Abstract Obtaining a sufficient amount of measurable and reliable results of student surveys has always posed a challenge for university teams tasked with the provision of the quality of education. This is especially visible at faculties where education is based on the classic classroom-based model, which then transfers to clinical units, hospital wards, and specialist laboratories. The highly unpredictable pandemic situation caused by the SARS-CoV-2 virus raises the bar for the evaluation of didactics. Fortunately, the continuous technological progress in the area of Artificial Intelligence makes it possible to design the implementation of tools that would improve the position of systems for the management of courses of studies. The evaluation survey for didactic classes, as one of the last output data obtained during the process, may finally become a fully recognized source of information about the conducted classes and the teachers themselves. On the other hand, it may become a tool for those surveyed to influence the quality of classes, express their opinion, present suggestions and propositions generally pertaining to changes in the process of education. New information technologies not only make it possible to improve the effectiveness of reaching the recipients, but also provide completely new, very reliable methods of acquisition of credible behaviour, used as integration data in solutions based on machine communication. Using Artificial Intelligence coupled with data may make it possible to use intelligent communication for effective management of the process of surveying – a solution that has so far been used in business, in the form of the so-called bots. As a result, this would lead to an ongoing, fully quantitative and qualitative, assessment of classes.

Image analysis using neural modeling is one of the most dynamically developing methods employing artificial intelligence. The feature that caused such widespread use of this technique is mostly the ability of automatic generalization of scientific knowledge as well as the possibility of parallel analysis of the empirical data. A properly conducted learning process of artificial neural network (ANN) allows the classification of new, unknown data, which helps to increase the efficiency of the generated models in practice. Neural image analysis is a method that allows extracting information carried in the form of digital images. The paper focuses on the determination of imperfections such as contaminations and damages in the malting barley grains on the basis of information encoded in the graphic form represented by the digital photographs of kernels. This choice was dictated by the current state of knowledge regarding the classification of contamination that uses undesirable features of kernels to exclude them from use in the malting industry. Currently, a qualitative assessment of kernels is carried by malthouse-certified employees acting as experts. Contaminants are separated from a sample of malting barley manually, and the percentages of previously defined groups of contaminations are calculated. The analysis of the problem indicates a lack of effective methods of identifying the quality of barley kernels, such as the use of information technology. There are new possibilities of using modern methods of artificial intelligence (such as neural image analysis) for the determination of impurities in malting barley. However, there is the problem of effective compression of graphic data to a form acceptable for ANN simulators. The aim of the work is to develop an effective procedure of graphical data compression supporting the qualitative assessment of malting barley with the use of modern information technologies. Image analysis can be implemented into dedicated software.

A consistent approach to improving the quality of draft of normative legal acts contributes to the development of socio-economic relations in the country, reducing bureaucratic procedures and generally improves public administration. The quality of rule-making and its effectiveness largely determine the implementtion of a particular state policy task. Kazakhstan has created all conditions for the development of legislation and its improvement. Moreover, measures are being taken to introduce new information technologies to adjust existing legal norms. The article describes the existing system of state rulemaking, as well as the prospects for using new technologies.

Distance learning is currently one of the most topical problems at the intersection of technical and pedagogical disciplines. The widespread introduction of distance learning in secondary and higher education has revealed a significant layer of problems that should be addressed by information technologies specialists, teachers, scientists, psychologists in cooperation with officials. The article discusses the main problems that arose during the transition to distance learning, the solution of which will raise the quality of education to a new level, including after the end of the new type of coronavirus pandemic. The authors highlight the organizational, technical and social problems in the process of organizing distance learning, the totality of which can be considered as a challenge to the education system.

This article highlights current issues of the organization of distance learning and its role in the educational policy of the Republic of Uzbekistan. The role of this form of education as a factor in improving the quality of education in higher education is considered. One of the factors for improving the quality of education in the system of higher professional education is the widespread adoption of modern information technologies, including multimedia and virtual. Modern information technologies in combination with pedagogical technologies can significantly increase the effectiveness of the educational process; to achieve a solution to the main problem: the development of cognitive skills of students, critical and creative thinking, the ability to independently construct their knowledge, navigate in the information space.

One of the decisive directions for solving problems of improving the quality of education is the development of pedagogical systems and their components, the use of new approaches and teaching methods, which are implemented in close interaction with the latest information technologies. Increasing the motivation of students, involving them in interaction within the educational process, can improve the quality of education, develop the necessary competencies. It is proved that interactive learning technologies have great educational and development potential, provide maximum activity of the participants in the educational process, optimal training time and its effectiveness. The article highlights the essence of innovative educational technologies, examines the peculiarities of pedagogical technology "learning in cooperation" as an integral part of the personality-oriented approach in teaching. It was analyzed author's research about training in cooperation with the use of computer technology. The article describes the structure of conducting classes in the form of training in cooperation, the stages of teaching communication, didactic conditions that can provide an effective organization of the stages of learning communication, taking into account the specifics of the learning process. The possibilities of using online tools of interactive learning for the implementation of educational cooperation are demonstrated. The possibilities of using online tools and resources that allow organizing cooperation during the educational process are analyzed. The stages and directions of cooperation with the use of online services are considered. An overview of the tools was carried out and examples of their application were prepared at all stages of the educational process. The advantages of using the described services are demonstrated.

The COVID-19 pandemic has led to history's most significant educational disruption, affecting nearly 1.6 billion students in more than 190 countries and all continents. Closures of schools and other learning spaces have impacted 94 per cent of the world's student population, up to 99 per cent in low and lower-middle-income countries (UESCO CONCEPT, 2020). Like all countries in the world, Armenia has not escaped the damage caused by the pandemia. The impetus for the implementation of such a program has come from the initiative of the UNESCO's Associated Schools Network (ASPnet), which aims to raise awareness in the current COVID_19 epidemic and to study the education processes and conditions, quality of education, as well as advantages and disadvantages of distance learning in the general education system. This study aimed to contribute to achieving the 4th goal of sustainable development in the general education system in pandemic conditions. During the program, students were introduced to the difficulties and benefits of hybrid and distance learning, the importance of participation, the opportunity to self-learn, and the need for empathy and mutual assistance during COVID-19. UNESCO Associated and UNESCO Partner schools have been selected for participation in the research. These schools have actively participated in the previous projects implemented by UNESCO and have had involvement in different national and international projects. The project results showed that learning is more effective with the parallel introduction of distance and face-to-face (the traditional style) learning. Hybrid learning has ensured high student performance by solving modern organizational problems and using modern information technologies.

In the current economic context, decision making requires complex and multiple actions on the part of the policy makers, who are more challenged than in previous situations, due to the crisis that we are facing. Decision problems cannot be solved by focusing on manager’s own experience or intuition, but require constant adaptation of the methods used effectively in the past to new challenges. Thus, a systemic analysis and modeling of arising issues is required, resulting in the stringent use of Decision Support Systems (DSS), as a necessity in a competitive environment. DSS optimize the situation by getting a timely decision because the decision making process must acquire, process and interpret an even larger amount of data in the shortest possible time. A solution for this purpose is the artificial intelligence systems, in this case Decision Support Systems (DSS), used in a wider area due to expansion of all the new information technologies in decisionmaking processes. These substantial cyber innovations have led to a radical shift in the relationship between enterprise success and quality of decisions made by managers.
