MIGRATION ATTITUDES OF THE LITHUANIAN POPULATION DURING THE COVID-19 PANDEMIC

The article analyzes some results of the international migration of the Lithuanian population in the context of European integration. During the post-Soviet period, irreversible transformations of the country's economic system have taken place. With the accession to the EU, a significant part of the population is oriented towards work in other EU countries, as a result, the quality of labor potential in modern Lithuania is decreasing. Young people do not see any special career prospects in their country. The slowdown in European integration processes, compounded by the restrictions of the coronavirus pandemic, triggered the return of a significant part of previously emigrated Lithuanian citizens to their homeland in 2020. Stopping the flow of money from EU funds to reform the economy and support public institutions in Lithuania will significantly exacerbate the systemic problems of the Lithuanian economy that accumulated during the post-Soviet period of development. It is highly likely that returning Lithuanians will not be able to fulfill their expectations in the labor and social sphere, which will provoke tension in Lithuanian society. In this situation, Russia's constructive policy towards Lithuania could create an alternative to the European vector of development, reorienting the migration preferences of the younger generation of Lithuanians from the West to the East.

<p>The town of Gukovo is an average city of the Rostov Region with a population of about 65 thousand people. Its industry is connected with coal mining. When the local coal mines were closed in the post-Soviet period, many people lost their jobs and began to seek employment in other regions. Today the local residents work mainly in the social sphere, trade and agriculture. They associate the prospects for the development of the urban industrial and social infrastructure with the creation of the priority social and economic development area (PSEDA) “Gukovo”. At present, the enterprises of PSEDA have already begun operating: they are mostly oriented to<br />engineering, manufacturing of reinforced concrete structures, carbonaceous materials, sunflower oil, and textile products. The goal of the study is to highlight the current social and economic problems of the municipal entity “Gukovo City” – PSEDA “Gukovo”, represented through the prism of the opinions of its residents. The study is based on the materials of depth interviews</p>

This article explains variation in the quality of representation in the context of European Parliament elections. Specifically, it clarifies how voters relate to political parties on the issue of European integration and whether they are represented, misrepresented, or indifferent to this issue. The analysis shows that perceived benefits of European integration do drive a perfect voter-party match while perceived costs, when high, drive a perfect match between Eurosceptic voters and likeminded parties and make voters less indifferent. The analysis draws attention to the high number ofstatus quovoters who, in the absence of a party with similar views, could channel their vote towards a party promoting integration, but only if their knowledge about the EU and its benefits increases.

Informal reciprocal exchanges continue to shape people’s interactions in post-Soviet Kazakhstan. State retrenchment from the social sphere and growing inequality has markedly limited citizens’, access to scarce resources including housing. This has stimulated people’s involvement in informal exchanges. The article analyzes housing policy during the Soviet and post-Soviet periods taking a closer look at the process of housing allocation. It claims that despite formalization of housing distribution, citizens continue using informal networks to gain access to that scarce commodity in the post-Soviet period. The article draws on data collected from interviews, textual analysis, and original surveys conducted in Kazakhstan in 2011 and 2013.

The article deals with the issues of socio-economic development of Ganja as one of the major cities of Azerbaijan and the main directions of local social policy related to the social problems of post-Soviet development. It is determined that there are positive changes in the improvement of the city, the expansion of its administrative borders, consistency in addressing issues of enhancing the quality of education and health, the development of tourism, services, and social assistance to vulnerable segments of the population. Meanwhile, the issues of providing jobs for various segments of the population, improving infrastructure, and regulating internal migration, including one as a result of the Nagorno-Karabakh conflict, are still to be resolved.

The current stage of European integration of Ukraine is determined by the intensification of partnership relations with the EU in the all planes of socio-economic interaction. In particular, it concerns development of cross-border cooperation and capacity of cross-border markets potential. Because of that the problems of cross-border cooperation between Ukraine and EU today becomes more urgent. One of the key criteria of successful cross-border cooperation between Ukraine and the EU is the alignment of proportions of economic development on different sides of the border. In this sense, an important indicator of the quality of transboundary cooperation is cross-border convergence of regions. It reflects the socio-economic effect from implementation of transboundary projects and plays an important role in the context of leveling the existing threats and challenges of cross-border economic, social and information security. Alignment the quality of life and standards of economic development on different sides of the border eliminates a number of risks associated with the spread of destructive forms of cross-border cooperation, such as smuggling at cross-border markets, illegal labor migration, corruption at the border crossing etc. The priority instrument of transboundary convergence spreading is the institutionalization of cross-border space. First of all it concerns the formation of the legal support, oriented to the deployment of convergent processes. In addition, institutionalization concern such key elements of transboundary cooperation as the functioning of cross-border institutions, the eradication of transboundary institutional dysfunction, and a decrease the level of transaction costs of participants of cross-border markets. Important way to stimulation of cross-border convergence is the formation of joint cross-border brands for each of cross-border regions between Ukraine and the EU. On this basis, should be developed appropriate strategies for development of cross-border markets. Such strategies should ensure the maximum use of socio-economic potential of corresponding cross-border regions, and also should form grounds for the spread of convergent processes within them.

