The article considers approaches to improving the quality of higher education in the system of state regulation. It is established that the reform of the educational system in the Russian Federation requires adequate changes in the internal management of universities, their transition to the principles of strategic planning, monitoring of the educational services market, personnel management, expansion of academic freedoms and academic mobility of all participants in the educational process.

The article stresses the need for the development of social creativity among future social educators, the components of the structure of the social educators’ activities. The essence of the term “creativity” and its components are emphasized. The article points out the need to integrate various studies in the field of the development of social creativity of students and the problem of the methodological foundations of the social creativity development (acmeological, competency-based, information-communicative and cybernetic).

The article notes the need to integrate education, industry and science. The concepts of "passionarity", "scientific schools" are analyzed. The concept of "passionarity of a scientific school" has been clarified. It is indicated that scientific schools play a special role in the formation of civil society; that they create conditions for increasing the creative potential, social activity and intellectual development of the personality of the student, the researcher-passionary. The types of activity are distinguished: research, civil, design, etc., in which the passionarity of representatives of scientific schools, young researchers is manifested. Analyzed the research devoted to the development of the constructive passionarity of the individual. The features of scientific schools, the patterns of formation of scientific schools, the main directions of the activities of scientific schools are highlighted. Information about scientific and creative forums in the Chelyabinsk State Institute of Culture, dedicated to scientific schools is presented.

The article discusses the issue of the formation of professionally important qualities (PIQ) in future military aviation navigators in the educational environment of a military university. The goal is to substantiate the activity approach as a practice-oriented basis for the formation of professional qualities in cadets-navigators. A review and analysis of scientific research, publications is carried out, allowing to discover the significance of the activity approach as a methodological direction of research. The methodological basis of the research is the provisions of the activity approach, which are used as the basis for the development and formation of the PIQ among cadets-navigators in the process of a practice-oriented educational process. The description of the results is associated with the characteristics of the content and organization of the professional activity of cadets-navigators in the process of implementation of industrial practice in the form of flight training. Using the activity approach, the main components of the activities of flight instructors, teachers and cadets-navigators are considered, from a unified methodological point of view, and thus the nature of their interaction is revealed. Emphasis have been determined that need to be paid attention to in the course of pedagogical activity on the formation of professional qualities among cadets-navigators. A definition is given and pedagogical technologies are proposed for the formation of professional experience and professional qualities in a future specialist in the context of a practice-oriented pedagogical process. The relationship between the experience gained by the trainee in the practice-oriented pedagogical process and the formation of professionally important personality traits of a specialist is considered. The main goals and objectives for the formation of the necessary professional qualities of cadetsnavigators during flight training have been determined. At the entrance of each stage of flight training, technologies are determined aimed at rational and purposeful impact on the student in order to develop competencies and personal qualities. Recommendations are offered to teachers and instructors to improve the efficiency of development and formation among cadets-navigators of the PIQ.

The article deals with the problem of improving the quality of training of teachers of vocational training by integrating practice-oriented and theoretical approaches for the implementation of the experimental project «Professionalism» as a priority direction in the development of secondary vocational education. It is noted that the professional activity of a teacher becomes more multitasking and requires the formation of professional skills while developing fl exibility of thinking, intelligence, and the ability to quickly respond to the demands of the labor market. The professional training of teachers provides for the integration of practice-oriented and theoretical approaches to form a competitive specialist. At the same time, the educational environment should diff er in the variability of approaches, educational technologies, didactic means and teaching methods. The article describes some forms of work with students that allow modeling the future professional activity of a teacher of vocational training and imply deepening and expanding the content of theoretical material and its refraction when performing practical tasks of a professional orientation. Noting the practice-oriented approach as an active form of organizing professional training of students, the authors consider the experience of working on the basis of the South Ural State Humanitarian Pedagogical University.

The relevance of the formation of professionally and socially significant personality traits is obvious. The theoretical and practical issues of students’ cognitive activities during their studies in higher education institutions are considered. The definition of cognitive skills is formulated and their characteristics are proposed. Being formed cognitive activity characterizes the attitude of students to the content and process of teaching, the desire for effective mastering knowledge, skills and abilities. Cognitive activity is defined as the most important condition for their academic success. The ways of increasing the cognitive activity of students, both during classes and in the process of extracurricular self-training, are proposed. The importance of self-control of knowledge in the course of independent activity in the performance of group or individual work is emphasized.

One of the most important pedagogical tasks is the timely updating of the content of both the educational program, in general, and the work programs of disciplines (modules), according to the development trends of modern higher education and ongoing innovations in the professional field, for which a university graduate is preparing. The article is devoted to the consideration of the issue of selection of the content of foreign language training of master’s students of the educational direction. Based on the analysis of the requirements of the current legal documents, the main points of the language policy content in the field of domestic foreign language education (the introduction of competence-based, subject-activity and other approaches, the expansion of research activities, etc.) have been identified, which make it possible to justify the main selection criteria of the content of foreign language education at the university. As a result of the analysis of scientific literature, the concept of «content of education» and its components composition have been clarified. The list of professional tasks and typical communicative situations, ensuring the achievement of the results of mastering the content of the pedagogical master’s program (competencies, personal qualities), necessary for a modern teacher in the field of foreign language education, is given. In the conclusion, a number of recommendations are proposed on the technology of content design of foreign language education for masters are suggested.

The article reveals the relevance of the social mobility formation. The positions of scientists on the problem of the development of professional mobility of the individual are revealed. It is indicated that mobility is a value and a factor in the socialization of future specialists. Methodological approaches, pedagogical conditions and factors infl uencing the formation of professional mobility, as well as the possibilities of the educational environment, youth and student associations are highlighted. The author points out the importance of synergetic, creative-activity, program-design, resource, competence-based approaches and pedagogical technologies in the formation of professional mobility of students.

The importance of lifelong learning is recognized by the governments of many countries, especially when a nation is aging. According to the content of the provisions of the Federal State Educational Standard of Higher Education (3 ++), a future Bachelor must possess many types of universal competencies. At the same time, the readiness for project activities stands out quite strongly among others in the scale of the necessary abilities. Since the project is inherently a holistic and complete product, it is assumed that all other types of competencies should be thoroughly developed. In this light, works devoted to the development of fundamental rules for the formation of project thinking become relevant. At the same time, it turns out that such a development of the principles of the formation of the desired skill, which would take into account the strengths of the Russian conjuncture of thinking, is in demand. The authors seek to emphasize the connection between the principles of design thinking with such an organic pedagogical condition as collective activity. Since we are talking about the category of higher education, it is quite appropriate to add that it is precisely collective research activity that is meant. In this light, the purpose of the study is to develop pedagogical principles for the eff ective formation of project thinking in future bachelors. The research methodology is determined by the works of Yu. S. Manuilov. In particular, we are talking about the environmental approach, in which the social environment should play an active role, with which the future bachelor should enter into active creative relations with a research bias. The leading research method is the questioning of students. The tool for the formation of the studied quality will be a complex of active teaching methods, among which it is proposed to take into account the game methods of teaching adults (business games). The authors also believe that an underestimated method in the higher education environment is the game of chess, which was also included in the toolkit for the formation of project thinking. The following pedagogical principles were developed: 1) synergy - the unity of personal and collective creative activity, 2) conformity to nature - the organic nature of the forming conditions, 3) economy - the desire of the system for the formation of project thinking to save didactic and methodological resources, 4) fascination ‒ the orientation of the active forms used learning to remove psychological barriers to mastering theory, often presented in overly cloying academic language.
