Subject. The article discusses the development of small businesses in the USA though supporting measures. Objectives. We suggest how small businesses should be supported and developed by analyzing the relevant practices in the USA. We also identify and analyze factors and conditions that contribute to the development of small businesses through supportive measures taken in the USA. Methods. We use the methods of analysis, synthesis and logic research through the creative data approach. Results. In this article we analyze the specifics of tax treatment of business and small business, first of all, in Foreign Trade Zones and in the USA as a whole. We reveal special tax regimes in the USA, referring to the business environment of SME in Russia just for the sake of comparison. Having analyzed relevant positive practices in the USA, we suggest how small businesses should be supported and developed in Russia, which is the novelty of this study. Conclusions and Relevance. We conclude that the apparatus the USA uses to bring its small business sector to the international market and expand its operations, helps businessmen increase their profit and sales, get more free from seasonal fluctuations and turbulence in the domestic market and receive real financial aid. Supporting the small business, the State should prioritize ensuring sufficient jobs for the people, including the creation of additional ones.

This paper focuses on the management of small businesses in Russia. Despite the growing importance of the Russian small business sector, there are surprisingly few empirical studies focusing on this topic. As the business environment in Russia is repeatedly noted to be in constant change, the purpose of the paper is to explore Russian owner‐managers perceptions of the development of their business environment from 2000 to 2004. The paper reports the results of a survey conducted among 164 business managers in North‐West Russia. The results indicate that Russian owner‐managers tend to monitor changes in the business environment and adapt their management accordingly, if not beforehand. However, the results are not unambiguous, as the study found wide variations in the extent to which gap the managers monitored and adapted to perceived changes in the business environment.

The article substantiates an important factor in the socio-economic development of the state is the development of the business sector in general and small businesses in particular. This highlights the need to study the socio-economic preconditions and the state of formation and realization of the potential of small business in Ukraine. The article analyzes the quantitative indicators of small businesses (including those compared to the EU). According to the results of generalizing various surveys and monitoring, the main barriers to doing business in Ukraine are the low purchasing power of citizens, restrictive measures in connection with the pandemic, fiscal pressure, as well as pressure from government agencies, and corruption. It is established that according to the SME policy index, Ukraine, despite some improvement in the environment for the business sector, still has less favorable conditions for business activity compared to the Eastern Partnership countries. Based on the analysis of Ukraine’s rating positions according to a number of indices, it has been established that our state demonstrates the most unfavorable conditions for the development of small businesses according to the index of perception of corruption and economic freedom. Among the trends that indicate the improvement of conditions for the formation and realization of the potential of small business in Ukraine is the increase of Ukraine’s rating position on the indices of ease of doing business and ease of paying taxes. It is proved that the conditions of small business lending in Ukraine, although showing some improvement, still remain unfavorable and hinder the development of small businesses. An important tool for the formation and realization of the potential of small business is its grant support, the most important partner in providing which for Ukraine in the EU. It is proved that Ukraine has a well-developed infrastructure to support small businesses, but the formality of its operation is quite common. According to the criterion of compliance with the principle of predictability in regulatory activities, most government agencies show a fairly low level of predictability, which is a deterrent to business development, as it increases the uncertainty of the business environment. It is proved that despite the presence of a number of problems and deterrents for small business development, Ukraine has a significant number of strengths and opportunities for the formation, development, and realization of small business potential.

With the world wide focus on large corporations and the ethical conduct of specifically the top managers it has become clear that ethics are part and parcel of all businesses. This however does not mean that only large corporations will be screened – it also applies to smaller businesses. The small business sector plays a vital role in the economic development and job creation in the Republic of South Africa. It is important to consider the perception employees have towards their ethical responsibilities in the business sector in order to ensure the successful development of the small business sector of South Africa. The main purpose of the study is therefore to determine the perception employees have towards their ethical responsibilities as well as the types of ethical misconduct employees of small businesses have experienced in the business environment. The research followed a quantitative approach where a survey questionnaire was used as the data collection method. The results indicated that employees of small businesses have a positive view regarding their responsibilities as an employee to acting ethically. Respondents also indicated the most encountered misconduct is observing unethical behaviour and wanting to tell someone regarding unethical misconduct observed. The study also found that employees mostly turn to family members for advice on ethical misdemeanours. This article mainly aims to introduce the particular charactersitics of the ERP systems, used for managing small businesses, by answering several basic questions related to this topic: What do we generally understand by ERP systems? What is the essence of ERP for small business? What is the role of ERP for small business? What do we understand by small business? What are the characteristics of small business? What is the role of small business in society? What are the basic problems of small business? What is today’s business environment? In this respect, the report introduces the essence and the role of the ERP systems used for managing small business organizations in a structured and summarized way. It shows how the specific characteristics of small business and today’s business environment affect the ERP configurations, compared to those used in large organizations. At the end of the paper, a summary is provided of the characteristics of the ERP systems used for managing small organizations.

