Wilson and a World Safe for Democracy

This chapter examines Woodrow Wilson's comprehensive program for world order that came to constitute the foundation of liberal democratic internationalism, also known as Wilsonianism. Wilson's policy, designed “to make the world safe for democracy,” was not a radical departure from traditional American national security policy. His proposals to restructure world politics on the basis of a liberal world order were consistent with basic propositions of past American foreign policy. The chapter first considers the theory and practice underlying Wilsonianism before discussing the dilemma of Wilson's policy in Europe. It also explores the virtues of Wilsonianism for the postwar world, such as its acknowledgment of the fundamental political importance of nationalism. Finally, it emphasizes the resurgence of Wilsonianism in American foreign policy in the aftermath of World War II.

This chapter examines Franklin D. Roosevelt's liberal democratic internationalism and his efforts to assure American national security by constructing a stable world order based on the Monroe Doctrine of 1823, which the United States sought to globalize in the aftermath of the Axis defeat in World War II. It first considers how FDR infused American liberalism with a healthy dose of realism about the appropriateness of democracy for other countries in the aftermath of World War II before discussing anti-imperialism as a component of American foreign policy. It also explores the United States's promotion of democracy and pursuit of a liberal world order as a means of countering Soviet imperialism. It argues that liberal democratic internationalism has been the American way of practicing balance-of-power politics in world affairs, and that the dominant logic of American foreign policy was dictated by concerns for national security.

The following paper deals with methodological features of studying of empires legacy role in policy of the leading powers in the countries of the third world through a prism of asymmetric conflicts historical modeling. The author pays special attention to the role of Great Britain and the USA foreign policy course defining after World War II during Cold War in the second half of the 20th century and Global War on Terror at the beginning of the 21st century. The author pays attention to methodological traps (such as the probability of the research problem on the given variable and terminological confusion) as well as to research opportunities which are opened by such approach in the field of the historical and political analysis (for example, evolution of the international relations theory and practice in the conditions of the world order transformation after World War II). Special attention is given to the value of such methodological reception as asymmetric conflicts historical modeling in expert estimates of the leading powers foreign policy. The paper also deals with the role of expert community and academic expertize as an important component of that analytical operation which is carried out within historical simulation of the asymmetrical conflicts.

For a generation now, America has played a significant role in world affairs. Until Pearl Harbor a reluctant belligerent in World War II, this country was also slow to respond to the challenge of the Soviet Union in the immediate aftermath of that gigantic conflict. But for almost twenty-five years American Presidents have been more or less guided by the policy of “containment.” Eisenhower, Kennedy, and Johnson all introduced variations on the multiple themes of the policy adopted by Harry Truman. Yet each concluded that the world situation allowed no reasonable alternative to an activist American foreign policy in most areas of the globe.

The subject of this research is the practice of liberal internationalistic approach to foreign affairs, which form many decades is a defining factors in studying Canada’s foreign policy. The Canadian liberal internationalism emerged after the World War II, and the concept of its ideology received its development in the 1950’s being inextricably linked to the name of Lester Pearson. The object of this research is the views, ideas and main approaches of Lester Pearson, who held a post of Undersecretary of State and later Prime Minister of Canada, towards the formation of foreign policy of the country. Methodology contains the analysis of personal sources of Lester Pearson and his colleagues, public speeches, official documents of Canadian Department of Foreign Policy, as well as writings of the leading Russian and foreign scholars. The author highlights the key principles of the liberal internationalistic approach towards conducting Canada’s foreign policy, among which is the institutional approach, participation of Canada in world politics as a “medium superpower”, mediation in settlement of international disputes, peacekeeping activity and adherence to the ideas of collective security, etc. A detailed analysis is carried out on the personal views and techniques of conducting diplomacy of Lester Pearson that influences the development of the Canadian liberal internationalism.

