The article analyzes the doctrinal approaches to the definition of "financing of political parties", its relationship with such related concepts as "financial activities of the party", "financial support of political parties", "financing of political activities". While in the legislation of Ukraine there is no definition of the concept of "financing of political parties", in the scientific literature various interpretations of this concept are offered. Some approaches do not take into account the fact that the provision of funds to parties must take place in accordance with the requirements of current legislation, which establishes the procedure, limits and amounts of funding for political parties. Another disadvantage of these definitions is that they do not reflect the role of public authorities in relation to both the financing itself and in relation to the implementation of state control over the financing of political parties. Other definitions do not reflect the role of political parties themselves in their funding. The synthesis of the obtained results allowed to offer an improved concept of "financing of political parties" as carried out in the manner and within the statutory activities of political parties, public authorities, individuals and legal entities, aimed at providing political parties with financial and other resources subject to financial evaluation. and what political parties need to achieve their goals and objectives. It is necessary to distinguish between the financing of the current (statutory) activities of political parties and the financing of their participation in elections. At the same time, the study and comparison of political party funding through the prism of analysis of sources of such funding is more productive and allows a broader and more comprehensive consideration of the peculiarities of political party funding in individual countries through analysis of their legislation. Therefore, it is necessary to support the validity of the position on the division of funding of political parties into types depending on the source of funds (property): self-financing (entrance and membership fees, income from party property, income from illicit economic activities), private (private donations) and public funding of political parties

This chapter addresses the role of public funding in party organizational transformation. Focusing mainly on European democracies, and using the new systematic data obtained from the Political Party Database, this chapter makes two contributions to the party politics literature. First, a range of existing findings about the importance of state subsidies for party life are re-examined, probing in particular the extent to which party incomes depend on public funding, as opposed to private donations and membership fees. Second, the association between parties’ dependence on state subsidies and party organization is explored, probing in particular the relationship between public monies and the size of parties’ memberships. Unlike the first exploration, which largely confirms most existing conclusions about the patterns of party financing, the findings from the second exploration appear to be more challenging: contrary to usual expectations, state funding of political parties does not necessarily undermine party membership.

Political party funding stands central to the process of democratization, because it affects whether the political playing field is level allowing for electoral competition. However, it can also threaten democracy if party funding regimes allow parties to be captured by private interests or a ruling party abuses its position as the incumbent government to gain access to resources. Adequately regulation is thus required. This chapter examines the interplay of party financing regulation, democracy, and constitutionalism in Ethiopia. Based on the normative framework of political finance in the democratic process, the study finds that badly designed and weakly enforced rules are the main challenges for political finance regulation in Ethiopia to provide a level playing field. The legislative framework and its implementation favours the ruling party, thereby causing a wide discrepancy in financial capacity between the ruling party and opposition parties. Furthermore, political parties are not transparent in their financial matters, as the law requires because the National Electoral Board of Ethiopia (NEBE) is reluctant to enforce the rules requiring such. Finally, the chapter recommends political finance reforms in order to level the political playing field and ensure transparency with regard to the funding of political parties. In this regard, diversified sources of income that combine regulated private donations with regular public funding should be introduced. Finally, the chapter suggests restrictions on the size of financial contributions and also imposing spending ceilings. A reformed legal framework would require, however, that the NEBE enforce it in a rigorously and non-discriminatory manner.

Globally, the topic of political party funding evokes strongly defended positions, partly because of the nasty dynamics that usually arise whenever money and politics cross paths. The primary issue in contention is whether to institute mandatory disclosure legislation, legally compelling parties to reveal their sources of funding, and the likely consequences of such disclosure. Alternatively, a laissez-faire approach may be adopted to party funding, and to determine which parties to exclude from state or public funding. In South Africa, these issues routinely raise public outcry and result in emotive debates pertaining to the expenditure of public finance and accountability. Thus, this article explores contemporary issues on political party funding in South Africa, focusing on recognised parties and examining their sources of funding. This article examines recent media reports on allegations of a lack of accountability on the part of political parties, particularly their apparent reluctance to disclose their sources of funding. It seeks to contribute to the debate on party funding in South Africa, through the use of a qualitative research method using content analysis. The authors contend that officially recognised parties should be audited by a Supreme Audit Institution (the Auditor General South Africa, locally) prior to tabling their annual reports in Parliament. The article concludes that such audit responsibility should not be given to private audit firms in order to avoid possible conflicts of interest, as some audit firms and individual employees may also be funders of some of the political parties.

It then explores the actual role of political parties during transitions to democracy and during democratic consolidation, and in different types of crises. It also describes basic patterns of transition to democracy as well as key elements of democratic consolidation, including electoral stabilization and emergence of recurring patterns of party competition. The chapter shows that parties are dominant in the process of transition, even if not always hegemonic.

ABSTRACTPolitical party plays an important role in the democratic process of a country due to its role as a political infrastructure in an attempt to print a cadre of state leaders in the executive and legislative branches, which is a political suprastructure. Te correlationof both branches arevery important in the realization of the rule of law, which is based on democratic principles. In order to strengthen democracy and the implementation of an effective party system, strengthening the institutions and improving the function and the role of political party are needed.Tus, public funds (public fnancing) is nedeed by the political party to support operational activities of political education and political party secretariat. In relation with that issue, the fnancial disclosure at the level of internal party democracy is nedeed. Guna penguatan pelaksanaan demokrasi dan sistem kepartaian yang efektif diperlukan penguatan kelembagaan serta peningkatan fungsi dan peran Partai Politik. Sehingga dengan demikian diperlukan adanya pemberian bantuan keuangan partai yang bersumber dari dana publik (public fnancing) yang digunakan sebagai penunjangkegiatan pendidikan politik dan operasional sekretariat partai politik. Berkaitan dengan hal tersebut, perlu adanya demokrasi pada tataran internal partai untuk mewujudkan keterbukaan keuangan partai. Tulisan ini menganalisis tentang bantuan keuangan partai politik, secara spesifk pada sistem pengaturan pendanaan partai yang bersumber dari dana publik sebagaimana dimaksud dalam regulasi yang mengatur tentang bantuan keuangan partai dengan memperhatikan prinsip-prinsip pengelolaan keuangan yang baik dan standar internasional yang dibangun di atas kepentingan rakyat.Kata Kunci : Partai Politik, Demokrasi, bantuan keuangan partai.

