Given the inability of the industrial sector in general and the textile sector in particular to support the requirements of adopting secondary consumption standards. And that this sector does not take into account the waste resulting from the production process and its costs. As well as not defining, measuring and revealing the environmental aspects in light of the accounting system currently applied, as the research aims to develop a model that fits with the environmental requirements of the Iraqi industry in light of the requirements of nanoscale consumption standards C115-9 (CN0501). Through which the environmental aspects and their costs are identified, measured and disclosed and disclosed in the financial statements. The research was based on the hypothesis that the disclosure of environmental costs can be determined and measured according to nanoscale consumption standards. And in line with the environmental Iraqi industry. The research reached the possibility of developing a model in which environmental costs can be determined and deviations in these costs can be determined based on the adoption of this model. The research recommended the necessity of adopting international standards and setting in a manner that is appropriate with the local environment.

In this article the economic security of an enterprise is regarded as a tool of the economic security at the macro level. At the present stage, in the era of globalization of all the life processes, there have been value changes in the society, which are caused by an increase in the volume and pace of information exchange. The industrialization and scientific and technological progress are priority directions which significantly contribute to the effective innovative development of economic sectors of the state. However, scientific and technological progress, in addition to a positive impact on human development, has led to certain negative consequences associated with environmental pollution, the restoration of which requires additional environmental costs. One of the ways to ensure the economic security of enterprises is to prepare financial statements which provide substantiation of items of income and expenses. This specification provides an opportunity to track cash flows and prevent potential fraud in terms of theft or misuse of funds. This problem is especially relevant for budgetary or state organizations, whose activities are directly related to the interaction with the environment, since the part of the work of such organizations is carried out within the framework of federal target programs or national projects funded by the federal budget. However, the financial statements have certain imperfections in terms of reflecting the environmental costs incurred by the organization. Namely, entities do not always reflect such costs in their financial statements or in the notes thereto. Such inaccuracies lead to distortion of data in financial statements and create a potential threat to economic security at the micro level, and if the problem is common among most of the organizations, it can cause a potential threat to the national security. Model. The article explores the best ways to reflect environmental costs. Findings. Based on the analysis of modern methods of reflecting environmental costs in financial statements, a classification of the environmental costs has been compiled, the application of which will ensure the economic security of nuclear enterprises. Practical value. The conclusions made in the article, are leading to an understanding of the existing problems in accounting on environmental costs as well as their impact on economic security at the micro level. The assessment of the scale of the problem has demonstrated that the economic security of enterprises has an impact on the economic security of the state. The point is that, the economic security strategy of the Russian Federation contains several indicators (indicators) which are used for assessing particular spheres of the economy, however, the environmental indicator which is vital for the humanity, is not among them. In this regard, the article discusses modern ways of reflecting environmental costs and their features. The leading role in the system of economic security of an enterprise is ascribed to the accounting. However, as evidence shows, the accounting is not fully capable of controlling and regulating individual financial flows, and therefore it has become necessary to refine and improve it, taking into account the peculiarities of the Russian accounting system and international standards. Originality. As a result of the analysis and assessment of the state of the problem, certain measures are proposed to improve the methods for classifying the environmental costs of an enterprise which can ensure its economic safety.

For more than fifteen years in Ukraine, the process of reforming the accounting system has been carried out on the basis of the introduction of the IFRS methodology. New national standards have been adopted; many changes have been made to the Accounting Law that in the end gave enterprises the opportunity to apply original international standards, and their national counterparts. The purpose of the article is to systematize the problems of introducing IFRS into Ukrainian accounting practice and to substantiate the prospects for the development of domestic accounting on the basis of further implementation of the IFRS methodology. The problems of applying IFRS in Ukraine at different stages of their implementation were considered. The advantages and disadvantages of applying international standards in the accounting practice of Ukrainian enterprises were revealed. It was found that the employees of accounting services were not sufficiently prepared for the preparation of financial statements in accordance with IFRS, in connection with which the demand for accounting outsourcing services increased and there was a need to develop and conduct accounting training seminars. The adoption of national standards on the basis of international standards should only in theory ensure their complete identity, but in practice disagreements arose between the norms of certain standards. These circumstances led to the need for wider application of original IFRS, rather than their national counterparts. For national supervisory and regulatory bodies, IFRS have become an additional tool for effective monitoring and supervision of the economic activities of enterprises. The use of IFRS has opened access to Western capital markets for Ukrainian enterprises.


