India has gradually evolved as knowledge based economy due to the abundance of capable, flexible and qualified human capital. With the constantly rising influence of globalization, India has immense opportunities to establish its distinctive position in the world. However, there is a need to further develop and empower the human capital to ensure the nations global competitiveness. Despite the empathetic stress laid on education and training in this country, there is still a shortage of skilled manpower to address the mounting needs and demands of the economy. Skill building can be viewed as an instrument to improve the effectiveness and contribution of labor to the overall production. It is as an important ingredient to push the production possibility frontier outward and to take growth rate of the economy to a higher trajectory. This paper focuses on skill development in Small and Medium Enterprise (SMEs) which contribute nearly 8 percent of the country's GDP, 45 percent of the manufacturing output and 40 percent of the exports. They provide the largest share of employment after agriculture. They are the nurseries for entrepreneurship and innovation. SMEs have been established in almost all-major sectors in the Indian industry. The main assets for any firm, especially small and medium sized enterprises are their human capital. This is even more important in the knowledge based economy, where intangible factors and services are of growing importance. The rapid obsolescence of knowledge is a key factor of the knowledge economy. However, we also know that for a small business it is very difficult to engage staff in education and training in order to update and upgrade their skills within continuous learning approach. Therefore there is a need to innovate new techniques and strategies of skill development to develop human capital in SME's.

The processes of economic globalization and accelerating technological change have led to changes in economic and social life at a global level. New technologies, such as the TICs, systems of artificial intelligence, scanning, connectivity, nanotechnology, and biotechnology, among others, have transformed the national productive structures and human capital that require technologies disruptive today. In this context, education has become the main element of the knowledge society and training of human capital that demands a knowledge-based economy. The objective of the chapter is to analyze the relationship between human capital formations in the construction of a society of knowledge in Mexico. The structure is organized in three sections: 1) an analysis of the knowledge society, 2) the formation of human capital and the institutions of higher education in the knowledge society, and 3) human capital formation and its relationship in the construction of a society of knowledge in Mexico.

Research objective is development of the forecast of scenario conditions of increase of economic efficiency of the city-forming enterprise of the monotown for further social and economic development of the region for 2014-2016. For achievement of a goal a number of tasks is solved: consideration of theoretical prerequisites to concept economic efficiency; research of features of economic efficiency of the city-forming enterprise in the monotown; choice of a method of forecasting; forecasting of economic efficiency of the city-forming enterprise. When carrying out research scenario approaches and expert methods of forecasting are used. The main versions of the forecast – option 1 (conservative), option 2 (moderate and optimistical) and option 3 (forced) – are developed on the basis of a uniform hypothesis of external conditions and differ with models of behavior of the enterprises of the monotown, and as with prospects of increase of their efficiency. It is established that at realization of all versions of the forecast economic efficiency of the city-forming enterprise of the monotown increases. However quality of this increase in considered scenarios of the forecast of social and economic development of the region variously. As the most acceptable the moderate and optimistical option is recognized, so at its realization economic efficiency will increase on the average 0,7 items above, than in option 1. The moderate and optimistical option is more focused on innovations, assumes carrying out transformations in development of the human capital and science, and also active modernization of the enterprise.

Human capital is closely related to the economic behaviour of an individual, especially to the way in which accumulated knowledge and skills increase person’s productivity and income, thus increasing the general welfare of a society. Within the Article, the author studies the historical development of the theory of human capital, paying attention to opinions, expressed by founders of this issue - T.Schultz and G.Becker. There are considered changes of competences of employees, growing out of transition from skills-based economy to knowledge-based economy. There is no united approach concerning researches on human capital in order to determine the content of human capital; there is a lack of unified opinion regarding its creation, therefore the author considers the interpretation of the content of human capital in scientific works of several Latvian and foreign authors. During the research, education was analyzed as one of the main elements of creation of human capital, because knowledge-based economy broadens the signification of self-education, lifelong learning; it demands improvements in the fields of science and research as well as quality improvement of working skills. As a result of successful implementation of these factors, it is possible to reach a positive impact on economic development of a region.

A knowledge-based economy is one of the vital components of modern economies. Growth in most of the economies of the world, and most developed economies in particular, are increasingly based on knowledge. In a knowledge-based economy, economic development is dependent on investments in education, learning and training, among others. Universities are today becoming aware of the essential role that higher education plays in the construction of knowledge-based economies. The kingdom of Saudi Arabia (KSA) has adopted the drive toward a knowledge-based economy through focusing on the higher education sector. Saudi Universities are playing a pivotal role toward the Kingdom's transition into a knowledge-based economy and hence achieving economic growth and development. The purpose of this paper is to critically examine the important role that universities play in building a knowledge-based economy through innovation, research commercialization, and technology transfer as economic development policies. The role of universities in building a knowledge-based economy in Saudi Arabia is also investigated. The paper confirms that Saudi universities are considered as a very important entity in the aim for the Saudi economy to achieve sustainable growth and development.

This paper explores occupational or human capital attributes of transportation and logistics clusters in the U.S., by analyzing logistics clusters, such as Memphis and uncovers the differences in occupations or knowledge and skill contents of the workforce. The research builds on previous studies funded by the U.S. Economic Development Administration on U.S. occupation clusters providing insights on logistics clusters from a human capital perspective. The study draws specifically from the industry-and-occupation cluster crosswalks building on previous research on occupation cluster industry cluster-location quotient (OCIC-LQ), and recent research on computerization and automation of occupations. The research questions include how knowledge occupation clusters differ in specialization within the select logistics clusters. How can occupation clusters inform the traditional cluster-based economic development policies in the U.S.? How might automation impact the logistics cluster? The findings show that transportation and logistics clusters are unique in knowledge-based occupations with some commonalities found in different locations. Based on occupational and staffing patterns, nearly 71% of occupations or tasks and activities within the transportation and logistics cluster in Memphis is at risk of automation. The research builds a case for place-based cluster development and people-based workforce development for transportation and logistics cluster in the U.S.

AbstractScience and technology play a key role in economic development; and Universities have a direct stake in this process. A knowledge-based economy requires scientific and technological expertise that is strongly influenced by the strength of training in science and technology. However, in Uganda not many students opt for science subject at higher levels, and subsequently in the University. Therefore, there is need to encourage and motivate students to study science subjects in order for this to be successful. This can be achieved through introduction of stimulating subjects such as astronomy in the university curriculum. Astronomy is considered as the most appealing subject and an excellent tool for conveying scientific knowledge to young students. In this paper, the role that astronomy has played to motivate and interest students to study physics in Mbarara University of Science and Technology, in Uganda, is discussed.
