Promoting the transformation of scientific and technological achievements of universities and colleges in Beijing, Tianjin, and Hebei is an important measure to enhance the level of scientific and technological development in universities, enhance the scientific and technological synergy of Beijing-Tianjin-Hebei urban agglomeration, practice the coordinated development strategy of Beijing, Tianjin and Hebei, and promote the construction of Xiong’an New District. Based on the scientific and technological input of colleges and universities, the development of science and technology and the output of science and technology, this paper uses Delphi and AHP to construct a Beijing, Tianjin, Hebei University Science and Technology Achievement Transformation Performance Evaluation System from the perspectives of transformation potentials, scientific research activities and achievements transformation of university scientific and technological achievements. An empirical analysis was carried out to provide reference for the government’s efficient decision-making and improvement of strategies for transforming scientific and technological achievements in universities.

<p>Under the background of innovation driven development strategy, China proposes to build an innovative country and attach great importance to the effect of technological innovation. Due to the special role of financial science and technology expenditure in innovation, this paper focuses on analyzing the benefits of financial science and technology expenditure in innovation and construction. In addition, a unified performance evaluation system of financial science and technology expenditure have been established, which provides the analytic hierarchy process for the benefit evaluation of financial science and technology expenditure. Finally, combined with the existing problems of financial science and technology expenditure, some targeted development suggestions have been put forward.</p>

China's coal enterprises attach great importance to the sustainable development strategy, they also enhance the consciousness of corporate social responsibility, however, performance evaluation management at present has not yet been formed a set of evaluation index system which reflects corporate performance and the coordinated and sustainable development of the environment. Based on this, this paper summarized scholars theory on enterprise performance evaluation and built a coal enterprise performance evaluation system from the perspective of social responsibility; And using Analytical Hierarchy Process (AHP) to determine the weight of evaluation; And using comprehensive evaluation to analyze index system, which shows that the firm's ability to decrease cost and increase efficiency in the industry are relatively poor, and the score of noise intensity, green area and solid waste emissions is not good.

Purpose To define strategic directions for the Russia’s social, economic, scientific and technological development in 2011-2013, a large-scale foresight study including the deep analysis of prospects of biotechnology development there was undertaken (Russia 2030: Science and Technology Foresight). This paper aims to present results of this research. Design/methodology/approach The study was based on a combination of technology-push and market-pull approaches that aimed not only to identify most promising science and technology (S&T) areas but also to understand how they can be realized in practice. Representatives from federal authorities, science and business were involved in the project to create future visions of technological directions; analyze grand challenges, weak signals and wild cards; and set research and development (R&D) priorities. Findings According to results of the study, Russia has a potential for biotech sector development, although the level of R&D in the majority of areas is lagging behind that in the USA and leading EU countries. However, there are several advanced applied research areas where efforts can be focused. Among them are high-performance genomics and post-genomics research platforms, systems and structural biology, microbial metabolic engineering, plant biotechnology and microbial strains and consortia for development of symbiotic plant–microbial communities. Originality/value Concentration of available resources of government and business on biotechnological sector development can help to find answers for challenges that Russia faces today or will face tomorrow. It will help to pick up on the current level of research activities, improve the quality of personnel training, make this area the engine of the economy and carry out the so-called new industrialization of the country, building a new, high-tech device industry.

This paper studies the coordinated development of Beijing's population, resources, environment, economic and society. With the rapid development of the city, Beijing’s population, society and economic is getting more and more contradictive against its resources and environment, under which circumstance a scientific study on the coordinated development is urgently required. This essay is based on the data of last 10 years of Beijing, and formulates a PREES model of the PREES model in Beijing. This study uses the method of principal component analysis via SPSS, establishes the coordination degree evaluation system of Beijing’s population, resources, environment, economic and society, and runs an empirical analysis afterward. This essay calculates the coordination degree of Beijing’s population, resources, environment, economic and society, analyzes and studies the main issues in Beijing’s coordinated development, and gives relative suggestions.

