Abstrak Konservasi sumber daya air memerlukan partisipasi dari masyarakat sehingga terciptanya lingkungan yang asri dan sehat. Penelitian ini berlokasi di Kabupaten Kuningan Provinsi Jawa Barat. Tujuan penelitian  ini adalah untuk mengetahui Pengaturan partisipasi masyarakat menurut peraturan perundang-undangan di Indonesia dan Aparatur Peduli Lingkungan, Kebijakan pemerintah daerah kabupaten kuningan dalam konservasi sumber daya air. Metode penelitian adalah studi pustaka dan studi lapangan,. Hasil penelitian yaitu: Pertama, Pengaturan partisipasi masyarakat menurut peraturan perundang-undangan di Indonesia, partisipasi masyarakat menurut Undang-Undang Nomor 37 Tahun 2014 Konservasi Tanah dan Air  Pasal 2 huruf a yaitu “asas partisipatif”. Mengenai rincian bentuk partisipasinya diatur dalam Pasal 46 dan Pasal 52 berisi tentang Peran Masyarakat dan Hak Gugat Masyarakat apabila mengalami kerugian yang diakibatkan oleh keruksakan fungsi tanah dan lahan; Kedua, Aparatur Peduli Lingkungan : Kebijakan pemerintah daerah kabupaten kuningan dalam konservasi sumber daya air, partisipasi masyarakat dalam pelestarian lingkungan hidup di kabupaten Kuningan khususnya Aparatur Peduli Lingkungan adalah kegiatan wajib penanaman pohon oleh aparatur pemerintah daerah kabupaten kuningan yang akan diangkat menjadi pns, kenaikan pangkat, promosi. Aparatur Peduli Lingkungan kegiatan berdasarkan kebijakan pemerintah daerah kabupaten kuningan yaitu Peraturan Daerah Kabupaten Kuningan Nomor 12 Tahun 2007 tentang Konservasi Sumber Daya Air dan Instruksi Bupati Kuningan Nomor 02 Tahun 2011 tentang Pelaksanaan Program Aparatur Peduli Lingkungan Kabupaten Kuningan. Kesimpulan adalah kebijakan pemerintah daerah kabupaten kuningan dalam konservasi sumber daya air sesuai dengan peraturan perundang-undangan dan aparatur pemerintah daerah memberikan contoh kepada masyarakat melalui program aparatur peduli lingkungan.Kata kunci : aparatur peduli lingkungan, kebijakan, konservasi, partisipasi, sumber daya air. Abstract Water resource conservation needs participation from society so it can create healthy and good environment. This research is located in Kuningan Regency West Java Province. The objective of this research is to know society participation management based on Indonesian Regulation system and apparatus concerns the environment, Kuningan Government policies in water conservation. The methods of this research are library research and field study. The results of this research are: First, public participation management according to the laws in Indonesia, community participation according to Law Number 37 Year 2014 about Soil and Water Conservation Article 2 a i.e. "the principle of participatory". Regarding the details of the participation form set in of Article 46 and Article 52 contains the Role of Society and Community Right to sue if there are the losses caused by the damages of soil functions and land; the second, Government concerns environment : Kuningan Government policy in water resource conservation, society participation in environment conservation especially government concerns environment is a mandatory of planting trees by government officer in Kuningan Regency that will be the civil servants, and promotion. The activity relating to this program is based on Kuningan Government policy, Kuningan District Regulation No. 12 of 2007, about water resource conservation and Kuningan Regent regulation Number 02 year 2011 about the Procedures of government concerns environment Program in Kuningan Regency. The conclusion of thie article is that the Kuningan government policy in water resource conservation is based on the rules and the government officers give good examples to the society in water resource conservation by holding the government concerns environment program.Keywords: government concerns environment, policy, conservation, participation, water resource.

The study examined the adoption of water conservation practices and challenges encountered by smallholder farmers in water resource conservation in Enyibe, Ermelo South Africa. The data were collected using structured questionnaires, observation and focus group discussion. Frequency, mean and logistics regression were used for data analysis. Age (β=1.238), sex (β=-1.497), level of education (β=-1.062), access to irrigation facilities (β=1.690), payment of water tariff (β=1.369) and agricultural extension advice (β=-.631) were significant and associated with adoption of water conservation practice. The identified constraints in the adoption process were inadequate technical guidelines, financial, government policies, and inadequate knowledge of water conservation practices. There is need to improve information, showcase the benefits of water conservation, and ensure maintenance of water conservation infrastructure. Concerted effort must be made to establish robust database on water resource conservation and sources of water utilised in the area. Keywords: Sustainable, water conservation, constraints, adoption

The waqf land certification is free charged whereas the general land is not. The research analyzes the article 22 from the government regulation Number 13 Year 2010 concerning the government policy of tax exemption of waqf land certification based on public administration law. The purpose of the research is to understand and to analyze the reasons of government publishing this kind of policy in the perspective of Administrative Law. The kind of research is library research, it needs secondary data, which consists of the material of primary, secondary and tertiary laws. The approach is juridical normative and the analysis is qualitative. The result of the research explains that the government publish the policy of tax exemption with the objective to make Waqf land useful for the society, to accelerate of Waqf land legalization, to protect and to optimize the function of Waqf land. This policy is one effort to understand the waqf action that having a sense of religious service as well as having law certainty. The government policy is the implementation of Administrative Law function in order to create a clean and appropriate government with the good general government principal, such as legality, equity, justice, law protection, wisdom, general need implementation and smart action.

Many of Indonesia’s watersheds are reaching a critical stage. As a result of higher rates of erosion and sedimentation, the number of critical watersheds in Indonesia has increased from 22 in 1984 to 58 in 2000 and in 2014 this number has reached 108. This result in food security is being threatened because there is insufficient water available for agriculture purposes due to catchment degradation, especially in the upper parts of the watersheds. At the same time, Indonesia’s new government focused its national development programs on food security for the next five years. For these reasons Indonesia’s National Development Planning Agency believes that it is timely to develop a national policy on Integrated Water Conservation Management (IWCM). To provide the rationale and suggested content for such a national policy, this paper has been prepared based onfocused group discussions with relevant interests at the national and regional levels. To obtain specific input from regional stakeholders, workshops were held in Medan, Yogyakarta, Banjarmasin, Nusa Tenggara Barat and Makassar as well as line agencies based in the state capital of Jakarta from October 2014 to March 2015. At the landscape level, the formulation of national policy on IWCM was based on integrated watershed management analysis as water resources within a specific watershed are integrated into other resources within an ecosystem. This action research recommends the following: a) integrating the IWCM into the regular regional development activities, b) encouraging local agreements on water resource conservation including local adat communities, c) formulating attractive economic incentives in implementing IWCM programs, d) using corporate social responsibility and payment for environment services funding to boost water resource conservation program at village level, and e) involving actively women in the IWCM programs. Considering that socio-cultural aspects are also playing an important role in the IWCM, a national-level of institutional arrangement on IWCM will also be proposed. Keywords: IWCM; food security; green and blue water; watershed; institutional arrangement; Indonesia