The present chapter promotes the need for reporting improvement to support stakeholders' confidence. It presents, analyze and debate on the most used social and environmental reporting standards, as resulting from companies' activity. It confers a high importance to establishing the way that social and environmental information published by an entity is identified and quantified, in order to be included into financial statements. Through the empirical studies presented in this chapter, the theoretical findings are correlated with practical appliance of corporate disclosure and assurance requirements in terms of social and environmental approaches. Results show that there are significant differences in voluntarily application of guidelines, principles, certification, and assurance standards. Future trends support the development of a single set of standards for reporting social and environmental aspects in order to ensure the comparability and reliability for the stakeholders.

Environmental management accounting (EMA) and cleaner production assessment (CPA) both are considered effective tools to assist industries improve their production performance, minimize pollution and progress toward sustainable development. The paper presents the development of a suitable methodology integrating these two tools in order to facilitate approach of EMA to industries, to reflect environmental costs in the company’s financial statements for more sustainable business plans and accurate evaluation of the effectiveness of applied CP measures. This method is expected to be a new solution for the difficulties of EMA in approaching industries and for the limitations of existing accounting system in quantifying efficiencies of CP measures.

Increased comparability of financial statements across adopting countries is one of the main objectives of IFRS adoption. The level of achievement of this objective, however, is still debatable. While some studies have documented that crosscountry comparability of financial statements has increased after IFRS adoption, other studies have found that comparability has actually decreased since 2005. We contribute to this debate by studying whether the motivations for goodwill writeoff are the same or vary across countries with different accounting systems. Although a good deal of research has investigated the motivations for goodwill writeoff, our study is the first to analyze whether these motivations vary across countries with different accounting systems. We find that firms that expect low cash flows in the future are more likely to report goodwill write-offs if they are located in countries with an Anglo-Saxon accounting system than if they are located in countries with a Continental accounting system. These results suggest that IFRS are "interpreted" differently in different countries and that harmonization of financial statements has not been fully achieved yet.

AbstractSince 2012, the European Commission has embarked on the ambitious project to harmonize public sector accounting rules on all levels of government within Europe, mainly to improve the quality as well as the comparability of financial data. Although International Public Sector Accounting Standards were deemed not to be suitable for a simple take-over because of various reasons, they nevertheless shall function as a primary reference point for developing European Public Sector Accounting Standards. A total of 21 out of 28 central governments have already reformed their accounting standards to accrual accounting, and some of them have also relied on IPSAS in this exercise. Apart from governments, various international and supranational governmental organizations have also since the end of the 2000’s been reforming their accounting system to accrual accounting, and have in the same way relied on existing IPSAS. This paper explores accounting practices found in ten intergovernmental organizations (Commonwealth Secretariat, Council of Europe, European Commission, IAEA, INTERPOL, ITER, NAPMA, OECD, International Criminal Court, WFP) whose statements are prepared in compliance with IPSAS. It analyzes how overt and covert options contained in IPSAS with relevance to the activities of intergovernmental organizations are exercised and evaluates in which areas of accounting material differences in accounting practices can be found, which may hinder the comparability of financial statements prepared on the basis of IPSAS.

The article is devoted to the study of the impact of the introduction of International Financial Reporting Standards (IFRS) on changes in the investment climate in Ukraine. The relevance of the topic is that improving the practice of applying IFRS as a tool for exchanging financial information is one of the key conditions for improving the investment climate in Ukraine. The authors have created the generalized scheme that illustrates the chronological list of enterprises that are required by law to prepare financial statements in accordance with IFRS. It was noted that in 2018, in accordance with Part 2 of Article 12 of the law on accounting and financial reporting in Ukraine and resolution of the Cabinet of Ministers of Ukraine No. 547 from 11.07.2018, the criteria of enterprises that are required to prepare financial statements in accordance with IFRS were updated. This step significantly increased the level of application of international standards due to the adoption of such a decision at the legislative level. The dynamics of the number of IFRS enterprises in Ukraine was analyzed. The analysis showed that over the past three years, the number of almost all enterprises that must apply international standards has been growing. The advantages of using IFRS for different users of financial statements were determined. It was determined that the priority users of IFRS financial statements are investors. At the same time, it was noted that the main advantage for other users of financial statements prepared in accordance with international standards is the improvement of the investment climate. The dynamics of the Investment Attractiveness Index of Ukraine based on the Likert scale in the period from 2016 to 2020 was analyzed. The direct investment receipts to Ukraine from the European Union countries were studied. The dynamics of direct investment in the Ukrainian economy was analyzed for two types of economic activities that should form financial statements in accordance with IFRS, namely, the extractive industry and quarrying, as well as financial and insurance activities.
