This paper shows how the Operations Research (OR) tools (in modelling and simulation) can be modified, applied in planning and their understanding of any long-term impacts due to sudden policy changes. The proposed approach is particularly useful to investigate the movements of the university academics and their impacts on changes in research, research funding, teaching and services as they are the integral parts of the career at any level. We argue that the Discrete Event Simulation (DES) approach can be used to model such dynamics in Higher Education Academic Workforce Model (HEAWM) and show that it can provide a comprehensive projection of future requirements within the context of career progression. Consequently, this HEAWM allows universities to interrogate factors influencing the academic workforce planning as this process often requires the new attributes to be tracked in the model which is difficult with other OR models. It is shown that this approach is easy to apply via DES and creation of the corresponding HEAWM provides better understanding of the factors that will influence the future workforce than the existing results.

The purpose of looking at Indian universities in a comparative perspective is obviously to locate it among higher education institutions across the world and to identify its strengths and weaknesses in the advancement of learning and research. In doing so, one can discern the directions for reform in order to put the university system in a competitive advantage for an emerging knowledge society. This chapter looks at the current state of universities in India and highlights the initiatives under way for change and proposes required policy changes.

Discrete event simulation (DES) software is often used in business process management (BPM) projects, in order to support modeling, change and automatization of process modeling. However, the current research lacks systematic overview of the benefits and pitfalls of using DES software for BPM. The goal of this paper is to provide a systematic analysis of research paper related to the operations research, computer science, business and management that report the usage of DES in BPM projects, in order to shed some light in this area. Results of this analysis could be useful to academics and business practitioners in their projects.

The United States military uses Joint Logistics Over-the-Shore (JLOTS) operations to move soldiers, vehicles, and equipment across the globe for military and humanitarian missions. These logistics operations can only be accomplished through cooperation between commanders in all services.  The U.S. Army Engineer Research and Development Center is developing a tool to analyze a set of early entry alternatives to optimize mission effectives and efficiencies in order to facilitate assured mobility and freedom of movement. This program is currently being developed under the name Planning Logistics Analysis Network System (PLANS). PLANS comprehensively covers air, land, and sea transportation infrastructure, regions of avoidance, and more. This research addresses a gap in strategic and operational planning by modeling the establishment of JLOTS operations on bare beach environments. The West Point developed discrete event simulation will determine the amount of time it takes to prepare a beach to sustain JLOTS operations under varying environmental and operational conditions.

The financial crisis engulfing Kenyan universities has impacted operations and raised doubts about long-term sustainability. This crisis has a double impetus: at the national level, policy changes impacting the entire system, and at the institutional level, challenges in terms of financial governance. A short-term solution requires an immediate infusion of cash, but a long-term strategy entails a multipronged reform in the financing of higher education at national and institutional levels.

In this paper, we discuss the use of parallel discrete event simulation (PDES) algorithms for execution of hardware models written in VHDL. We survey central event queue, conservative distributed and optimistic distributed PDES algorithms, and discuss aspects of the semantics of VHDL and VHDL-92 that affect the use of these algorithms in a VHDL simulator. Next, we describe an experiment performed as part of the Vsim Project at the University of Adelaide, in which a simulation kernel using the central event queue algorithm was developed. We present measurements taken from this kernel simulating some benchmark models. It appears that this technique, which is relatively simple to implement, is suitable for use on small scale multiprocessors (such as current desktop multiprocessor workstations), simulating behavioral and register transfer level models. However, the degree of useful parallelism achievable on gate level models with this technique appears to be limited.

Japan is a developing country but is getting diffi cult to hold in leadership 21st century. The domestic lack of raw materials fosters the government to count on competitive power of science and the higher education system. Japanese system of higher education must become demanded in the world. The history of Hokkaido University, the oldest institution in the country and is being modernized at present, is reviewed. It is noted that various mid-term and long-term measures have been developed and implemented. The university partakes in diff erent activities to raise the university international rating.

PurposeClinical placement is an important formalised student activity for linking healthcare education and healthcare practices. The purpose of this study is to investigate the organising of clinical placements by examining conditions for collaboration between higher education and healthcare organisations.Design/methodology/approachThe study is based on interviews with central actors at a university and two healthcare organisations with official duties of organising clinical placements.FindingsThe findings indicate that collaboration in the organising of clinical placements is a complex matter of interconnected actors in different organisational positions, at both strategic and operative levels. The university and the healthcare organisations approached the clinical placement with a shared commitment.Practical implicationsThe findings provide important guidance for improving collaboration in the organising of clinical placements. This may have an impact on how contextual conditions of the educational framing and daily healthcare practices are viewed and how the interdependency between the long-term strategic issues and the short-term needs of healthcare organisations is approached.Originality/valueThis research emphasises the need for careful consideration of the collaborative practices on an organisational level between higher education and healthcare organisations as different needs, motives and logics have to be considered.

The purpose of this paper is to determine the GAD-aligned Programs, Projects, and Activities' gender-related mandated functions and integration. To obtain the necessary information on individuals in Higher Education Institutions based on specific traits and standards and clearly define the institution's long-term direction based on the institution's aims and objectives. Gender and Development focus on Gender Mainstreaming, which is a technique that incorporates both gender concerns and practices into the strategy, execution, supervision, and evaluation of guidelines, processes, plans, and activities at all levels, ensuring that both genders benefit equally. The study used a descriptive methodology to measure the extent to which gender-related activities integrated into mainstreaming mandatory functions and perceptions on GAD-aligned PPAs. There is no significant link between mandated outcome based on HEI-moderated (LUC or SUC) Instruction, Research, Extension, and Resource Management and perceived level of integration on the gender-related functions of Gender and Development Programs, Activities, and Projects, and GAD-aligned PPAs in mainstreaming. The mainstream GAD-aligned PPAs at the university do not predict the integration of GAD-related functions. The SUC/LUC category did not affect the relationship between the GAD-aligned PPAs and the level of integration when it approached the identified indicators.
