The relevance of the problem under study is due to the fact that at present the dependence of countries and regions on the world economy is increasing, there is a transition to an information society and a knowledge economy, there are changes in the way of life of people, which requires the use of new approaches to managing the development of regions and ensuring their competitiveness. The main priority task of the regional policy aimed at increasing the competitiveness of regions should be the development of their scientific, technological and innovative potential. To do this, it is necessary to find and effectively use tools for the strategic management of innovative development of regions. The purpose of the article is to develop recommendations for managing the innovative development of the region. The leading approach to problem research. The main research methods used within the framework of the article: analysis and synthesis of theoretical and legal materials, statistical analysis of data (indicators of dynamics, structure, incl.). Statistical indicators reflecting the innovative development of the region and other regions directly located in the south of Ukraine in the Black Sea region are considered. The article discusses the concepts of “strategic management”, “innovative development of the region”. Also, the tools of strategic management of innovative development at the regional level were considered, statistical indicators characterising the innovative development of the Odesa region were evaluated. Based on the results of the analysis, the problems of innovative development have been identified and ways to solve them have been developed. The transition of the Ukrainian economy to an innovative path of development requires from the regions special attention to the search and use of internal development reserves, based on the available scientific and intellectual potential. The existing approaches to the effectiveness of the instruments of state strategic management of the innovative development of the country's regions require revision. The priority ways of improving the management tools for regional innovative development are: the development of public consciousness, innovation and entrepreneurial culture; motivation of the population and entrepreneurship to actively innovate; improving the content of specialised training of management personnel for innovative development; algorithmicising the activities of regional leaders in managing regional innovative development. The implementation of the listed areas will contribute to innovative development, an increase in the efficiency of the regional economy, and an increase in the standard of living of the population. Practical significance: The materials of the article are of practical value for improving the strategic management of the innovative development of the region.

This comparative study attempts to describe and interpret the contribution of education and welfare policies to Modern Greek nationalism, focusing on two different contexts: Macedonia and the Ottoman Black Sea region. These two regions were chosen as the main research field for the following reasons: (i) both Macedonia and the Black Sea region were inhabited by a mixed group of Christian, Muslim, Jewish, etc. populations, (ii) the Orthodox populations of both areas fell under the intellectual auspices of the Ecumenical Patriarchate, (iii) the Ottoman reforms were implemented in both areas, and (iv) both regions were influenced by the penetration and dissemination of Modern Greek Nationalism. The main goals of this research were (i) to investigate whether there were any differences between the two contexts during the period mentioned above (1860–1923), (ii) to identify the reasons behind education and welfare policies in Macedonia and the Black Sea region, (iii) to identify the different types of education and welfare policies adopted in Macedonia and the Black Sea region, (iv) to determine the effects of implementation of these policies in each of the two reference frameworks, and (v) to examine whether and how this application of welfare and education policies in each framework was associated with the spread of Modern Greek Nationalism.

