In the context of the current level of development of the knowledge-based economy of Kazakhstan, characterized by a huge shortage and dissociation of research personnel, lack of innovative ideas for commercialization, the concentration of efforts of the state and the business community on researching the problems of effective research and development funding seems more than appropriate. In Kazakhstan, the main reason for the low impact of innovation is also the lack of funding for research and development, as well as the low efficiency of financial resources in the scientific sector. This is evidenced by official statistics, as well as the cost of private financing of research and development in Kazakhstan per capita is $ 247, and the level of state funding is $ 4, which is one hundred or two hundred. times less compared to the leading countries of the world. In this paper, the study of examples of the implementation of funding of high-tech industries in the regions of Kazakhstan. The implementation of this study allows us to identify the most successful experience in implementing innovation activities in high-tech companies in Kazakhstan, which makes this work relevant. The research methodology includes such methods of knowledge of economic phenomena and processes: economic and statistical analysis, conducting qualitative analysis based on questionnaires, interviews. A survey of 1155 companies was conducted, according to the results of which 30 interviews were conducted, which made it possible to carry out a correlation-regression analysis of the dependence of the factors influencing the innovative development of companies. The research results will allow to study the experience of successful companies, to identify growth points, as well as provide an opportunity to improve the system of financing high-tech industries. The practical and theoretical significance lies in the fact that its main conclusions and recommendations can be used to develop effective strategies and tactical tools of innovation policy in high-tech enterprises.

In the 21st century knowledge-based economy, long-term economic growth and development depend on the ability to use the knowledge and technology so as to create product, process, organisational, marketing and even social innovations. The knowledge and technology, human resources and social capital (facilitating the transfer of technology from the world of science to the economy), comprise the most important production factors today. Research and development (R&D) activities are among the diverse determinants affecting the economy’s ability to innovate. They are carried out by public technical universities. One of the tasks that these entities face is to conduct basic, industrial (applied) research and development works. Their results can then be transferred to industrial and service enterprises as novel solutions. Research and development activities of universities are financed mainly from public sources, which suggests the need to assess the efficiency of this task. This can be done with the use of various methods, e.g. the non-parametric DEA method. The purpose of the paper is to measure the efficiency of research and development activities of public technical universities in Poland with the aid of the DEA method. The fourteen universities which in the years 2015–2017 reported to the Ministry of Science and Higher Education (MNiSW) were included in the study. The efficiency of the universities in filing new patent solutions and being granted patents was analysed. The results acquired indicate very low and low efficiency of most Polish technical universities. This is due both to a small number of patent applications and a small number of patents granted. In the examined period, the group of most efficient technical universities in both aspects comprised 4 to 5 universities.

The article deals with the conditions for the formation and implementation of innovation policy in the agro-industrial complex of Russia, including in the food industry. Against the background of the growth of positive dynamics of domestic research and development expenditures in the Russian Federation, the share of high-tech products in the Russian agro-industrial complex in 2018 is only 7.1% of the total volume. The share of food industry enterprises engaged in innovative activities increased from 11.6% to 14.2% in 2010-2018, while the cost of innovative products increased 2.3 times. The most important factor in the activity of innovative activities of enterprises is state support. Innovation policy in the agro-industrial complex is designed to promote the development of the food industry and the growth of its national and global competitiveness.

Numerous studies have demonstrated that the success of businesses in the era of knowledge-based economy depends on their innovation capacity (Azevedo et al., 2007). Therefore, the main goal of this study is to explore the factors that impact the innovation capacity of enterprises in the Vietnam Southern high tech industry. Besides the qualitative method, the study carries out a survey of 380 enterprises in the fields of electronics, microelectronics, information technology, telecommunications, precision engineering, automation, biotechnology, and nanotechnology. The results reveal that total quality management, internal human resources, absorptive capacity, government support, and collaboration networks impact positively on the innovation capacity. In addition, the research proposes solutions for high tech enterprises to boost their innovation capacity in the future.


