Many contemporary party organizations are failing to fulfill their representational role in contemporary democracies. While political scientists tend to rely on a minimalist definition of political parties (groups of candidates that compete in elections), this volume argues that this misses how parties can differ not only in degree but also in kind. With a new typology of political parties, the authors provide a new analytical tool to address the role of political parties in democratic functioning and political representation. The empirical chapters apply the conceptual framework to analyze seventeen parties across Latin America. The authors are established scholars expert in comparative politics and in the cases included in the volume. The book sets an agenda for future research on parties and representation, and it will appeal to those concerned with the challenges of consolidating stable and programmatic party systems in developing democracies.

Abstract This article explores the role of Yugoslav self-managed corporations in the global economy, with a particular attention to the late socialist period (1976–1991). Guided by a vision of a long-term integration of the Yugoslav economy into the international division of labor on the basis of equality and mutual interest, by the late 1970s the country’s foreign trade and hard currency revenue was boosted by a number of globally oriented corporate entities, some of which survived the demise of socialism and the dissolution of the country. These enterprises had a leading role as the country’s principal exporters and as the fulcrum of a web of economic contacts and exchanges between the Global South, Western Europe, and the Soviet Bloc. The article seeks to fill a historiographic gap by focusing on two major Yugoslav enterprises (Energoinvest and Pelagonija) that were based in the less-developed federal republics—Bosnia-Herzegovina and Macedonia. The article also investigates the transnational flow of ideas around the so-called “public enterprise,” its embeddedness in an interdependent global economy, and its visions for equitable development. Finally, the article explores these enterprises as enablers of social mobility and welfare, as well as spaces where issues of efficiency, planning, self-reliance, and self-management were negotiated.

This article seeks to examine how regional organisations in Africa are responding to the growing call for them to provide alternative approaches and models of economic development in the continent. The study interrogates the role of the African Development Bank (AfDB) as an agent of a changing global governance system and an emerging leader in Africa’s development journey. The article begins by reflecting on the debate of a decline in global governance; it looks at Africa within the global economy and examines the organisational structure, contributions and changing role of the AfDB since its inception. It concludes that the AfDB finds itself in a unique position of trust among donors and African states at a time when traditional institutions are becoming less popular. It recommends AfDB adopt a number of reforms needed to help it maximise its impact on the continent.

Climate change threatens to cause the largest refugee crisis in human history. Millions of people, largely in Africa and Asia, might be forced to leave their homes to seek refuge in other places or countries over the course of the century. Yet the current institutions, organizations, and funding mechanisms are not sufficiently equipped to deal with this looming crisis. The situation calls for new governance. We outline and discuss in this article a blueprint for a global governance architecture for the protection and voluntary resettlement of climate refugees—defined as people who have to leave their habitats because of sudden or gradual alterations in their natural environment related to one of three impacts of climate change: sea-level rise, extreme weather events, and drought and water scarcity. We provide an extensive review of current estimates of likely numbers and probable regions of origin of climate refugees. With a view to existing institutions, we argue against the extension of the definition of refugees under the 1951 Geneva Convention Relating to the Status of Refugees. Key elements of our proposal are, instead, a new legal instrument specifically tailored for the needs of climate refugees—a Protocol on Recognition, Protection, and Resettlement of Climate Refugees to the United Nations Framework Convention on Climate Change—as well as a separate funding mechanism.

The concept of “degeneration” is associated with the fin-de-siècle period and came to Russian soil from Western Europe. First and foremost, it was represented there by Cesare Lombroso and his popularizer, the author of the book Degeneration, Max Nordau. The concept of degeneracy was studied by the scientist using the work of outstanding representatives of European art, including Leo Tolstoy. The book was a scandalous success in Russia and a subject of numerous magazine reviews. Chekhov implicitly participated in this polemic. The writer’s cryptic review of the fashionable problem of degeneracy can be seen in the image of Dr. Dorn, which allows to examine the elements of Chekhov’s cryptopoetics. The surname of this character in The Seagull is considered as a transformation of the surname Nordau. An analysis of Dorn’s behavior and speech suggests that the author of the play uses it to express his position regarding the “nervous age” and the fatigue and degeneration associated with it. The intertextually expressed polemic between Chekhov and Nordau allows to define the role of Dorn as a hidden trickster. This is an additional argument that proves the validity of the author’s definition of The Seagull as a comedy.

The article analyzes the doctrinal approaches to the definition of "financing of political parties", its relationship with such related concepts as "financial activities of the party", "financial support of political parties", "financing of political activities". While in the legislation of Ukraine there is no definition of the concept of "financing of political parties", in the scientific literature various interpretations of this concept are offered. Some approaches do not take into account the fact that the provision of funds to parties must take place in accordance with the requirements of current legislation, which establishes the procedure, limits and amounts of funding for political parties. Another disadvantage of these definitions is that they do not reflect the role of public authorities in relation to both the financing itself and in relation to the implementation of state control over the financing of political parties. Other definitions do not reflect the role of political parties themselves in their funding. The synthesis of the obtained results allowed to offer an improved concept of "financing of political parties" as carried out in the manner and within the statutory activities of political parties, public authorities, individuals and legal entities, aimed at providing political parties with financial and other resources subject to financial evaluation. and what political parties need to achieve their goals and objectives. It is necessary to distinguish between the financing of the current (statutory) activities of political parties and the financing of their participation in elections. At the same time, the study and comparison of political party funding through the prism of analysis of sources of such funding is more productive and allows a broader and more comprehensive consideration of the peculiarities of political party funding in individual countries through analysis of their legislation. Therefore, it is necessary to support the validity of the position on the division of funding of political parties into types depending on the source of funds (property): self-financing (entrance and membership fees, income from party property, income from illicit economic activities), private (private donations) and public funding of political parties
