Foucault, Governmentality, Neoliberalism and Adult Education - Perspective on the Normalization of Social RisksThe article deals with the relevance of the work of Foucault to critical analysis of the political concept of lifelong learning that currently dominates. This concept relates to the field of adult education and learning. The article makes reference to the relatively late incorporation of Foucault's work within andragogy. It shows the relevance of Foucault's concept of a subject situated within power relations where the relation between knowledge and power plays a key role. The analysis of changing relations between knowledge and power will help us to understand important features of neoliberal public policies. The motif of human capital is key. The need to continually adapt to the changing economic and social conditions follows on from the neoliberal interpretation of learning, and the individual is to blame for failure on the labour market or in life generally.

Ao analisar as teorias de Pierre Bourdieu e Paulo Freire sobre educação, bem como a posição acadêmica e política dos autores sobre o tema, o artigo pretende refletir sobre projeto ‘Escola sem Partido’ e sua implicação em relação à prática dentro da sala de aula. Tal movimento que, nos últimos tempos, ganhou destaque no cenário brasileiro é contra o que chama de doutrinação política e ideológica dos alunos por parte dos professores e a usurpação dos direitos dos pais na educação moral e religiosa de seus filhos. Constatou-se que no cenário brasileiro atual existe uma iniciativa de diminuir a força da análise crítica dentro das escolas. A própria natureza do ‘Escola sem Partido’ traz essa premissa, pois a intenção de desmerecer a posição política do professor junto aos seus alunos demonstra que o propósito seja desqualificar a iniciativa de incentivar uma consciência crítica, o que, de múltiplas formas discutidas no presente estudo, colabora para que a relação oprimido e opressor prospere.Palavras-chave: Educação. Escola sem Partido Reflections about ‘Escola sem Partido’ inspired by the theories of Paulo Freire and Pierre BourdieuAnalyzing the theories of Pierre Bourdieu and Paulo Freire on education, as well as the academic and political position of the authors on the theme, the article intends to reflect on the project “Escola Sem Partido” and its implication in relation to the practice within the classroom. This movement, which recently gained prominence in the Brazilian scenario, is against what it calls the political and ideological indoctrination of students by teachers and the usurpation of the rights of parents in the moral and religious education of their children. It was found that in the current Brazilian scenario there is an initiative to reduce the force of critical analysis within schools. The very nature of the “Escola Sem Partido” has this premise, since the intention to discredit the teacher’s political position with his students demonstrates that the purpose is to disqualify the initiative to encourage a critical conscience. What, in many ways is discussed in the present study, contributes to the oppressed and oppressive relationship to thrive.Keywords: Education. Autonomy of the Individual. Nesse artigo vamos analisar a questão do medo, e o uso político do medo, comparando dois casos dessa utilização da estratégia do medo no discurso político da mídia televisiva, os quais foram efetuados em dois momentos diferentes, nas campanhas eleitorais das eleições presidenciais de 2002 e 2014. Além disso, busca-se relacionar o discurso do medo na mídia, às condições de incertezas, a busca do prazer, o consumo e o individualismo instauradas na pós-modernidade. A partir de uma análise crítica das condições sociais, pretende-se investigar como o medo, potencializado pela mídia, é capaz de produzir um efeito de alienação capaz de criar um discurso que acaba se repetindo mecanicamente, reproduzindo ações e ampliando conceitos artificiais introduzidos socialmente, produzindo, mesmo, a proliferação de preconceitos, discursos fáceis e estereotipados. PALAVRAS-CHAVE: Comunicação, Medo, Política, Mídia, Sociedade de Consumo ABSTRACTIn this article we will examine the issue of fear, and the political use of fear, comparing two cases of such use of the strategy of fear in the political discourse of the television media, which were carried out in two different moments, in the election campaigns of the presidential elections of 2002 and 2014. In addition, we seek to relate the speech of fear in the media, the conditions of uncertainty, the pursuit of pleasure, consumption and individualism brought in post-modernity. The article analyses the problem of human/intellectual capital in the context of the integration of an individual into the labour market, the role of human capital in the activity of enterprises (organizations). According to the information of the Department of Statistics on adult education,and data of sociological research (results of the research of employers and graduates working in their enterprises) the development of human capital, the need and the investment possibilities are assessed in Lithuania.

Drawing on Biesta’s distinction between three functions of education: qualification, socialisation and subjectification, the chapter traces adult education policy in Denmark from the 1960s to the 2010s. Based on analysis of policy papers, we show how adult education policy during the past 50 years has developed from a combined focus on all three functions of education to a dominant focus on qualification from a human capital perspective, subordinating socialisation and subjectification to the idea of integration into the labour market and being employable. By shedding light on changes in adult education policies, we aim to question today’s language of economic necessity and technocratic inevitability in relation to adult education policy and to evoke a discussion about what adult education should be good for. The historical reading of Danish adult education policy, thus, serves as a resistant act by showing that adult education can be and has been thought otherwise.

The chapter begins with an introduction of the basic Mincer, Shultz and Becker human capital model. Section 2 discusses two theories that question the model’s link between education and labour market skills. The first theory argues that the education is a device to signal to potential employers that the individual has high natural abilities that are unobservable to the employer while the second argues that education sorts workers into different labour markets that are segmented by wider socio-economic forces. Section 3 considers two more recent developments. The first involves sequential analysis in which the decision-maker learns more about his or her abilities and opportunities as a result of participating in education or training, while the second uses a ‘skill ecosystem’ metaphor to express how educational institutions, students, employers and policy makers can combine to sustain a high-skills, high-wage equilibrium or reinforce a low-skills, low-wage equilibrium.

Initiated by none other than education to defend humanity as a whole through physical and psychological dimensions. Therefore, education can not be reduced merely to deliver students a mere material satisfaction, while the value immersiaal as social, spiritual and transcendental. Therefore, the curriculum should be developed on the basis of social conditions, culture and history which is held up the process of education or it is called place-based education. This brief paper will try to indigenous community "Sedulur sikep" perspective or better known as Samin in scrutinizing the school children which is not sensitive to social phenomena such as natural disasters and the environmental sustainability. Important message of this paper asserts that the most basic education is delivered into the individual learners who have senses of curiosity, so they still learn though it is complete / graduate school at their level. So awareness of lifelong learning woke up and could open eyes and mind to always seek and find wisdom so that the parts coming civilized community will wake up.

The article reviews the changes in legal acts and their role in the development of adult education in Lithuania. Developing learning opportunities and bringing educational services closer to each individual is a political action based on a fundamental provision of respect for the individual, his / her ability to create one's own life and that of his / her loved ones and the duty to help to do it as best as possible. Education, as an institution, has an increasingly complex role to play in justifying and creating a common educational content on which to build the social life of society in order to enable a person to develop general skills, lifelong learning skills, and helping him to adapt to a constantly changing environment. The laws and resolutions discussed reflect the advanced attitude of adult education in Lithuania as an important part of the lifelong learning system in society and provide wider opportunities for its development. Summarizing the normative documents regulating adult learning, it can be stated that at the level of strategic objectives they are relevant and purposeful, but not sufficient in some cases.
