This study investigated the effectiveness of employment support services provided to organizations in the context of the quota policies for hiring people with disabilities (PWD). Empirical analyses using the propensity score matching method were conducted on a representative sample of organizations in South Korea that had utilized the PWD employment support services offered by the Korea Employment Agency for the Disabled. In short, the employment support services provided to organizations appeared to be effective in enhancing employment of PWD. Specifically, the organizations that received the PWD employment support services (a) had a higher probability of hiring persons with disabilities, (b) fulfilled the mandated quota for PWD better, and (c) hired more individuals with severe disabilities compared with the organizations that did not receive such services. Implications and limitations of this study and directions for future research are discussed.

AbstractThe aim of this study was to investigate whether there is a connection between the weather and the capacity of people with severe disabilities to undertake physical activity, their mental disposition and the occurrence of the epileptic seizures.The observation was carried out on a group of ten male subjects with severe intellectual disabilities. The observation of the persons was carried out by three pedagogues. The method of direct observation was used in the research.In the course of the conducted studies, a dependence between physical activity and temperature, atmospheric pressure and atmospheric humidity was discovered.The mental disposition and physical activity of the people with severe intellectual disabilities showed a dependence on the temperature and atmospheric pressure.

Abstract People with disabilities have physical and mental disabilities that have differences when compared to normal people, therefore there needs to be special attention from the government to empower or positive activities that are useful to hone the skills of the people with stability. Therefore, the role of the government is necessary for the development of people with disabilities. Through social services empowerment of people with disabilities is more targeted and focused. The purpose of this research is to decrypt what efforts are made as well as what obstacles are faced in the empowerment of people with disabilities. The type of method used in this study is a descriptive method with a qualitative approach. Data collection techniques used are, observation, interview, documentation. The result of this research is that the efforts made by Social Services are social assistance for severe disabilities in the form of money, as well as training but stalled per the year 2018 because it is focused in Dipnaker. Besides, there is assistance from the ministry in the form of non-cash social assistance for all classifications of people with disabilities. There are also other supporting activities as well as UPSK from the Social Service of East Java Province.  Keywords: empowerment; disability; government role Abstrak Para penyandang disabilitas memiliki kelemahan secara fisik dan mental yang memiliki perbedaan bila dibandingkan dengan orang-orang normal, oleh sebab itu perlu adanya perhatian khusus dari pemerintah untuk memberdayakan ataupun kegiatan yang bersifat positif yang berguna untuk mengasah kemampuan para penyandang stabilitas. Maka dari itu peran pemerintah sangatlah perlu dalam pembinaan penyandang disabilitas. Lewat Dinas Sosial pemberdayaan penyandang disabilitas lebih terarah dan fokus. Tujuan penelitian ini untuk mendekripsikan upaya apa yang dilakukan serta kendala apa yang dihadapi dalam pemberdayaan penyandang disabilitas. Jenis metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan yaitu, observasi, wawancara, dokumentasi. Hasil dari penelitian ini adalah upaya yang dilakukan Dinas Sosial adalah bantuan sosial untuk disabilitas berat berupa uang, dan juga pelatihan namun terhenti pertahun 2018 karena difokuskan di Dipnaker. Selain itu terdapat bantuan dari kemensos berupa bantuan sosial non tunai untuk semua klasifikasi penyandang disabilitas. Terdapat juga kegiatan penunjang lain dan juga UPSK dari Dinas Sosial Provinsi Jawa Timur.Kata Kunci: pemberdayaan; penyandang disabilitas; peran pemerintah

Agran and colleagues have not only summarized the research on inclusive education, but they have also summed up the frustrations of many of us who have been working with families, teachers, and administrators to facilitate the inclusion of children and young adults with severe disabilities over many years. My response takes some of their most salient points even a step further, with some additional critical perspectives. The persistent segregation of individuals with the most extensive support needs is a social justice issue. This article focuses on the reasons for ongoing discrimination, including implicit biases and perceptions of competence, lack of preparation and experiences among key stakeholders, the people who benefit from segregation, and the misguided approach of “gradual inclusion.” It concludes with a plea for new laws and legislative mandates.

Social integration and social support are critical elements in determining a person's quality of life. To date, however, very little descriptive information is available on patterns of social contact between persons with severe disabilities and typical members of local communities. This report presents information on the social interaction patterns of 23 adults with severe disabilities across a 2 1/2-year time period. The staff in small, community-based residential programs collected continuous counts of the activities performed by residents and the people (companions) with whom activities were performed. Only those contacts that occurred with people other than people paid to provide support or other residents in the program were counted. The results indicate great variability in the social contact patterns across the 23 people observed, but that on the average they had contact with 63.5 different companions across the 30 months of observation. Social contacts occurred on the average of once every 2 days, and the durability of social contacts indicated that companions seldom continued the relationship beyond a 12-month period, except for family members or someone perceived as a “best friend.” Examination of the final year of observation indicates that the 23 people met about 17 new individuals across the 12-month period. The report offers implications of these results for further research on social contacts and the development of support strategies for building and maintaining social relationships.

The author examines the policies and treatment of children institutionalized during and after the communist regime, the adoption policies for these children, the human rights claimed in the name of these children, and the ecology of disabilities in Romania. Institutionalized children fell into three categories: children who had one or more minor to severe disabilities, children who had been abandoned, and children who were part of ethnic minorities, especially the Roma. The author reviews the literature on these topics and adds her own perspective, as a Romanian special education teacher and researcher. While during communism, institutionalized persons were invisible to the public and kept in inhuman conditions, after communism, increased awareness about the situation in state institutions and about disabilities and human rights in general led to the adoption and implementation of new disability-friendly policies. Currently, there is increased advocacy for the rights of the people with disabilities, although great challenges remain.