В статье предпринят анализ сведений о климате Северо-Западного Кавказа на базе монографии И.Н. Клингена, основанной на материалах комиссии И.С. Хатисова - А.Д. Ротиньянца и других исследователей Причерноморья и содержавшей компетентную и ценную информацию по истории сельского хозяйства шапсугов и убыхов. Несмотря на благоприятные природно-климатические условия, данная территория очень специфична, но это была естественная среда обитания адыгских племен, разработавших самобытные приемы агротехники и особые орудия труда, позволившие им возделывать землю, как на склонах гор, так и в низинах, и собирать значительные урожаи. Адыгскими племенами были выработаны собственные формы адаптации к среде обитания, представлены оригинальные способы жизнедеятельности в сложных климатических условиях, позволившие поддерживать региональную модель стабильного социально-экономического развития со своей этнокультурной спецификой. Проблема воздействия локальных природно-климатических условий на антропогенную деятельность и его отражение на процесс формирования традиции природопользования, земледельческий опыт адыгских племен, изложенный в отчете И.С. Хатисова и монографии И.Н. Клингена, не утратили актуальности и в современных условиях, поскольку сходы селевых потоков, водная эрозия с разрушительными последствиями стали настоящим бичом для хозяйств, курортов и простых граждан. Культура земледелия причерноморских адыгов была и остается самой разумной для этой территории и имеет не только научно-познавательное, но и практическое значение. The paper undertakes an attempt to analyze information about the climate of the North-West Caucasus basing on a monograph by I.N. Klingen. This monograph was based on the materials of the Commission of I.S. Khatisov-A.D. Rotinyants and other researchers of the Black Sea region. It contains competent and valuable information on the history of agriculture of the Shapsugs and Ubykhs. Despite favorable natural and climatic conditions, this territory is very specific. In this natural habitat, the Adyghe tribes developed original techniques of agricultural machinery and special tools that allowed them to cultivate land both on the slopes of the mountains and in the lowlands, and take significant crops. The Adyghe tribes developed their own forms of adaptation to the habitat, presented original ways of living in difficult climatic conditions, which made it possible to maintain a regional model of stable socio-economic development with its ethnocultural specificity. The problem of the impact of local natural and climatic conditions on anthropogenic activity and its reflection on the process of forming the tradition of nature management, the agricultural experience of the Adyghe tribes, set out in the report of I.S. Khatisov and the monograph by I.N. Klingen, have not lost their relevance in modern conditions. Rural mudflows, water erosion with destructive consequences have become a real scourge for farms, resorts and simple citizens. The culture of agriculture of the Adyghes living in the Black Sea region was and remains the most reasonable for this territory and has not only scientific and cognitive, but also practical significance.

Purpose of article. The article presents the results of the design of strategic management and analysis tools of innovative development of regions. Methodology and methods. Among the methods of scientific research systematic approach, synthesis, induction and constructive method were used. Results. The analysis of approaches to the formation of strategic management tools of regions’ innovative development was carried out. Were substantiated the imperatives of implementing managerial influence in the studied area at the national and regional levels, as well as at the level of individual territories and corporate entities. Application. The results of the study can be used to develop guidelines in the field of regional innovation management. Scientific value. The conclusions and proposals presented in the paper are the methodological basis for further constructive work in the field of study.

