In the article, the authors have raised an urgent topic related to the provision of state support for rural areas. Attention is focused on the deficit of most of the budgets of both the municipal and regional levels, which does not contribute to the development of the infrastructure of the territories. In addition, the low investment attractiveness does not allow relying on private capital. The authors are confident in the rationality of the development of public-private partnership, as the most optimal form of relationship between private capital and public authorities.

Public-private partnership is the instrument of cooperation between state and business. It has many forms and functions but the only purpose to improve welfare of the territories. In relations between state and business the partnership can play dominant, subsidiary or supervisory role, regulate the institutional mechanism of financial cooperation, develop strategies, solve conflicts and provide social, communal and infrastructure services. Currently implementation of the public-private partnership mechanism in Ukraine is complicated because of shortcomings and gaps in legislation, deficit of different levels budgets, institutional inability of local governments to plan and implement partnership projects and low efficiency of economic activity of business entities. Concerning implementation of the mechanism on rural areas it should be substantially enhanced at the national level for many reasons. Firstly economic situation in most rural areas in Ukraine is depressed and community budgets lack funds. It proves the necessity to intensify economic cooperation and introduce other forms of cooperation. On the other hand, many negative socio-demographic trends (migration, depopulation, social exclusion and marginalization) are inherent in rural areas. It makes difficult for local governments to cooperate with communities members. Capability of the state to support partnerships is also complicated major because of underdeveloped organizational and economic support mechanism. Lack of annual plans to finance partnership projects, funds, technical support to implement projects, and no ways to get state guarantees are the evidence. Taking into account rural territories have no much capacity for development, the mechanism of public-private partnership should include the following key steps: identifying priority areas for PPP application, considering socio-economic potential of different types of the territories and social relevance of a project for a community; improving the qualification level of project management personnel; involvement of the private sector into infrastructural projects; state support for pilot projects; ensuring more transparency in decision making and use of budget resources and simplifying project selection requirements. Implementation of the PPP mechanism on rural areas will improve their infrastructure and satisfy social needs of residents. In order to improve the mechanism of state support for the implementation of PPP projects at the local level it is needed to establish a national specialized agency, define clearly powers of the state authorities, local self-government authorities and members of communities involved into PPP implementation. The other task is to create an informational framework. The purpose of the article is to substantiate how the public-private partnership’s mechanism can work on rural areas.

The tendencies of state regulation of the labor potential of rural territories are revealed, which prove the lack of effective mechanisms of its reproduction. Mechanisms to increase the efficiency of state regulation of the labor potential on rural areas, aimed primarily at creating jobs and the number of people employed in the segment of small and medium-sized business are proposed. Thanks to public-private partnership in this area, it is possible to reduce budget expenditures on the development of social infrastructure.

The article investigates the world experience of public-private partnership in the economic activity of different countries. Different models and forms of contracts of public-private partnership are covered. The link between public-private partnership projects with the country and area of application is noted. The models of public-private partnership proposed by the World Bank for attracting private capital are covered. The main directions of realization of world forms of public-private partnership for Ukraine are proposed for the effective provision of sustainable spatial development, their further adaptation to the realities of our time.

Theoretic aspects of the formation and development of public-private partnership (PPP) are studied. By using a systemic approach, it is determined that the most important factor in improving the efficiency of public-private partnership is its institutional support. It is substantiated that globally, the PPP is mostly initiated by public authorities, which can be explained by a number of reasons. Firstly, public authorities are responsible for the country's strategic development. Secondly, public authorities formulate "rules of the game" for businesses and individuals, plan capital investments, and select PPP entities that are a priority in terms of public interest. In fact, it is the state that undertakes to address objectives facing society. Therefore, nowadays the importance of creating a favorable institutional environment to develop PPPs is recognized at all the levels of economic management and is emphasized in the scientific community. It is proved that the interests of public authorities, private businesses and the community are reconciled through the complementation of political, legal, and socio-economic norms and rules of conduct. The functions of public authorities at the national and regional levels of government are systematized.

PurposePublic-Private Partnership (PPP) is a common practice in both the public and private sectors. PPP has been an important instrument to achieve Sustainable Development Goals (SDGs) at the national level. However, the role of PPP at the subnational level is often scarcely studied. Using Khulna city of Bangladesh as a case, this paper aims to assess the role of PPP projects in the attainment of SDGs.Design/methodology/approachThe research was conducted in the Central Business District (CBD) of Khulna, on a total of 4.6 kilometers stretches of road medians in the CBD where landscaping was done through the PPP approach. Besides the collection of secondary data from official records, primary data were collected through site visits, field surveys and interviews of PPP project partners.FindingsThe result shows that 89 percent of the respondents (road users) were pleased with the landscaping done on the road medians. Similarly, about 86 percent of the respondents felt more comfortable and safer to use the roads. Well-maintained road medians allow road-crossing at a regular interval which reduces the chance of an accident. The private parties have installed promotional billboards on the road medians and saved BDT 10.82 million a year. The public authority saves the maintenance budget amounting to BDT 23 million a year. The project achieves a triple-win situation. Despite some limitations, this PPP project has taken Khulna a step forward to achieve SDGs.Originality/valueThe findings have policy implications as the PPP project has enhanced the resilience of Khulna by addressing the relevant SDGs.

The article shows the importance of using the public-private partnership mechanism for the development of the social sphere of the village. Review of PPP implementation by countries G20 showed different legal approaches in PPP implementation, parallel use and concessions, and agreements, application of guaranteed minimum income and risk sharing among participants, use of different PPP support measures. The presented results of the questionnaire indicate the largest use of PPPs in housing and communal services — 272 projects (81.68 %), which is due to the high degree of wear and tear in water and heat supply, in education — 22 projects (6.61 %), mainly the construction of preschool institutions, school repairs, in the field of sports and tourism 14 projects (4.2 %) — the construction of sports grounds and stadiums, sports centers, 10 projects (3 %). Public-private partnership projects in the social sphere of rural areas are less marginal, their financing is associated with significant difficulties due to the heterogeneity of demand, the difficulty of forecasting consumer demand and assessing social effect. The development of public-private partnerships is constrained by the lack of necessary budget funds to ensure the minimum guaranteed income of a private partner, the duration and complexity of maintaining procedures.
