Abstract In the last decade the European Union (EU) has been steadily increasing its’ ambition regarding the climate policy. Considering the linkage between the climate targets and energy sector’s greenhouse gas emissions, the EU’s member states are respectively adjusting their energy policies. One of the current trends in the EU is to increase the renewable electricity generation by roll-out of onshore and offshore wind parks. This research aims at evaluating the potential of large-scale wind parks in Latvia by using the cost-benefit and multi-criteria analysis from financial, technical, climate and administrative perspectives as well as considering the impact on security of energy supply. The results of the research show a good potential for onshore wind park development in Latvia without any state aid, while offshore wind parks are in a much worse position and would not be beneficial for the project promoters without any kind of EU or state aid.

This paper analyses the characteristics of large-scale offshore wind farm collection network and the impact of the medium voltage collection system optimization,while from the electrical technology point,it proposes the short circuit current of the collection network computational model and algorithms,based on the principle of equivalent circuit.Taking a wind power coolection system planned for a certain offshore wind farm planning for example, the validity of the model and algorithm is verified.

In this article, we shall see how pandemics of deadly diseases have changed tax systems over the past two millennia, each time leading to the emergence of new forms of taxation and tax administration. The purpose of the article is to prove that pandemics and the most notable innovations in tax policy are closely interrelated and that the consequences of the largest pandemics in the history of mankind are new approaches to the organization of national tax systems as well as the formation of interstate tax regulation. The lessons from history can be applied to the current corona crisis and may help us devise the appropriate anti-crisis tax policy. The study is based on the historical empirical-inductive method applied to reliable facts of the past related to pandemics and taxation. We trace the evolution of tax policy under the impact of the most significant pandemics and identify patterns of taxation and tax administration that are specific to their eras and are still relevant in the course of the pandemic COVID-19. Our analysis allows us to draw the following conclusions: (1) There is a historical link between pandemics and tax regulation. Many tax innovations originated in response to the consequences of large-scale epidemics of deadly diseases. (2) Many of the tax incentive tools used today in the fight against the corona crisis have already been used during previous pandemics so that we may learn from the experience of earlier times. (3) The COVID-19 pandemic can be expected to have several important consequences for taxation and public finance: innovations in tax administration with an emphasis on remote fiscal audits and digital control; innovations in the taxation of digital companies and their operations at the national and international level; possibly fundamental changes in the tax system of the European Union; and possibly a return of the inflation tax.

The article explores the issue of the function of shopping centres, in particular the analysis of the impact of their presence on society and the local development of cities and regions. Regarding the empirical aspect, the examples of Poznań (Poland) and Varna (Bulgaria) will be presented. As a result of similar socio‑economic conditions and joining the European Union at almost the same moment, all comparative studies reflecting preferences and market reactions seem both viable and interesting. In addition, the two cities chosen for the studies occupy a similar place in the hierarchy of the settlement network in their countries. They are large, well‑developed centres that attract the attention of investors from various segments of the real estate market. The research is part of the modelling of preferences of shopping centre customers areas, which in particular supports the investment decisions of developers operating in the analysed real estate market, and at the same time permits a diagnosis of social satisfaction. A derivative of the research is also the reconstruction of the effects of the functioning of large‑scale shopping malls in two Central‑Eastern European countries.

Certain privacy principles have been established by industry, (e.g. USCAM, 2006). Over the past two years, we have been trying to understand whether such principles reflect the concerns of the ordinary citizen. We have developed a method of enquiry which displays a rich context to the user in order to elicit more detailed information about those privacy factors that underpin our acceptance of ubiquitous computing. To investigate use and acceptance Videotaped Activity Scenarios specifically related to the exchange of health, financial, shopping and e-voting information and a large scale survey were used. We present a detailed analysis of user concerns firstly in terms of a set of constructs that might reflect user-generated privacy principles; secondly those factors likely to play a key role in an individual’s cost-benefit analysis and thirdly, longer-term concerns of the citizen in terms of the impact of new technologies on social engagement and human values.

Abstract. In order to ensure relevance and societal impact of research and to meet the various requirements of different target groups, the Coastal Observing System for Northern and Arctic Seas (COSYNA) developed and pursued a broad range of activities for knowledge transfer and stakeholder interaction. Potential user groups of data and data products include (but are not limited to) science, administration, renewable energies, engineering, tourism, and nature conservation. COSYNA data and data products are publicly accessible and available free of charge via the Internet (data portal; www.cosyna.de). The stakeholder interaction is integrated into the COSYNA product life cycle outlined here and the steps undertaken are exemplified for the product Surface Current Fields in the German Bight. Initial surveys revealed COSYNA's potential relevance in the national and international context. After the technological and mathematical realization of high-quality parameter fields, external experts evaluated the scientific value, informational value, innovative leap, cost/benefit aspects, operability, etc., of the data products. In order to improve products and their usability and to pave the way for future co-operation, interviews and workshops with potential users from the offshore wind energy industry were conducted. The stakeholder interaction process was successful, revealing relevant insights into user demands and usability of (possible) products. Analysis of data download provided some evidence for impact beyond academia. Other criteria for the increasingly demanded evaluation of the impact of coastal research are discussed. By sharing first-hand experiences, this study contributes to the emerging knowledge on integration of science and end users.