Political, economic and cultural borders are usually different from geographical ones; this also applies to the Black Sea region. Only six countries border the Black Sea: Bulgaria, Romania, Ukraine, Russia, Georgia and Turkey. But the Charter of the Organization of Black Sea Cooperation (BSEC) was also signed by Albania, Moldova, Azerbaijan, Armenia and Greece. Moldova can be geographically considered a part of the Black Sea region, as it is located between Ukraine and Romania and is close to the Black Sea. Greece is close to the mouth of the Bosporus, which connects the Black and Mediterranean Seas. Armenia does not border the Black Sea, but is located near it. Two other countries are located on the shores of other seas connected to the Black Sea by many waterways: Azerbaijan (via the Caspian) and Albania (via the Adriatic). Therefore, the definition of the Black Sea is based on the signing of the BSEC, which laid the foundation for modern economic and political relations between 11 countries in the region. However, the relevance of this monograph is primarily due to the fact that the BSEC has not become the main field of interaction for the Black Sea states. On the contrary, its current state can be bluntly described as “comatose”. Therefore, this collective monograph is devoted, firstly, to identifying the behaviour of the main systemic and non-systemic actors that determine the development of the regional system of the Black Sea region, and, secondly, to identify factors that affect these actors in order to predict their behaviour in the medium term. The purpose of the monograph is to identify the causes of the decline of the Black Sea regional system. The research dilemma can be formulated as follows: to what extent is this decline the result of the actions of the two regional leaders, Turkey and the Russian Federation, and to what extent is it due to non-systemic actors? Among the tasks is the identification of modern theoretical approaches that most adequately help to build a study of the dynamics of the Black Sea region. Also included in these tasks is the the identification of the following features: a) the policy of Turkey and Russia as regional leaders of the Black Sea region, b) the policies of the EU and NATO as the most influential international organizations, and c) the policies of China and Japan as non-systemic actors whose influence on the Black Sea is constantly growing. The concepts of systemic and non-systemic actors are critically important for this monograph. Therefore, a systematic approach was chosen for the study, which in turn provided an opportunity to: 1) consider the object under study (the Black Sea) as a complex system of input and output signals, 2) to establish the connection of the system with its environment (world politics, which is manifested in the politics of major world actors), and to 3) specify the object of study (the Black Sea) as a system that is limited by internally defined relationships between elements. A systematic approach to the phenomenon includes the analysis of: 1) the elements that make up the system, 2) the patterns of the origin and development of the phenomenon, 3) its evolution, 4) the reasons for the changes, and 5) the essence and laws of its development. The application of the systems approach first enabled the division of the Black Sea into a number of subsystems (including lower level systems, such as regional leaders, EU newcomers, New Eastern Europe, and the South Caucasus), and then allowed for an analysis of the harmonization of each subsystem within the overall purpose of the system. It further allowed for a final construction of a systemic hierarchy, and the hierarchy of factors which make up this system and contribute to its functioning. A prominent place in the study is given to the study of direct and feedback relations of the Black Sea with the EU, NATO, China and Japan, which constitute the environment of the regional system under study. Additional research methods were chosen, namely the prognostic method and the case study method; the selection of these methods provides for an opportunity not only to investigate individual cases, but also to apply the acquired knowledge in further scientific research on other cases. Scenario construction is a means of forecasting, which is used to predict the development of political events. This establishes a logical sequence of events, based on an existing or given situation. The scenarios focus on the connections between events and on the critical points where the effects can actually have an impact on the situation. Therefore, a study of the Black Sea’s place in world politics would be incomplete without trying to provide potential scenarios for the coming decades. The monograph focuses on the various developing relations in the Black Sea region, which over the years have been researched by the staff of the Department of International Relations of the Odessa I. I. Mechnikov National University. Accordingly, the work is structurally divided into eight sections, each of which covers a separate area of the foreign policy of international and national actors. The work is designed for everyone who is interested in foreign policy and international relations – from students to experts.

Based on the feed market analysis and the generalization of practical experience of feed enterprises of the Black Sea region of Ukraine, the need for their innovative development to achieve stability and increase competitiveness has been proved. An example of an innovative project impact for the production of feed flour from the Black Sea rapana shell on increasing the competitive advantages of agri-food enterprises in the Black Sea region of Ukraine is given. Consumption volumes are calculated and profits from the production and sale of feeds with the addition of rapana shell flour in Ukraine and the Black Sea region are determined. Taking into account the risks of the project, a strategy for sustainable development of feed companies has been formed. The necessity of creating a research and production cluster on mollusc farming on the basis of the Odessa National Academy of Food Technologies has been proved.

Formation of strategic management tools in Russian universities, including mechanisms for ranking the activities of structural units is an important task of the innovative development of universities.The article discusses the rating models of structural units operating in Russian universities. Based on the analysis of real practices, the university-wide models for ranking educational and scientific units are distinguished. A complex-structured rating model of all structural divisions of the university is characterized by the example of one of the leading universities. The article highlights the general characteristics of ranking models used by domestic universities. To a large extent, they concentrate around the methods of assessing the activities of organizational units that have developed in the strategic management system. They consider the achievement of indicators of the Universities Effectiveness Monitoring as the target goals to increase their competitiveness.

Subject. The article focuses on the advanced time-driven tools for allocating overhead expenses, which are based on process-based budgeting. Objectives. We articulate a technique for cost allocation so as to assess the cost of each process with reference to the common time driver. Methods. The study relies upon methods of systematization, classification, analogy and comparison, and summarizes the scientific literature on the subject. Results. The article presents our own suggestions on implementing TD-ABC and TD-ABB into the strategic management accounting process of developer companies. The principles were proved to help more effectively allocate overhead expenses and assess the capacity load of each process performed by functions, departments and employees. Carrying out a comparative analysis, we found certain reserves for utilizing resources more effectively. Conclusions and Relevance. The findings are of scientific and practical significance and can be used by developer and construction businesses. The conclusions can prove helpful for scientific papers, student books, and further research.
