The work is an attempt to determine basic quantities for introducing a family planning program which will be aiming at a replacement level. In order to do that census year 2002 was taken as an example for calculation. Total fertility rate of 2.1 children per woman was considered as necessary level and that means Serbia needs 105.000 newborns each year. In accordance with that level a set of five age specific fertility rates (ASFR) were established in order to find appropriate model of reproductive behavior for Serbia. The sets are established in the following manner: multiplying ASFR by quotient between necessary and real number of newborns, by the data from the last year when fertility was large enough to provide for replacement level (with mortality level from 2002), by linear interpolation between two ASFR models and by Brass fertility polynomial. All five different models of age specific fertility rates suggest that there is no ideal distribution of ASFR. Also parity progression from zero to first, from first to second, and from second to third child is determined. The main reason for below replacement level in Serbia is small parity progression from second to third child. So, rearing the third child should be the most stimulated in every family planning program, as long as every second women have them by the end of her reproductive life span.

Problems related to the stagnation of the family planning program in Indonesia are thought to be caused by the level of contraceptive use and unmet need for family planning, a decrease in fertility or fertility rates, an increase in the proportion of early marriage, limited knowledge of reproductive health, and sexual activity outside of marriage which leads to Total Maternal Mortality Rate (MMR). The purpose of this activity is to implement the ¨KOPIKu¨ application. This community partnership service is carried out in Cilamajang Village. Kawalu District, Tasikmalaya City, which is the working area of ??the Karanganyar Community Health Center for 35 primigravida III trimester pregnant women. This activity is an application of the ¨KOPIKu¨ My Choice of Contraception which is installed on a smartphone. The results show that the knowledge of mothers before using the KOPIKu application was mostly in the less category at 85.7%, while the mother's knowledge after using the ¨KOPIKu aplikasi application was mostly in the good category at 82.9%.

Governor of Bali, Dr. Ir. I Wayan Koster, M.M. recently instructed his regents through Governor Instruction Number 1545 of 2019 to promote Krama Bali Family Planning (KBFP); a ‘four children policy’ instead of National family planning program (FPP) a ‘two children policy’. The central government deployed FPP as an effective way to prevent population explosion in the last fifty years; which is highly crucial to ensure the society’s welfare in future. In contrast, apparently, from the Governor of Bali, Wayan Koster’s perspective, the program is subduing Balinese society growth, and threatening the survivability of the third and fourth child generations (Nyoman and Ketut). Through the Instruction, it is expected the Balinese family would decide to have more than two children, as the Governor’s wish to protect the ancestral noble heritage. In these times, there are several things that a family should be taken into account before deciding to follow KBFP program; from the female side agreement, family’s cashflow condition, and recent demographic situation of Bali that has been expanding rapidly for years. Nevertheless, the instruction is not sternly applied, since there is no sanction for the society who wish not to follow the government’s suggestion. As a verdict, a Balinese family still own the power to decide independently what they may find suitable for their future.

AbstractThis commentary is intended to take China as a case to discuss the mission of the family planning program under low fertility scenario. After a brief review of the initiation of family planning program in the 1970s, as well as the reorientation of family planning program since ICPD in 1994, it will focus on the new mission for the family planning program under low fertility scenario in the twenty-first century, in particular concerning the issue of induced abortion among the others. Given the enormous evidence of unmet needs in reproductive health as identified in the discussion, it is argued that family planning programmes are in fact even more needed than ever before under low-fertility scenario, and should not be abandoned but strengthened, which clearly has nothing to do to call back to the program for population control in the 1970s–1980s, and nor even go back to the program for “two reorientations” in the 1990s, but to aim to serving the people to fulfill their reproductive health and reproductive rights in light of ICPD and SDGs, and to become truly integral component of “Healthy China 2030” Strategy.