Chapter 3 investigates the process of party formation in France, Germany, Great Britain, and Italy, and demonstrates the important role of cultural and societal premises for the development of political parties in the nineteenth century. Particular attention is paid in this context to the conditions in which the two mass parties, socialists and Christian democrats, were established. A larger set of Western European countries included in this analysis is thoroughly scrutinized. Despite discontent among traditional liberal-conservative elites, full endorsement of the political party was achieved at the beginning of the twentieth century. Particular attention is paid to the emergence of the interwar totalitarian party, especially under the guise of Italian and German fascism, when ‘the party’ attained its most dominant influence as the sole source and locus of power. The chapter concludes by suggesting hidden and unaccounted heritages of that experience in post-war politics.

Two margins of political party life in Canada since Confederation (1867) are analyzed—the extensive margin involving entry and exit (together with party turnover or churning) and the intensive margin determining survival length. The results confirm many hypotheses advanced to explain entry and exit—the importance of social and religious cleavage, election institutions, and economic circumstance. More novel are the findings that public election funding and periods with larger immigration flows have reinforced established parties at the expense of entrants and smaller sized parties. The intensive margin uses a discrete hazard model with discrete finite mixtures to confirm the Duverger-type presence of two distinct long-lived political parties surrounded by a fringe of smaller parties. Both parametric and semi-parametric models concur in finding that public funding and higher immigration flows are as successful in extending the life of established parties as in discouraging entry and exit.

The article examines the role of political parties in modern state-building processes in Ukraine. The place of political parties in the political and legal system of society is determined. The general directions of overcoming problematic situations of activity of political parties in Ukraine are offered. It is noted that political parties play an important role in the organization and exercise of political power, act as a kind of mediator between civil society and public authorities, influence the formation of public opinion and the position of citizens directly involved in elections to public authorities and local governments. It is determined that in a modern democratic society, political parties carry out their activities in the following areas: the work of representatives of political parties in public authorities and local governments; participation in elections of state authorities and local self-government bodies; promoting the formation and expression of political will of citizens, which involves promoting the formation and development of their political legal consciousness. These areas of political parties determine their role and importance in a modern democratic society, which determines the practical need to improve their activities and improve the national legislation of Ukraine in the field of political parties. Political parties are one of the basic institutions of modern society, they actively influence the ac-tivities of public authorities, economic and social processes taking place in the state and so on. It is through political parties that the people participate in the management of public affairs. Expressing the interest of different social communities, they become a link between the state and civil society. The people have the opportunity to delegate their powers to political parties, which achieves the ability of the people to control political power in several ways, which at the same time through competition of state political institutions and political parties contributes to increasing their responsibility to the people. It is noted that the political science literature has more than 200 definitions of political parties. And approaches to the definition of this term significantly depend on the general context in which this issue was studied by the researcher. It was emphasized that today in Ukraine there are important issues related to the activities of political parties. First of all, it is a significant number of registered political parties that are incapable, ie their political activity is conducted formally or not at all. According to official data from the Department of State Registration and Notary of the Ministry of Justice of Ukraine, 352 political parties are registered, of which 48 political parties do not actually function. The reason for the liquidation of such parties is not to nominate their candidates for the election of the President of Ukraine and People's Deputies of Ukraine for 10 years. According to this indicator, Ukraine ranks first among other European countries. Thus, 73 political parties are officially registered in Latvia, 38 in Lithuania, 45 in Moldova, 124 in Romania, and 56 in Slovakia. However, despite the large number of officially registered political parties in Ukraine, public confidence in their activities is low. It is concluded that political parties occupy a special place in the political and legal system of society and play an important role in the organization and exercise of political power, as well as a kind of mediator between civil society and public authorities. The general directions of overcoming problematic situations of activity of political parties in Ukraine are offered, namely: introduction of effective and impartial control over activity of political parties; creating conditions for reducing the number of political parties, encouraging their unification; establishment of effective and efficient sanctions for violation of the requirements of the current legislation of Ukraine by political parties.

This article discusses the theoretical study of the motion of environmentalism and its relationship to green politics. Discussion about both of these theories is very important for the study of social and political current that has been overshadowed by the phenomenon of environmentalism movement is growing in many countries which are then contribute ideas in political thinking which is known as green politics. However, movements of change by a group of green politics in many countries are often not as active environmentalism movement that consists of classes of non-party. Based on this, the issue will be reviewed in the discussion of this article is whether the definition of environmentalism? what about the initial formation of environmentalism? what is the link between environmentalism movemental with green politics? What are the benefits of the establishment of green politics?. This article studies found that environmentalism is a major contributor to its form factor green ideology politics in many countries such as in Western Europe, USA and Asia. This is due to the important role of the authorities who come from the political parties to realize the agenda of environmentalism movement into state regulations and decisions that bind all citizens therein. At the end of the analysis, this article will explain that the movement of environmentalism plays an important role in the prevention of greed group of rulers and the interests of the global economy (capitalism and neo-liberalism) the limited resources and contribute greatly to its form of thinking green politics focused and commitment to against the establishment the new governance system that is more wise in managing the global environment.  Keywords: Environmentalism, green politics,
