Environmental crimes statistically comprise an insignificant portion in overall crime structure, based on the number of reported cases and settled cases; the level of their latency remains high. The traditional types of offences, such as unlawful logging, hunting, extraction of water bio resources, prevail within the Russian registered cases of environmental crime, although their latency is undoubted. The vast majority of instances of criminal environmental pollution (water, atmosphere, marine environment, soil), violations of rules in handling environmentally hazardous substances and waste are not recorded, and thus do not receive due legal assessment. Currently, there is a wide variety of threats to the environment, environmental rights and interests, life and health, public and territorial security, which are complex in their structure, causes, consequences, and dynamics, and often interrelated with other social and economic factors. Among most urgent and large-scale threats, the author determines climate change, world ocean waters pollution, decline in biodiversity, wildfires, and in the long view – pollution of near-earth space environment. Environmental experts actively discuss the means for preventing such threats, including legal ones. Criminal law should also contribute to this activity.

Abstract. The Birkeland currents, J||, electrically couple the high latitude ionosphere with the near Earth space environment. Approximating the spatial distribution of the Birkeland currents may be achieved using the divergence of the ionospheric electric field, , assuming zero conductance gradients such that . In this paper, electric field data derived from the Super Dual Auroral Radar Network (SuperDARN) are used to calculate , which is compared with the Birkeland current distribution derived globally from the constellation of Iridium satellites poleward of 60° magnetic latitude. We find that the assumption of zero conductance gradients is often a poor approximation. On the dayside, in regions where the SuperDARN electric field is constrained by radar returns, the agreement in the locations of regions of upward and downward current between and J|| obtained from Iridium data is reasonable with differences of less than 3° in the latitudinal location of major current features. It is also shown that away from noon, currents arising from conductance gradients can be larger than the component. By combining the estimate in regions of radar coverage with in-situ estimates of conductance gradients from DMSP satellite particle data, the agreement with the Iridium derived J|| is considerably improved. However, using an empirical model of ionospheric conductance did not account for the conductance gradient current terms. In regions where radar data are sparse or non-existent and therefore constrained by the statistical potential model the approximation does not agree with J|| calculated from Iridium data.

The Distributed Simulation Internet (DSI) provides users access to large-scale, complex, active, unpredictable virtual environments. If users are to effectively use these environments, they will require support for understanding and acting in these environments. Support is necessary because humans have a time and space limited span of attention. The Satellite Modeler, Omniview true 3D, and Synthetic BattleBridge projects were undertaken to develop and investigate the interfaces and autonomous agents required to effectively support users of the Distributed Simulation Internet. The Satellite Modeler emulates the near-Earth space environment and portrays models of satellites moving in their correct orbits around the Earth. The motion of the satellites is broadcast to users of the DSI. The Satellite Modeler is intended to function as a training and operational aid for orbital analysts and to help them understand key spatial relationships for satellites in near-Earth orbit. The Omniview project was undertaken to provide interactive control and manipulation of a true 3D image and to thereby assist the user in understanding the activity within the DSI-hosted virtual environment. That project developed an interface that provides the Omniview user with the ease of use that a window, icon, mouse, and pointer GUI interface provides to users of 2D displays. The Synthetic BattleBridge is a system that, like the Omniview, portrays a DSI-hosted virtual environment but does not act in it. The Synthetic BattleBridge is designed to support users in making accurate and timely decisions by providing several different types of cognitive support for understanding and analyzing the activity in a battlespace. In this paper, we briefly describe each project and present some observations and conclusions we have drawn based on our experience with them.