This article analyzes the situation of innovative approaches to building business processes and interaction between universities, the government,  and representatives of the business environment. A methodology is proposed by the authors for calculating the feasibility of government support for small innovative enterprises (SIEs) as independent small business entities organized at higher educational institutions of the Russian Federation, the activities of which are aimed at research, development, implementation, and commercialization.The importance and role of small innovative entrepreneurship in the economy of the country and large cities is becoming the main world trend. Russia is trying to match its innovation strategy in small business, but the success is, unfortunately, still negligible. On the part of the government, millions of rubles are allocated to support small innovative entrepreneurship, as well as the construction of technology parks, the creation of business incubators, technological laboratories, and platforms being organized at universities in order to ensure the implementation of innovative projects. In accordance with the Federal Law of the Russian Federation No. 217-FL of August 2, 2009, universities were able to register small innovative enterprises on their territory as independent small businesses in the sphere of innovative development, whose activities are focused mainly on the commercialization of intellectual property objects and their active promotion in the market.Nevertheless, the implementation of new technologies and know-how is associated with greater risks of SIEs and needs a methodical approach to assess the appropriateness of providing government support to such enterprises. We are going to consider and calculate the indicator of the feasibility of government support for a small innovative enterprise in the amount of 50 million rubles for a period of five years for its development and will prove the increase in the efficiency of the enterprise and the possibilities for its development through the government support mechanisms for innovations.

Іntroduction. The stable functioning and qualitative development of enterprises of the small business sector largely depend on the state's effective regulatory policy in a modern economy. Necessary are regulatory measures of the state in relation to entrepreneurship development, increase their efficiency, improvement of methods of influence on entrepreneurial activity, which will help to equalize cyclical tendencies in the functioning of small businesses, increase their social role in the social and economic development of regions and the country as a whole. In this regard, it is expedient to study the current state of small business development through the prism of identifying the advantages and disadvantages of regulatory policy in this area. Methods. General scientific and special methods are used: statistical analysis and systematization; empirical synthesis and generalization in the process of research. Results. The article covers the existing manifestations of improvement of certain important economic indicators: increase of sales volumes, growth of the share of small business in GDP and in the total number of economic entities, increase of assets and capital, increase of labor productivity and social parameters. The shortcomings of small business development in Ukraine were identified, among them: a decrease in the number of small business entities, low financial and economic efficiency, weak financial and economic status of small enterprises, high level of profitability of economic activity, small number of employed and self-employed in this sector of the economy, reduction of available workers places, critical imbalances and deformations in the development of the small business sector in the spatial and sectoral aspects. Discussion. Since regulatory policy plays a strategically important role in the functioning of the small business sector, the study of its effectiveness and the identification of deficiencies will allow to form a high-quality business environment favorable for the activation of the entrepreneurial activity of the population, the emergence of new ones, and the improvement of the efficiency of business activities of the small business actors, balanced development of the entrepreneurial sector of the national economy as a whole. In modern economic conditions, the state of small business is an indicator that reflects the dynamics of the development of the main socio-economic trends occurring in the country. In return, the current crisis phenomena have a negative impact on the development of small business, which contributes to the formation of the middle class, which makes up a significant part of the economically active population of the country. Despite all the measures provided by the government of the Russian Federation (tax holidays, subsidies, reduction of the tax burden due to the introduction of special tax regimes, etc.), the number of small businesses is decreasing. This article analyzes the current state of the state’s tax policy in relation to small enterprises, examines the issues of taxation of small enterprises in Russia, and identifies the main trends and disadvantages of taxation of small businesses. The most complex and urgent problems of functioning and further development of small businesses are identified and characterized. Statistical data on the dynamics and structure of small businesses by type of economic activity in Russia, the dynamics of the tax burden on small businesses, and tax revenues to the budget of the Russian Federation are presented and analyzed. The article substantiates the need to reform the tax system as a necessary measure to support small businesses, designed to improve and accelerate the dynamics of socio-economic development of the state.

