reason, it is unknown, then because behind the ignorance comes mistrust and fear. Nowadays, these ingredients are - in the political-social space - substance for the biggest factors of action and decision of the actors of the power. Have we been in a war context, as some have said? Was confinement, global and so prolonged, really necessary? Was decreeing a state of emergency essential? Were the exception measures proportional? And are they reversible? This article aims, in the way of the ideas of several authors that thinking about the political philosophical role of health contexts, of exception state, and of political control of the State, in face of public health issues and not only, understand the “state of the art” in the way of governing western democracies, in the firstly, but flying over other geographies and systems as the virus has assumed global contours. And, by means of the concrete measures, politically adopted, by the different political actors, what real impacts they had on the life and the institutions working, and on the psychology of the persons individually or socially considered.

This article argues that although Irom Sharmila’s 16-year-old fast from November 2000 to August 2016 has earned her the status of an icon of non-violent protest, yet she did not seek these appellations; her only aim was to put moral pressure on the government to repeal the Armed Forces (Special Powers) Act, 1958. The article seeks to assess the efficacy of Irom Sharmila’s protest and how far it has helped or hindered in mobilizing public opinion against the Act. It propounds that the publicity around Irom Sharmila put her on a pedestal and trapped her in her own image, made invisible entire histories of sufferings of people in the northeast, including Manipur, and their struggles against the Armed Forces (Special Powers) Act. The gains of many struggles and efforts were wiped out of the collective memory of the nation and the only image of Manipur was this frail woman with a tube hanging from her nose. The article also argues that there is a kind of fetish in the way the media celebrates non-violence without reference to the political context.

The purpose of this paper is to sketch some of the implications, prospective and retrospective, of the primacy of method in the present study of politics and to do it by way of a contrast, which is deliberately heightened, but hopefully not caricatured, between the vocation of the “methodist” and the vocation of the theorist. My discussion will be centered around the kinds of activity involved in the two vocations. During the course of the discussion various questions will be raised, primarily the following: What is the idea which underlies method and how does it compare with the older understanding of theory? What is involved in choosing one rather than the other as the way to political knowledge? What are the human or educational consequences of the choice, that is, what is demanded of the person who commits himself to one or the other? What is the typical stance towards the political world of the methodist and how does it compare to the theorist's?The discussion which follows will seek, first, to locate the idea of method in the context of the “behavioral revolution,” and, second, to examine the idea itself in terms of some historical and analytical considerations. Then, proceeding on the assumption that the idea of method, like all important intellectual choices, carries a price, the discussion will concentrate on some of the personal, educational, vocational, and political consequences of this particular choice. Finally, I shall attempt to relate the idea of the vocation of political theory to these same matters.

To analyse the Spanish national question requires considering the relationship between the idea of the nation and the phenomenon of nationalism on one side, and the question of political plurality on the other. The approval of the Constitutional text 40 years ago was achieved thanks to a delicate semantic balancing act concerning the concept of nation, whose interpretation remains open. Academic studies of public opinion, such as the famous Linz-Moreno Question—also known as Moreno Question—that measures the possible mixture of Spanish subjective national identity, are equally the object of wide controversy. The extent to which political plurinationality is a suitable concept for defining the country is not clear because, amongst other reasons, the political consequences that might derive from adopting the concept are unknown. This article sets out the thesis that Spain is a plurinational labyrinth since there is neither consensus nor are there discursive strategies that might help in forming an image of the country in national terms. The paradox of this labyrinth is that, since the approval of the Constitution in 1978, the political actors have accepted that nationality in Spain is insoluble without taking the plurinational idea into account. But, at the same time, it is not easy to assume such plurinationality in practical terms because the political cost to those actors that openly defend national plurality is very high. For this reason, political discourses in Spain on the national question offer a highly ambiguous scenario, where the actors seek windows of opportunity and are reluctant to take risks in order to solve this puzzle situation. The aim of this paper is to analyse which indicators are most efficient for testing how the different actors position themselves facing the phenomenon of the Spanish plurinational labyrinth. The clearest examples are what we refer to here as the concepts of (i) intersubjective national identity and (ii) plurinational governments.

This article traces the emergence of references to the Ottoman Empire in the discourse and practice of Turkish foreign policy since the late 1940s. It argues that present-day emphasis on the Ottoman Empire and its legacy in Turkey has not happened in a vacuum, but rather has been a gradual process that has taken place over decades, helping to justify Turkey’s foreign policy. The article also shows that politicians from different sections of the political spectrum were crucial in reclaiming the Ottoman past in foreign policy. The consequences of this reclamation have been twofold. First, foreign policy, both in terms of practice and discourse, has become yet another venue, among many, for the continuous framing and reframing of Turkey’s past, paving the way for further Ottomanisation of the Turkish identity. Second, this Ottomanisation, or reclaiming of aspects that characterised the Ottoman Empire, has helped Turkey’s political actors justify and legitimise Turkey’s policies not only externally but, at times, also internally – as was the case in the 1990s, when some of these political actors tried to deal with Kurdish separatism by using the legacy of the Ottoman Empire.
