Research objective is development of the forecast of scenario conditions of increase of economic efficiency of the city-forming enterprise of the monotown for further social and economic development of the region for 2014-2016. For achievement of a goal a number of tasks is solved: consideration of theoretical prerequisites to concept economic efficiency; research of features of economic efficiency of the city-forming enterprise in the monotown; choice of a method of forecasting; forecasting of economic efficiency of the city-forming enterprise. When carrying out research scenario approaches and expert methods of forecasting are used. The main versions of the forecast – option 1 (conservative), option 2 (moderate and optimistical) and option 3 (forced) – are developed on the basis of a uniform hypothesis of external conditions and differ with models of behavior of the enterprises of the monotown, and as with prospects of increase of their efficiency. It is established that at realization of all versions of the forecast economic efficiency of the city-forming enterprise of the monotown increases. However quality of this increase in considered scenarios of the forecast of social and economic development of the region variously. As the most acceptable the moderate and optimistical option is recognized, so at its realization economic efficiency will increase on the average 0,7 items above, than in option 1. The moderate and optimistical option is more focused on innovations, assumes carrying out transformations in development of the human capital and science, and also active modernization of the enterprise.

This article indicates the results a comparative analysis the financing of the advanced countries of the world and similar indicators of Azerbaijan during the period active development of education and modernization of the economy. The methodology work is the fundamental works of foreign scientists, such as reports of the Organization for Economic Cooperation and Development (OECD), human development index indicators in the field of determining and assessing the dependence of socio-economic development on public investment in education. It is displayed that Azerbaijan has resources and potential for growth of human capital, for social and economic development of the country. On the basis of the research, some conclusions and proposals are presented that contribute to improving the prospects for the economic development of Azerbaijan.

Today the issue of shaping the human capital necessary for economy of knowledge is not only a topic of theoretical discussion, as it has become a leader in the global agenda of social and economic development. The leading countries consider human capital as the most important source of development, because in current situation it can speed up social and economic development, as well as competitiveness of state. The article shows topicality of the digital component of human capital and provides goals of developing human capital included in strategies of social and economic development of several regions of Russia. It also gives information about digital skills of the Russian population and some European countries. The structure of unemployed with different level of education in Russian regions is shown in dynamics. The authors prepared recommendations concerning competences necessary for economy of knowledge and for shaping infrastructure of regional systems of professional education.

Abstract We analysed the balance of environmental, social and economic development of the regions of Asian Russia, assessing the level of adjusted net savings. Using the selected indicators and the assessment of natural, social and production capital values, the typology of territorial production and resource structures of the regions of Asian Russia has been created. Based on the k-means method, using ‘Statistica 12’ software, the clustering and structural zoning by the ratio of natural, productive and human capital in the regions of Asian Russia was carried out.

Features of development of the Russian education in the process of transformation and global changes of the Russian economy are considered. The main factors of influence of human capital on social and economic development of the country are revealed. The main problems of the education system in cooperation with the development of the economy that meets the current conditions of modern information and digital technologies are noted. Possibilities of development and realization of the program of uniform educational and personnel policy are analyzed. Conclusions are drawn about the ways of interaction between education and the economy through the "fundamentalization of education".
