REGIONS SPATIAL DEVELOPMENT PROBLEMS OF EASTERN SIBERIA SOUTH: OPINION OF RESIDENTS

The article deals with the actual problems of spatial development of the regions of Eastern Siberia south. The results of a sociological study in the republics of Buryatia, Tyva, Khakassia and Zabaykalsky Krai, conducted in September-October 2021, are analyzed. The sample is based on a model, using key characteristics of the general population, based on the principles of quota-proportional and territorial methods. The total sample size is 467 respondents. The empirical object of the study is the adult population of the regions. The social situation of the population of Eastern Siberia south, migration attitudes and attitudes towards labor migrants from abroad, assessments of the economic situation and the dynamics of the development of key enterprises in four regions are considered. The opinions, assessments and comments of local residents on the demographic and migration situation, the main socio-economic indicators of regional development are given. The socio-demographic and socio-economic situation in Eastern Siberia as a whole is compared. The study was carried out under the RFBR project “Modeling scenarios of spatial development of Siberia and the Russian Far East until 2030: features of the settlement system”. The main goal is to assess the current state of the settlement system, develop strategic prospects and model variant scenarios for the spatial development of the regions of the Siberian and Far Eastern Federal Districts. Based on the results of the study, conclusions are given and recommendations are offered.

The article presents the results of a sociological study of the problems of regional spatial development of the regions of the Siberian Federal district (SFD). There are the materials of the survey of residents of four regions of the SFD are analyzed, the socio-demographic and socio-economic situation in Western and Eastern Siberia is compared, and the opinions and assessments of the population of the main socio-economic indicators of regional development are considered; General and special in the social self-feeling, demographic and migration situation, lifestyle of the population of Western and Eastern Siberia. The research was carried out under the project “Modeling scenarios of spatial development of Siberia and the Russian Far East until 2030: features of the settlement system”, which won the RFBR competition. The main goal is to assess the current state of the resettlement system, develop strategic prospects and model alternative scenarios for the spatial development of the regions of the Siberian and Far Eastern Federal Districts. Based on the author's development of an empirical research model, a survey of respondents living in four Siberian regions was conducted in August 2019. The results of the survey allowed us to identify differences in migration preferences, a number of features of the economic potential and quality of infrastructure and social sphere.

Reducing the level of interregional differentiation is one of the problems in spatial development management according to the Spatial Development Strategy of the Russian Federation. Presence of significant regional imbalances hampers formation of a common economic, social, cultural, and institutional space and lead to a creation of backward territories which lag behind in the development. The focus of public policy measures on the centers of economic growth, with the concentration of financial and labor resources, without solving the problems of backward territories does not bring the expected effect – overall development and well-being. Local effects in the absence of positive changes in other territories result in the increase in imbalances, which limit the overall effectiveness of the public policy. At the same time, a steadily increasing lag may cause a loss of potential of economic growth and thus forms backward territories. The creation of territorial backwardness is a gradual process. Therefore, diagnosing the state of the territory and identifying the signs of increasing depression is an essential issue of public administration. The article presents the main approaches to the definition of territorial backwardness used in the Russia and overseas, it also reviews the determinants of backward territories. Different methods for identification of backwardness in the territorial development have been tested on the basis of the regions of the Russian Far East.

The subject of the study is the settlement systems of the Siberian and the Far East Federal Districts. This article considers the settlement system not only in the context of the spatial organization of society and the territorial organization of productive forces, but also as a derivative of the economic model of the State. Data on the dynamics of population size and density, migration indicators for the subjects of macroregions are presented, and regional types of settlement systems are structured. The importance of a qualitative change in the system of population placement in Siberia and the Far East for creating an internationally competitive network of settlements is emphasized. Within the frame of the main prospects for transformation of the Russian settlement system and its ordering there are considered perspective scenarios: "Priority" (active State regulation of settlement), "Progressive" (free self-organization of settlement) and "Inertial" (mixed transformation of settlement systems). In view of this, the typology of the "second" and "third" cities in the Siberian and Far East regions is given as a complex basis for spatial or supporting frameworks of settlement systems.

The main specific feature of single-industry towns is the dependence of their socio-economic development on the financial situation of the city-forming enterprise (group of enterprises). This enterprise is responsible not only for the filling of the budget, but also for the social situation in the single-industry town. So unemployment in single-industry towns has negative consequences not only for these settlements (reduction of the tax base and the quality of life of the citizens, subsidizes’ depending budgets, the growth of crimes, etc.), but also poses a threat to social and political stability throughout the country. The article considers the current problems of single-industry towns’ the development in the Russian Federation, as well as the specific features of single-industry towns in the Far East; reflects the assessment of the measures undertaken and inserts the proposals, concerning the necessary of support to single-industry towns in general and in the Far East, in particular.