Integrated with the project performance research development in the world, this article structures a performance evaluation system which accords with the urban rivers pollution characteristics and the treatment project performance in the south city of China. With an empirical study on the treatment project of the Panlongjiang River in Nanba Village of Kunming City, this article evaluates the treatment projects from the aspects of social economic profit, ecological benefit and the social benefit for people’s livelihood. The evaluation result shows that the treatment project on the part of Panlongjiang River in Nanba Village of Kunming City works effectively. The investment and income, the benefit of projects and the river environmental quality belong to the level of very efficient. The pollution emission reduction benefit, the ecological quality of riparian zone landscape, aquatic environment condition, and the development of basic establishment belong to the level of efficient. The environmental protection and management performance belongs to the level of ordinary. The practice demonstrates that this evaluation index system has certain serviceability and can reflect the process and the real achievements of treatment projects of black color and odor urban rivers.

The functional differences between state-owned capital investment companies and production-oriented state-owned enterprises determine the need to reconstruct the performance evaluation system of state-owned capital specialized operation. Based on the goal of specialized operation of state-owned capital, this paper puts forward the ideas and principles of selecting performance indicators, and constructs the evaluation index system.

The significant trends in the Russian practice of strategic planning are discussed in the article. Therefore, identification of the priorities in the field of science and technology relies heavily on forecasted global data trends, but is not actually embedded in the process of forming the development strategy of socio-economic system (SES) in Russia. Moreover, the rules, by themselves, for selecting priorities and implementing mechanisms have not been substantiated neither methodologically – from the point of adequate understanding of development patterns of SES, nor methodically – according with system diversity in the totality of the current circumstances and factors, relationships and interactions of the SES elements. Such paradoxes have led to a decline both in the quality of the strategy and in the opportunities for its implementation with the purpose to revive science and technology sector, to solve internal problems, to maintain stability and balance of the SES. The paper reviles the specific flaws in the national strategies: discrepancy, fragmentation, inconsistency of the strategy directions both inconsistency of the strategy directions both among themselves and among the sectors of the economy and society. The results of the actual data calculation are presented in the article to illustrate the paradox in choice of some directions in the “Strategy for the Scientific and Technological Development of the Russian Federation” approved on 1 Dec. 2016, so as such choice relies on the so-called “big challenges” of the global world, but not on the internal challenges and opportunities. The key requirements for the strategy were argued in the paper from the perspective of system economic theory, developing under the leadership of G.B. Kleiner in the CEMI RAS. Systemic logic schema to elaborate SES strategy is proposed: from system analysis to synthesize integrated comprehensive image of the future system, based on systemic vision of the problem situation and on systemic assessment of the SES potential in the framework of proposed Structure of conditions and factors. The findings concern fundamental improvements both in practice of elaborating strategy and in developing the theory of strategic planning and governance.

Computer system performance can be measured using the amount of useful work accomplished by that system when compared to the time and resources utilized. Useful work here means how well the computer is doing the work it is supposed to do. Most websites work under the support of web servers that usually include hardware (for instance CPU, RAM, Disk, and network) as well as software (web services). The alarming growth in web traffic has led to performance problems and has necessitated much research activities as ways to improve web server performance. In this paper, a web server performance evaluation system that evaluates a server based on time of file execution and bandwidth has been designed and developed. Access log data sets from University of Port Harcourt web site were used to study the system and develop software for checking time of server activity in any domain where the application is executed. The evaluation system so designed and developed can be deployed in any server and the values generated can be used in making useful decisions that will mitigate certain occurrences in the future and also offers site owners information that will be useful in forecasting users visiting behaviours and the effects on the server downtime.

At present, experts and scholars have conducted more research on the ability of colleges and universities to transform scientific and technological achievements. However, they pay more attention to the holistic research on the transformation of scientific and technological achievements in colleges and universities across the country, while rarely divide the research objects in detail. In order to improve the evaluation effect of scientific and technological achievements in colleges and universities, this paper builds a university science and technology achievement evaluation system based on machine learning and image feature retrieval on the basis of analyzing the needs of high-tech achievement evaluation. The system has certain flexibility. Moreover, this study selects the appropriate network architecture based on the actual data and mission objectives of the high-tech achievement evaluation. In addition, this paper proposes a FT-GRU model of a gated recurrent unit network incorporating N nearest neighbor text, and a more stable model structure is obtained through system optimization. Finally, this study designs experiments to verify the performance of the model. The research results show that the university science and technology achievement evaluation system based on machine learning and image feature retrieval constructed in this study meets the expected goals and has certain practical significance.
