The article considers the relevance of the problem of assessing the gross value added created by enterprises belonging to the oil and gas sector of the Russian Federation. There is no unified system of statistical indicators in the world that determine the boundaries and characterize the economy of the oil and gas complexes of the countries of the world. The World Bank’s calculation of the share of oil rents in the gross domestic product of the Russian Federation has adopted as one of the simple indicators for assessing the role of the oil and gas complex in the country’s economy. It has been noted that the oil rent is reflected only as a part of the primary income arising from the extraction of oil and gas, their processing, transportation and further use. The expediency of taking into account the entire value chain created in the oil and gas sector of the economy has been justified. The methodological difficulties of a number of interrelated problems have been highlighted in detail: measuring the added value created by service sector enterprises related to the oil and gas sector; complexly organization of production structures (vertically integrated companies); transfer pricing in the oil and gas industry; reflecting taxes and subsidies on products of the oil and gas sector. The conclusion has been made about the expediency of calculating the share of the oil and gas sector in the gross domestic product of the Russian Federation.

The article explored and described the theoretical bases of economic safety in the oil and gas sector: the concept, relationship with energy security, potential and real threats, and the measure and evaluation stages. The analysis of the main indicators of the oil and gas sector of the Russian Federation was conducted, and recommendations were proposed for eliminating threats to economic security. The priority tasks assigned to the oil and gas complex of the Russian Federation as the main locomotive of the national economy of the state are highlighted in the work. In addition, possible ways to increase the efficiency of geological exploration and oil and gas production in Russia are identified. Conclusions are drawn about the world community’s lack of development of theoretical aspects of economic security in the oil and gas sector, identified key problems of this sector and the main directions for the future study of the issue; The concept of economic security of the oil and gas complex was proposed.

Resumo: Neste estudo teve-se por objetivo analisar a relação do valor adicionado das principais atividades econômicas (agropecuária, indústria, serviços e administração pública) relativamente ao Produto Interno Bruto (PIB) do Rio Grande do Norte, durante o período de 2010 a 2013. Nesse sentido, foram coletados dados relativos ao valor adicionado, ao PIB e à população no sítio do Instituto Brasileiro de Geografia e Estatística (IBGE), bem como referentes ao Índice Firjan de Desenvolvimento Municipal (IFDM), por meio do sítio do Sistema Firjan. A amostra compreendeu 166 municípios, de uma totalidade de 167. Para a realização das análises, além da estatística descritiva, foi estimado um modelo de regressão por mínimos quadrados ordinários com dados dispostos em painel, tendo o PIB como variável dependente e as demais variáveis como independentes. Com base nos resultados encontrados, verifica-se que os valores adicionados pelas atividades econômicas apresentam relação positiva e estatisticamente significante, enquanto que as variáveis população e IFDM se relacionam de forma negativa, trazendo à tona questionamentos sobre a distribuição de renda, as políticas socioeconômicas relativas à transição demográfica e a diferença dos conceitos de crescimento e desenvolvimento econômico, corroborando para a hipótese de que o PIB não mede qualidade de vida. Por fim, a partir dos resultados mensurados, conclui-se que os valores adicionados pelas atividades econômicas do Estado do Rio Grande do Norte possuem relação estatisticamente significante com o PIB no período investigado.Palavras-chave: Produto Interno Bruto. Rio Grande do Norte. Relationship between the added value of the economic activities and the Gross Domestic Product of Rio Grande do Norte Abstract: The study aims to analyze the relation of the value added of the main economic activities (agriculture, industry, services and public administration) regarding the Gross Domestic Product of Rio Grande do Norte during the period from 2010 to 2013. In this sense, data on value added, GDP and population were collected on the website of the Brazilian Institute of Geography and Statistics (IBGE), as well as on the Firjan Municipal Development Index (IFDM), through the Firjan System website. The sample comprised 166 municipalities, out of a total of 167. In addition to the descriptive statistics, a regression model was estimated by ordinary least squares with data arranged in a panel, with GDP as a dependent variable and the other variables as independently. Based on the results found, it can be seen that the values added by economic activities have a positive and statistically significant relationship, while the variables population and IFDM were related in a negative way, raising questions about income distribution, socioeconomic policies related to the demographic transition and the difference of the concepts of growth and economic development, corroborating the hypothesis that GDP does not measure quality of life. Finally, from the results measured, it can be concluded that the added values by the economic activities of the State of Rio Grande do Norte have a statistically significant relation with the GDP in the period investigated.Keywords: Gross Domestic Product. For more than 15 years, a significant part of the budget revenues of the Russian Federation have been tax revenues from the sale of hydrocarbons, in particular oil and natural gas. Despite the desire of our government to minimize its dependence on oil and gas revenues, the government continues to implement measures to encourage both small and large companies by providing some tax-related benefits, thereby encouraging the fields to further develop and expand.

This article is aimed at considering current sources of financing for high-tech projects. In the article, statistical data confirm the orientation of developed and developing countries' economies towards the generation of high-tech products by the dynamics of added value in high-tech and medium-high-tech industries, respectively - support for high-tech manufacturing enterprises and industries as a whole. Lists of high and medium-high-tech adopted sectors in the Russian Federation, in the United States, and in European nations, and a list of critical technologies are given. Special attention is given to the essence of the high-tech projects, concept, through the implementation of a rise in the share of high-tech products. The article identifies the main characteristics that distinguish a high-tech project from an innovative one. The dynamics of value-added in high-tech and medium-high-tech sectors of the economies of developing and developed countries are studied in conjunction with R & D spending in high-tech sectors of these countries. On the example of the United States (the global leader in the high-tech industry), the structure of financing high-tech projects carried out by companies at the expense of internal financing, that is, own funds is investigated. Based on the Russian Federation, the volumes of attracted cash in the form of grants and the amount of borrowed cash in the form of a subsidy for the implementation of high-tech projects in dynamics for 2012-2018 are investigated.