For several years, Ukraine has set itself an ambitious and important goal of joining the economic, social, cultural and political space of Europe, and is persistently, though not unhindered, moving towards it. This strategic direction of development is very difficult because almost all sectors of Ukrainian society do not meet the high standards of living in the European community. In order to get closer to them, the Ukrainian authorities should fundamentally change their attitudes to basic norms and values, significantly improve the standard of living in the country, improve the environment, social protection and so on. It should be remembered that European countries are very socially oriented, as close as possible to the state of social justice, they are constantly trying to create the best living conditions and activities of the population, to exercise their social protection and to respect social rights. Thus, in the context of present-day European integration, the social sphere is one of the priority directions of the socio-economic development of the Ukrainian state, and the effective implementation of a competent and thoughtful social policy is an important tool for its implementation. So, if Ukraine plans to implement the difficult and ambitious task of joining the European community in the near future, it must become a socially oriented, legally competent and economically strong country. It is important to learn how to respond quickly and effectively to the continuing economic, social and political challenges that are constantly emerging in today's dynamic era and which are inherent in a relatively stable European life. Careful study of the European experience of building current social doctrines, taking into account their disadvantages and advantages, will help to overcome the transition period in the formation of modern, oriented to the needs of citizens of social policy as soon as possible and without pain. To do this, it is necessary to focus on improving the quality of living conditions of the population, taking into account the country's labor potential, developing social infrastructure and improving the quality of social services.

Differentiation has become a durable feature of European integration but we know little about its effects on citizens. Does differentiated integration improve the democratic quality of the European Union and strengthen citizens’ support – or does it promote political divides and foster citizens’ alienation from European integration? This article develops a theoretical argument on the positive attitudinal effects of differentiated integration, contending that differentiation accommodates heterogeneous preferences in a diverse EU and strengthens citizens’ ownership of European integration. A quasi-experimental analysis of public opinion of the 2015 Danish Justice and Home Affairs opt-out referendum demonstrates that the public vote increased citizens’ EU efficacy, indeed. Eurosceptic voters in particular strengthen their belief that their individual voice counts in EU politics, suggesting that differentiation can have a positive effect on the perceived democratic quality of the EU.

There is a growing volume of literature on the EU’s enlargement towards the eastern part of the continent which, from the perspective of the SEER Journal, is gaining increasing importance as the EU now seeks, once again, to re-orient itself towards the countries of the western Balkans. Interest in the literature is growing not only because the results have been ambiguous but also because the nature of the process itself remains largely unexplained. This article seeks to reconstruct the concept of eastern enlargement, taking account of the reality of the national interests and compromises that shaped its direction and that of the wider notion of European integration. It draws on the belief that enlargement conditionality has been represented as having inevitable validity, thereby allowing a revision of the understanding of the role, importance and limits of that validity. The author concludes that an accelerated enlargement process has had a knock-on impact on the quality of integration itself; and that the reality of national interests has pre-determined an unfinished character to the process of Europeanisation.

Assuming that social health status affects the level of human capital, the priority of every modern state should be to ensure that its citizens are provided with adequate health condi-tions, and thus a sense of health safety. Consequently, state activities aimed at managing safety in the field of health policy should translate into both productivity and working efficiency of society, which in turn should stimulate the economic development of the country. This paper attempts to present selected health safety measures to improve the health of the population with the example of the activities of the EU and public institutions in selected voivodeships imple-menting the principles of sustainable development and long-term investment in society. In this paper, an analysis of documents relating to direct actions with regard to this issue has been used as a research method. The conducted research shows that the cooperation of EU Member States creates a platform for cooperation on combating health inequalities and basic social determinants of health, the aim of which is to improve the health and quality of life of EU citizens, which in turn should translate into accelerating economic development.

The article attempts to allocate and analyze the most essential characteristics of plays by A. Mardan's, a popular Russian-speaking Ukrainian playwright, and to inscribe his work in the context of the dynamics of the phenomenon of the new drama. The attempt of the author is to understand a complex post-Soviet reality in order to reflect it in the artistic space of the drama. The plays demonstrate the destruction of habitual human values, including moral, ethical, aesthetic, and other norms that guide people in life. At the same time, his plays exploit the techniques and elements of various genres of mass culture. One may say that certain principles have become an integral quality of Mardan's plays such as the approach of the plays to the truth of life, the external everydayness, the use of elements of documentary theater and the theater of absurd, the construction of the plot with an eye for entertainment or scandalous intrigue, philosophical overtones and the author's attitude to the depicted world. This indicates that his plays may be regarded as works of ‘the new drama’ that occupy a worthy place in the contemporary Russian-language drama of the post-Soviet period.
