In this research authors carried out economic and mathematical modeling of foreign trade activity in order to analyze an impact of applied tariff regulation measures on a level of state economic security taking into account its food component. By formalizing the Grossman-Helpman model, the specifics of interaction between consumers, producers and a state (as participants in the import substitution process) were assessed. The structural components of the model are implemented. A decentralized analysis of the regions was carried out. Algorithmic approaches to the development of regions are formulated. Thus, on the basis of the applied model, differentiation of the regions of the Southern Federal District and North Caucasian Federal District according to the level of import substitution potential, as well as fragmentation of the foreign trade policy applied by the state has been established.

Background. The problem of stable activity of domestic producers, in particular in the production of leather and footwear, is exacerbated by increasing global competition along with the loss of significant share of domestic and foreign markets. The regulating of the development of industrial production, domestic and foreign markets for light industry products is one of the most important tasks of the state today. Therefore, the assessment of the state of Ukraine’s foreign trade in the leather and leathermaterials market is important component for forecasting andshaping the development of domestic leather manufacturing. The aim of the work is to analyze the dynamics of Ukraine’s foreign trade on the leather materials market and to establish key directions for thedevelopment of Ukraine’s leather industry to increase the competitiveness of domestic products in an international environment. Materials and methods. Methods of analysis and synthesis, comparison and gene­ra­lization are used for work. Statistical data of the State Statistics Service of Ukraine, customs statistics of the State Fiscal Service of Ukraine, as well as data from the Inter­national Trade Center are used to study the leather market of various finishing methods in the world. Results. The analysis of foreign trade activities of the leather materials market showed that leather, additionally processed after tanning, significantly exceeds exports in imports, while tanned leather without processing in exports is ten times higher than im­ports. The analysis of world trade indicators determined that leather with a natural full grain surface is characterized by the greatest competitiveness against polished leather withan artificial grain surface. According to the indicators of foreign trade activity, Ukraine ranks third among the countries – leaders in world imports of leather with a natural full grain surface configuration in the form of halves. According to this commodity position, Ukraine ranks 13th in world exports. Conclusion. The analysis of Ukraine’s foreign trade on the leather materials mar­ket revealed the need of forming commodity and technological specializations of the domestic leather industry in accordance with the production of leather with a natural full grain surface from cowhides as the most competitive product in the international environment.

The article offers a classification of types of economic security and separately identifies foreign trade security as the most important element of the states economic security in the context of global escalation of trade contradictions in international trade. The essential characteristics of foreign trade security, characterized by permanent external influence, are revealed. Based on the identified features and characteristics, the definition of foreign trade security is given as a state of protection of exports and(or) imports from threats caused only by external influence, but not internal, in contrast to other types of economic security. It is shown that it is impossible to achieve the state of full provision of foreign trade security of the state in the conditions of participation in international economic relations. To resolve the contradiction between the goal of maximizing the effect of foreign trade activities and the simultaneous need to ensure security, we propose the formation of a scientifically-based system for ensuring foreign trade security and identify its main constituent elements.

This article deals with the prospects, possible risks and threats of deep and comprehensive free trade area («FTA+») between Ukraine and the EU. Features of foreign economic activity of Ukraine within the framework of FTA with the CIS are also considered in the article. A detailed analysis of the foreign trade statement and regional pattern of exports and imports of Ukraine is presented for the last few years. The key difference between «FTA+» with the EU and classic free trade areas is determined. Risks of the external economic collaboration of Ukraine with the European countries are described after intensifying of the conflict between Ukraine and Russian Federation. Reasons of suspension of the Free trade agreement between Russia and Ukraine are marked. It operated within the framework of FTA with the CIS, trade and economic collaboration between the countries until the abolition of a free trade with Ukraine by Russian Federation. The consequences of the European technical and phytosanitary standards, substantial diminishing of export and import duties and measures related to the preparation of internal market to «FTA+» are analysed for Ukraine. The form of «FTA+» is found out, which foresees the reduction and liquidation of trade barriers within the framework of a free trade regime. It doesn’t deal only with liberalization of bilateral commodity trade but such spheres, as: trade in services, regime of foreign direct investment, public purchasing and labour force movement. The form of «FTA+» also foresees a wide adaptation program of economic and sectoral legislation of Ukraine to the norms and standards of the EU that will allow removing of nontariff barriers for domestic exports to internal market of the EU.
