In today’s turbulent world influenced by globalization, knowledge is becoming a key factor in the market. Every economy, if it wants to be successful and competitive, must pay more attention to knowledge and its creation, transfer, and preservation. In this respect, it is a key element in ensuring a country’s sustainable position in a competitive environment. Based on this, we set out the main idea of the article as follows: increased emphasis on the factors of a knowledge-based economy affects the growth of the country’s competitiveness, which contributes to its better sustainability. To verify the idea, we used a multi-criteria evaluation of countries by the TOPSIS method and a subsequent regression model. We examined developments in the EU countries over a period of 11 years in selected indicators typical for the knowledge economies, in the area of competitiveness. Finally, we examined the sustainability of EU countries. Based on the findings of these methods, we identified the leading country—Sweden—in the field of knowledge economy, competitiveness, and sustainability.

Although not explicitly regulated by the EU treaties, EU agencies not only exist but also have increased in number and power. In addition, while EU agencies may exercise very similar functions to those of the Commission, Articles 290 and 291 of the Treaty on the Functioning of the European Union (TFEU) do not list agencies among the possible authors of non-legislative acts. The existing situation raises the questions of the extent to which the ongoing agencification in the EU is legitimate and what its limits are. This article addresses these questions in the light of the old and new Treaties and case law, including the just releasedESMA-shortsellingcase. It shows that while the Lisbon Treaty made a few steps forward on the road of legitimizing EU agencies and delegating important powers to them, the scope of powers that EU agencies can have remains unclear. In this respect, the European Court of Justice's lenient approach in theESMA-shortsellingcase is unfortunate because it neither clarifies the issue nor pushes the Union Legislator and the Member States to address it. Consequently, in the absence of clear limits, further agencification is likely to persist at the risk of increasing the democratic legitimacy deficit and remaining accountability gaps.

Empirical evidence demonstrates the value of intellectual property (IP) in creating economic growth, enhancing productivity and profitability, and increasing enterprise value. Research and Development (R&D) intensive industries, such as the life sciences, where patents are critical to competition, need an enabling environment to institutionalise innovation and IP generation and reward investments in IP. The US has approached IP strategically and created an IP infrastructure. Japan aims to develop into an "IP nation". China has an increasingly well-developed IP system. In contrast, the European Union (EU), which aims to become the world's leading knowledge-based economy, has a fragmented and expensive system of national patents. It lacks an environment which values investment in IP generation and management. Until recently, the EU enjoyed global competitive advantage in the life sciences, but this advantage has been lost. To regain this competitive advantage the EU must invest substantially in R&D, IP generation and commercialisation of these outputs.

The period between March 1990 and June 1993 represents the critical window for European Union (EU)—Baltic relations. During this time Estonia, Latvia, and Lithuania laid the foundation for future EU membership. For its part, the European community made a commitment to include the three republics in the process of enlargement. This paper traces the beginnings of EU—Baltic cooperation and examines factors that led to growing political and economic convergence. Nordic membership in the EU, ex-Soviet troop withdrawal, and Russian parliamentary elections were instrumental in bringing both sides together on the road to enlargement, but collective guilt provided the underlying rationale. In this paper, the author argues that it is impossible to understand fully this process of convergence without taking into account the connotations and consequences of the “black trinity”: the Munich pact, the Molotov-Ribbentrop pact, and the Yalta agreement.

One of the most crucial factors of development of a knowledge-based economy is the innovativeness of enterprises, which leads to the growth the competitiveness of firms and econo-mies. The main goal of the article is to examine the innovativeness of Polish enterprises againstthe backcloth of the European Union and relation of innovativeness and development of knowledge-based economy. According to a study carried out by Eurostat (CIS 4) in the years 2002–-2004, the chief source of innovation in Poland and the entire European Union is enterprises’ inhouse research. A much less significant role is played by higher schools and public R&D units.Polish enterprises are below the EU average, both in terms of the proportion of firms engaged ininnovative activity and the proportion of those which have applied for patents.

The European Union (EU) and Serbia?s accession to this international organization in a relatively distant future are linked, in the eyes of the Serbian public, with numerous expectations, dilemmas, misunderstanding fears, joys and periodical manipulations. The topic is important, broad and complex, so there is a need for the basic and understandable explanations. While in Serbia this topic is one of the most important and high on the government?s agenda. In the EU and its member countries, it attracts almost no attention and is not a priority issue. Simply, the EU is concerned with much more important issues, such as its future constitutional system security, energy, globalization, unemployment, immigration, demographic problem (population ageing), monetary union, preservation of the single market and adjustment to the EU eastern enlargement of 2004 and 2007. After introduction to the advantages and problems relating to Serbia?s potential accession to the EU, the attention is turned to the issues that include geopolitical conditions for accession to the EU, legislation and functioning of the EU, as well as its budget. Effects of integration, the EU?s interest in Serbia and Serbia?s interest in the EU are presented before conclusions.

<p>The EU has recently adopted its new Framework Programme for Research & Innovation called Horizon Europe (HE) with a budget of 95 billion euros over 7 years (2021-2027). It includes many fundamental and application science areas where the meteorological and climate community at large can contribute to and benefit from funding.</p> <p>The event will include an introduction by Dr. Adrian Broad (UK Met Office and EUMETNET) to the three pillars of HE, followed by more insights for our community into the most relevant clusters and connections with the important HE missions. This will include among others: climate systems and extreme weather; sustainable and intelligent transport systems in the air, on the road or seas; space weather and earth observation; renewable energy and agriculture sectors; the ocean and marine environment; heat waves and air pollution impact on health; technology and the digital economy; or safe systems for critical infrastructures. To conclude, links between HE and other relevant EU programmes will be made, focussing on Copernicus, Digital Europe and the Civil Protection Mechanism.</p>

The study objective was identification of the service industries that determine the rate and lines of development of a knowledge-based economy. The analysis covered the EU member countries and the years of 2008-2012. This report consists of four sections. The first one provides the characteristics of a knowledgebased economy and describes the role of services sector in progressing towards this stage of development. The second section offers a classification of services that led to establishing the category of knowledge-based services. The industries classified as knowledge-based services contribute directly to the creation, processing and distribution of knowledge throughout an economy. The following part presents a division of the EU member economies into four groups, depending on their advancement towards the knowledge-based economy as defined by two indices: the Knowledge Economy Index (KEI) and the Knowledge Index (KI). The study concluded on empirical verification of the significance of knowledge-based services within individual European economies. In a knowledge-based economy, where knowledge is the key factor in gaining a competitive advantage, it is just the services related to knowledge acquisition, distribution and creation that drive the economic growth. The development level of service activities classified as knowledge-based services largely determines the economy’s performance in knowledge creation, distribution and use. This is so because these activities directly contribute to the economy’s competitive advantage based on knowledge.

Development of High Technologies as an Indicator of Modern Industry in the EuThe article tries to classify the EU states in terms of the advancement of structural changes in their industries on the basis of the increase in the share of advanced technologies in total industrial production, labour, added value, and surplus. In the times of the knowledge-based economy the ability to produce high-tech goods, the demand for which is growing much faster than for traditional goods, indicates the level of modernity of industry. The dynamic growth of the demand for knowledge-based high-tech goods results from the evolution of consumer habits, which are predominantly driven by educated and rich societies who demand that their sophisticated needs met. An important role in stimulating this demand is played by modern media as they instantly deliver information on the latest technical developments and are very efficient in transferring patterns of consumerism. The ability to adapt the structure of production to the needs of the market is crucial in defining a state's position in the international exchange of goods. This is due to the fact that the national technology is tightly interwoven with export abilities.