Malaysia was one of the early adopters of Internet technology to steer innovation policy in a direction that is making the country become a knowledge-based economy. This notion of knowledge-based economy driven by ICT is best exemplified by the borderless connectivity, interactivity, and networking. Since the middle of 1990s, there have been gradual but systematic public and private sector initiatives towards ICT agenda with the prominent role of the state. This chapter aims to unpack ICT developments and examine the implications of the post-MSC formation for Malaysia and its associated issues and challenges. Second, the discussion provides an overview of MSC performance and its importance for enhancing growth, trade, and investment; reducing the digital gap; nurturing innovation; and achieving more inclusive societies. Third, some issues and challenges in MSC development are also highlighted.

Background: Law firms in Botswana offer a particularly interesting context to explore the effects of transition in the knowledge economy. Acquiring and leveraging knowledge effectively in law firms through knowledge management can result in competitive advantage; yet the adoption of this approach remains in its infancy. Objectives: This article investigates the factors that will motivate the adoption of knowledge management in law firms in Botswana, and creates an awareness of the potential benefits of knowledge management in these firms.Method: The article uses both quantitative and qualitative research methods and the survey research design. A survey was performed on all 115 registered law firms and 217 lawyers in Botswana. Interviews were conducted with selected lawyers for more insight. Results: Several changes in the legal environment have motivated law firms to adopt knowledge management. Furthermore, lawyers appreciate the potential benefits of knowledge management. Conclusion: With the rise of the knowledge-based economy, coupled with the pressures faced by the legal industry in recent years, law firms in Botswana can no longer afford to rely on the traditional methods of managing knowledge. Knowledge management will, therefore, enhance the cost effectiveness of these firms. Strategic knowledge management certainly helps to prepare law firms in Botswana to be alive to the fact that the systematic harnessing of legal knowledge is no longer a luxury, but an absolute necessity in the knowledge economy. It will also provide an enabling business environment for private sector development and growth and, therefore, facilitate Botswana’s drive towards the knowledge-based economy.

The article presents the results of research on innovation activity based on the analysis of the directions of innovative development of Kazakhstan and suggests a set of measures, the implementation of which will allow building a connected system of measures for the formation of an innovative ecosystem. The main focus is given to improving the efficiency of innovation activities based on an institutional approach, which is aimed at the formation of a stable system of relationships between participants in the innovation cycle, each of which is individually interested in improving competitiveness based on the use of innovations. The formation of an innovation ecosystem also includes the development of two innovation clusters as the basis for the formation of a knowledge-based economy. Based on the analysis provided, we concluded that the organization of innovative infrastructure did not provide the required pace of innovative development of Kazakhstan for a number of reasons. To date, the Republic has successfully implemented state programs that aim to create conditions for the transition to the fourth industrial revolution. The focus on innovative development remains important and mandatory for achieving the goals set out in the program documents.

The purpose of this study was to examine the shaping of spatial diversity of economic entities in the industry sector, measured by technology levels, and the service sector, assessed by the intensity of research and development at the local level. The analysis also concerned factors determining the emergence of these diversities, as well as relations between the occurrence of economic entities in the production activity and the service sector. The survey was conducted in the Lower Silesia Voivodeship in 1998 and 2004.The analysis revealed an increase in the participation of entities belonging to the high-tech service sector and high-tech industry sector. This participation was accompanied by a tendency of their spatial structures to become alike. It indicates that general conditions of  emergence of companies characterized by the highest level of research and development intensity within the II and III sector of the economy are becoming alike. The development of high-tech industry companies is connected with the general development of services. This interrelation increases together with the intensity of research and development within sector III (high-tech services and knowledge-based services). It also increases with time. There exists a high, positive correlation between the value of the entrepreneurship index in the II and III sector and the general level of entrepreneurship. The crucial factor determining the formation of new economic entities in the group of high-tech industry companies and high-tech services is the overall rise of the entrepreneurship index.