The crisis of the 1930s made changes in American foreign policy a necessity, and events demonstrated that Franklin Roosevelt made the correct decisions on the major issues to protect American interests and meet the challenges. For FDR, World War II was the second chance for the United States to create a lasting peace, one based on the Grand Alliance, collective security, and the United Nations. Beyond just the defeat of Germany and Japan, it was an opportunity to build a world order that would produce peace and prosperity through a cooperative, multilateral international system. This was Roosevelt's great legacy, to envision a different world than the one that proceeded the war and to begin to establish the values and institutions it would be built on. In doing so, he transformed American foreign policy. Roosevelt was the most important and most successful foreign policymaker in the nation's history.

ABSTRACTGreenland was used by the US as a platform and as an extended arm within its security and foreign policy during the World War II and the cold war. After this things changed, although Greenland remained important in Danish-US relations under the umbrella of NATO. Nowadays, the geostrategic position of Greenland between North America and Europe is gaining fresh prominence in the race for natural resources in the Arctic. Many issues arise from the prospective opening of the Arctic, all of which may have fateful impacts on future development in the region. Climate change, claims related to the extension of the continental shelf, exploitation and exploration of natural resources, together with the protection of indigenous peoples are all current issues that must be taken into consideration in the context of security and foreign policy formation in Greenland. The future of the Thule Air Base is also relevant. This article reviews developments from the World War II to the present regarding international relations from a Greenlandic perspective. As a self-governing sub-national territory within the realm of Denmark, Greenland does not have the ultimate decision-making power within foreign and security policy. The new Self-Government Act of 2009, however, gives Greenland some room for manoeuvre in this respect.

The management of the Canada–U.S. asymmetry might be defined as rather successful example. After the World War II Canadian and American officials have developed a set of specific bargaining norms, which can be referred to as the “rules of the game”, and “diplomatic culture”. Their existence leads to predictability of relationships, to empathy, and to expectations of “responsible” behavior. The study of the Canada–U.S. model of civilized asymmetrical relationship lays grounds for further investigation on how it can be applied to the foreign policy strategy of the Russian Federation in its relations with asymmetrical partners from the “near neighbourhood”.

During the World War II incarceration of Japanese Americans, visions of a peaceful new world order led mainline Protestants to manipulate the worship practices of incarcerated Japanese Americans ( Nikkei) to strengthen unity of the church and nation. Ecumenical leaders saw possibilities within the chaos of incarceration and war to improve themselves, their church, and the world through these experiments based on ideals of Protestant ecumenism and desires for racial equality and integration. This essay explores why agendas that restricted the autonomy of racial minorities were doomed to fail and how Protestants can learn from this experience to expand their definition of unity to include pluralist representations of Christianity and America as imagined by different sects and ethnic groups.

This chapter considers the end of the Cold War as well as its implications for the September 11 attacks in 2001, roughly a decade after the Cold War ended. While studying the Cold War, the chapter illustrates how memory and values as well as fear and power shaped the behavior of human agents. Throughout that struggle, the divergent lessons of World War II pulsated through policymaking circles in Moscow and Washington. Now, in the aftermath of 9/11, governments around the world drew upon the lessons they had learned from their divergent national experiences as those experiences had become embedded in their respective national memories. For policymakers in Washington, memories of the Cold War and dreams of human freedom tempted the use of excessive power with tragic consequences. Memory, culture, and values played a key role in shaping the evolution of U.S. national security policy.

This chapter focuses on the wartime congressional experience, which reflected an important shift in American foreign policy. During the Second World War, support for deep American engagement with the world, once confined to a narrow circle of internationalist elites, replaced isolationism as the dominant paradigm in American political discourse. The long debates and introduction of bills on postwar foreign policy in Congress during the summer and fall of 1943 revealed a sea change toward congressional support for an active postwar foreign policy and extensive commitments around the world. This change in Congress reflected the shift in American opinion as the isolationists and noninterventionists lost the national debate on the country's future.