ABSTRAKPenelitian ini ditujukan untuk mengetahui penerapan denda terhadap pelanggar berlalu lintas di kota Bengkulu ditinjau dari Undang-undang Nomor 22 Tahun 2009, serta untuk mengetahui faktor penghambat dalam penerapan pidana denda terhadap pelanggar barlalu lintas di Kota Bengkulu. Penelitian dilaksanakan disatuan lalu lintas Polres dan Polda Kota Bengkulu. Adapun data yang didapatkan adalah data primer dan data sekunder melalui penelitian lapangan dan penelitian kepustakaan, kemudian data dianalisis dengan cara deskriptif. Peraturan yang tertera pada undang-undang yang tertera sepenuhnya untuk meningkatkan kesadaran untuk setiap pelanggar yang melakukan pelanggaran, tetapi pada kota Bengkulu undang-undang tersebut tidak sepenuhnya berjalan efektif. Menurut pandangan Undang-undang 22 Tahun 2009, penerapan pidana denda masuk dalam kategori pidana pokok (sesuai Pasal 10 KUHP) sebagai urutan terakhir atau keempat, sesudah pidana mati, pidana penjara dan pidana kurungan. Selain dari itu, faktor penghambat keefektifan Undang-undang seperti faktor ekonomi, faktor kedekatan emosional dan faktor kekebalan institusional.Kata kunci: tindak pidana; hukum pidana; dendaABSTRACTThis study aims to determine the application of violators from cities in Bengkulu in terms of Law Number 22 of 2009, and to find out the inhibiting factors in the application of fines to traffic violators in the city of Bengkulu. The research was carried out in the traffic city of the City Police of the City of Bengkulu. The data obtained are primary data and secondary data used for library research and research, then the data are analyzed descriptively. The regulations stated in the law that are fully stated to increase awareness for every offender who commits an offense, but in the city of Bengkulu the law is not fully effective. According to the view of Law 22 of 2009, the application of criminal fines falls into the main criminal category (according to Article 10 of the Criminal Code) as the last or fourth order, after the death penalty, imprisonment and imprisonment. AbstractThe turbulent diapycnal mixing in the ocean is currently obtained from microstructure and finestructure measurements, dye experiments, and inverse models. This study presents a new method that infers the diapycnal mixing from low-resolution numerical calculations of the World Ocean whose temperatures and salinities are restored to the climatology. At the difference of robust general circulation ocean models, diapycnal diffusion is not prescribed but inferred. At steady state the buoyancy equation shows an equilibrium between the large-scale diapycnal advection and the restoring terms that take the place of the divergence of eddy buoyancy fluxes. The geography of the diapycnal flow reveals a strong regional variability of water mass transformations. Positive values of the diapycnal flow indicate an erosion of a deep-water mass and negative values indicate a creation. When the diapycnal flow is upward, a diffusion law can be fitted in the vertical and the diapycnal eddy diffusivity is obtained throughout the water column. The basin averages of diapycnal diffusivities are small in the first 1500 m [O(10−5) m2 s−1] and increase downward with bottom values of about 2.5 × 10−4 m2 s−1 in all ocean basins, with the exception of the Southern Ocean (50°–30°S), where they reach 12 × 10−4 m2 s−1. This study confirms the small diffusivity in the thermocline and the robustness of the higher canonical Munk’s value in the abyssal ocean. It indicates that the upward dianeutral transport in the Atlantic mostly takes place in the abyss and the upper ocean, supporting the quasi-adiabatic character of the middepth overturning.

In the past and present of the Institute, there are many significant discoveries and developments for world oceanology, the most complex expeditions and large-scale international projects. I am sure that our future as a Center for the Study of the World Ocean will be no less rich and bright.

Modern radar techniques, and in particular ground based radars, are a powerful tool to observe space objects (natural meteoroids and artificial space debris) on account of their all-weather and day-and-night performance. Natural meteoroids are an important component of the near-Earth space environment and represent a potential risk for all Earth-orbiting space platforms, which could significantly increase in coincidence of enhanced (outburst or storm) activity of meteoroid streams. A review of the currently active meteoroid streams suggests that a few streams have shown a quasi-periodic outburst activity in the two last centuries and may even undergo a storm activity in the next few years. The Leonids, the most intense of meteor showers, present a potentially serious damage to spacecraft in November of 1998 and 1999, after the perihelion passage of the parent body. Impact probability values of storm meteoroids on space platforms in Low Earth Orbit (LEO) were calculated using the data recorded during systematic observational campaigns carried out by the FS radar facility Bologna-Lecce in Italy. Meteoroid flux predictions and directionality, and investigation on impact parameters at very high velocities (up to 71 km/s) for penetration, charge production and plasma generation, are relevant aspects to develop strategies for safe deployment of the near Earrth-orbiting space platforms.