Aim of study: The utilization of agricultural residues may become one of the major sources for production of energy from biomass. The objective of this paper was to analyse the type and quantity of agricultural residues and to determine their energy potential.Area of study: The Međimurje County (north Croatia).Material and methods: The paper analyses three models of sustainable agricultural residues management applying the multi-criteria analysis. The assessment included potentially available quantities of residues in crops, fruit, viniculture and livestock production. For determining the most appropriate model of residues utilisation the multi-criteria analysis was applied.Main results: The results show that total quantities of agricultural biomass amount to 323,912 t with energy potential of 1,092 TJ annually. The largest sustainably available potential of agricultural biomass consists of biomass from arable crops production, with total quantity of 33,670 t followed by 281,233 t of manure from livestock production. The lowest share of potential biomass are pruning residues in fruit and grapevine production with total available residual quantity of 8,109 t. Also, it results from the multi-criteria analysis that a central large scale plant for biogas production is the most feasible facility for such production.Research highlights: The results of this paper provide ground for further development of the models for assessing the sustainability of using agricultural residues, and they can also serve as a basis for assessments of bioenergy projects in specific regions of the European Union.

Advancements in wind turbine condition monitoring systems over the last decade have made it possible to optimise operational performance and reduce costs associated with component failure and other unplanned maintenance activities. While much research focuses on providing more automated and accurate fault diagnostics and prognostics in relation to predictive maintenance, efforts to quantify the impact of such strategies have to date been comparatively limited. Through time-based simulation of wind farm operation, this paper quantifies the cost benefits associated with predictive and condition-based maintenance strategies, taking into consideration both direct O&M costs and lost production. Predictive and condition-based strategies have been modelled by adjusting known component failure and repair rates associated with a more reactive approach to maintenance. Results indicate that up to 8% of direct O&M costs can be saved through early intervention along with up to 11% reduction in lost production, assuming 25% of major failures of the generator and gearbox can be diagnosed through advanced monitoring and repaired before major replacement is required. Condition-based approaches can offer further savings compared to predictive strategies by utilising more component life before replacement. However, if weighing up the risk between component failure and replacing a component too early, results suggest that it is more cost effective to intervene earlier if heavy lift vessels can be avoided, even if that means additional major repairs are required over the lifetime of the site.

Abstract Offshore wind technology is at the forefront of exploiting renewable energy at sea. The latest innovations in the field comprise floating wind turbines deployed in deep waters that are capable of intercepting the stronger, less turbulent winds farther away from the landmass. Despite being able to augment the power harnessed, wind resources remain intermittent in nature, and so unable to satisfy the energy demand at all times. Energy storage systems (ESS) are therefore being considered a key component to smoothen out the supply-demand mismatch when wind penetration into electricity grids increases. Yet, multiple issues pertaining to the integration of ESSs on large-scale projects arise, including economic, environmental and safety considerations. This paper presents a novel concept for integrating a hydro-pneumatic energy storage (HPES) system within a spar-type floating offshore wind turbine (FOWT) platform. It aims to assess the technical feasibility of integrating the storage unit within the floater. A preliminary investigation on the influence of integrated storage on the static stability and hydrostatic response of a conventional ballast-stabilised FOWT is conducted, followed by numerical simulations for the dynamic response using ANSYS® AQWA™. Based on the results presented, several conclusions are drawn on the implications of integrating energy storage with floating wind turbine structures. Finally, a preliminary assessment of the thermal efficiency of the storage system based on this specific embodiment is also presented and discussed.

<p>The decarbonisation of power production is key to achieving the Paris Agreement goal. Wind and solar energy have matured and decreased in cost rapidly into cost-effective decarbonisation solutions. However, the location of renewables effects the impact on the environment and the communities they are sited. Thus, socio-environmental constraints can strongly limit the overall capacity potential affecting the technology choices, resulting costs and political feasibilities of reaching the national emission reduction targets. Nevertheless, socio-environmental acceptance is usually not considered when studying the transition to a net-zero energy system.</p><p>Norway has one of the best wind energy potentials in Europe and a large scale deployment in combination with increased interconnection could have effects on the rest of the European power system. However, recent projects have been facing large opposition. This may be surprising as Norway has very low population density but the right to unspoilt nature is strongly anchored in the Norwegian culture and Sami reindeer herding could be disturbed by wind projects.  In 2019 the Norwegian Water Resources and Energy Directorate (NVE) proposed a national framework for wind energy which defined the most suitable areas for wind energy development. After massive protests the framework was recently withdrawn by the government. Offshore wind energy is often seen as a potential solution as socio-environmental opposition is expected to be lower but it is more expensive. However, it is as socio-political decision to choose a more expensive technology, site or mitigation option. A spatially-dependent capacity assessment under different socio-environmental scenarios and their effect on energy system design is missing to allow for such discussion.</p><p>Here, we close this gap by analysing the NVE framework, previous concessions and related opinions, literature, newspaper articles and perform interviews with key stakeholders to design three scenarios of socio-environmental acceptability for onshore/offshore wind and solar energy. Based on the here developed scenarios we then conduct a GIS analysis to determine the spatially dependent capacity potential per technology and scenario. Finally, we implement these geospatial capacity scenarios into a high spatial and temporal resolution electricity system model for Europe (“highRES Europe”) to analyse the effects on the Norwegian and European electricity system design in 2050.  </p>

SUMMARYThe risk of classical scrapie in sheep is associated with polymorphisms in the prion protein (PrP) gene. In recent years, large-scale selective breeding programmes for sheep at lower risk of disease have been undertaken across the European Union. We analysed large-scale datasets on scrapie and sheep demography to investigate additional effects of sheep breed on scrapie risk. There was evidence for variation between certain breeds in the scrapie risk of some PrP genotypes, which could be caused by innate breed differences or distinct scrapie strains circulating within them. While the PrP genotypes of cases are generally consistent across breeds, some exceptions provide evidence that scrapie strain may influence affected PrP genotypes to a greater extent than innate breed differences. There was a significant association between the breed-level incidence of scrapie and the frequency of susceptible PrP genotypes in breeds. Our results lend support to selective breeding programmes which aim to reduce the frequency of high-risk PrP genotypes with measures not varying by sheep breed.