This chapter serves to raise an awareness of some of the more cutting edge Internet innovations and applications that may become viable and useful to the small business operator in future. The chapter focuses on some of the new and emerging forms of technologies that the authors have identified as potentially affecting the Web presence. Consequently, the topic areas and content examined in the chapter does not claim to be all encompassing or prescriptive. Some of the innovations examined are nascent and may not progress to a critical mass for general adoption, whilst others tend to be used by larger business entities, possibly requiring a re-configuration if they are to be successfully used in the small business environment. Arguably, many if not all would in some way impact on the business Web presence if they were to be adopted in future. An examination of the adoption and use of new forms of technology and ideas - or innovations as they are sometimes referred - can be assisted by examining how the early adopters use these innovations. This was briefly discussed in Chapter IV. The concept of innovation adoption and the importance of early adopters is well documented by Rogers (1995). The Rogers’ paradigm describes how innovations advance, or diffuse, through a population either to be adopted or to be rejected. The successful diffusion of an innovation generally follows the S-shaped rate of adoption when a cumulative curve is plotted. The cumulative S-shaped rate of adoption curve is depicted in Figure 1 showing the relationship between the adopters and late-adopters over a period of time. Generally, the adoption of the innovation by the early adopters results in an adoption curve that is reasonably flat. However, as more members of a business group adopt the innovation, the curve ‘takes off’, with the advent of late adopters signalling the innovation has diffused through that particular group. Clearly, for the small business operator an indicator of an innovation that may be associated with a Web presence can be closely allied in the identification of the early adopters. The early adopters are important in the diffusion process as opinion leaders - where potential adopters look to them for advice and information, as well as best practices to emulate. Moreover, the early adopters are considered to be the individuals to investigate or analyse before using a new idea, tending to serve as role models for many others. Early adopters can be deemed to be the most important constituent in the innovation-diffusion process because they decrease uncertainty about a new idea or technology, and as a consequence convey a message of acceptance and effectiveness to peers (Rogers 1995). According to Norman (1998), the early users of an innovation provide the experience for the late adopters to observe and to learn from. Norman further suggests that even though these early users are relatively few in number, they are the drivers of a technology and can provide examples of how and why that innovation can be used. Arguably, the small business operator by conducting an examination within their own industry for the specific use of new forms of Web-related technology will identify a set of industry early adopters from which they themselves can learn from. Small businesses have been known to be conservative in nature in relation to their use of ICTs, so many feel quite comfortable with the notion of waiting until the early adopters have been successful or otherwise. Of course, if the adoption has been successful they do not necessarily achieve the same level of benefits (often resulting in competitive advantage) that early adopters realise, but at the same time they are not taking the same risk with an unknown technology. Often, the late adopter is forced to adopt the technology as it has diffused through the majority of the industry as is regarded as a requirement by business partners or customers.

It is widely recognized that small businesses with less than 50 employees make significant contributions to the prosperity of local, regional, and national economies. They are a major source of job creation and a driving force of economic growth for developed countries like the USA (Headd, 2005; SBA, 2005), the UK (Dixon, Thompson, & McAllister, 2002; SBS, 2005), Europe (European Commission, 2003), and developing countries such as China (Bo, 2005). The economic potential is further strengthened when firms collaborate with each other; for example, formation of a supply chain, strategic alliances, or sharing of information and resources (Horvath, 2001; O’Donnell, Cilmore, Cummins, & Carson, 2001; MacGregor, 2004; Todeva & Knoke, 2005). Owing to heterogeneous aspects of small businesses, such as firm size and business sector, a single e-business solution is unlikely to be suitable for all firms (Dixon et al., 2002; Taylor & Murphy, 2004a); however, collaboration requires individual firms to adopt standardized, simplified solutions based on open architectures and data design (Horvath, 2001). The purpose of this article is to propose a conceptual e-business framework and a generic e-catalogue, which enables small businesses to collaborate through the creation of an e-marketplace. To assist with the task, analysis of data from 6,000 small businesses situated within a locality of Greater Manchester, England within the context of an e-business portal is incorporated within this study.
