The main specific feature of single-industry towns is the dependence of their socio-economic development on the financial situation of the city-forming enterprise (group of enterprises). This enterprise is responsible not only for the filling of the budget, but also for the social situation in the single-industry town. So unemployment in single-industry towns has negative consequences not only for these settlements (reduction of the tax base and the quality of life of the citizens, subsidizes’ depending budgets, the growth of crimes, etc.), but also poses a threat to social and political stability throughout the country. The article considers the current problems of single-industry towns’ the development in the Russian Federation, as well as the specific features of single-industry towns in the Far East; reflects the assessment of the measures undertaken and inserts the proposals, concerning the necessary of support to single-industry towns in general and in the Far East, in particular.

The article presents a study of the social risks of the state in special economic, legal, and organizational regimes using the example of territories with a special economic status in the Russian Far East. An important condition for the creation of special territories for the state is the compensation for the provided preferences in full with benefits in the future. The article contains a content analysis of foreign and domestic literature, based on which the social risks of the state are identified taking into account the specificity of the special territories of the Far East. The authors compile a map of social risks based on the main goals of the creation and development of special territories, and highlight a separate classification feature of the state’s social risks – the non-fulfillment of guarantees for the population. The authors also reveal the problems of justifying indicators for assessing risks. Based on the grouping, analysis and comparison of the official statistical information of Rosstat and the RF Ministry of Economic Development, the authors assess the identified social risks of the state in the Russian Far East territories with a special economic status. The article defines the probability and hazard category of each risk.

Статья посвящена анализу эффектов, которые по состоянию на начало мая 2020 г. оказала пандемия коронавируса COVID‐19 на российско-китайское приграничье. Негативные эффекты пандемии оказались в целом ниже, чем это можно было ожидать, учитывая географическую близость и протяжённость границы. В то же время приостановление трансграничных контактов заметно затормозило развитие ряда интеграционных процессов: в частности, отброшен назад переговорный процесс по либерализации визового режима; сократились российская община в Китае и китайская община в России; нанесён удар по туристической отрасли. Ключевые слова: Китай, Северо-Восточный Китай, Дальний Восток, коронавирус, интеграция, ксенофобия The article is dedicated to the analysis of the effects of coronavirus (COVID‐19) pandemic on the processes in the Russo-Chinese borderlands (border regions of Russian Far East and China’s north-eastern provinces) as of May, 1, 2020. The author believes that it is possible to draw some interim conclusions about the situation, despite its high dynamics and unpredictability. According to these conclusions, the pandemic’s negative effects on the social situation and development at the Russo-Chinese border appeared to be less than one could expect – that fact undermines little interdependence between border regions and low intensity of cross-border contacts. Expectations by some Western experts, who believed that tensions between people across the border due to the pandemic spreading would break Russo-Chinese quasi-alliance, seem to be missed as well. Quite the opposite, worsening of contradictions between Washington and Beijing makes Russia and China get closer and closer. Meanwhile, sealing off the border puts a break on development of certain integration processes: liberalization of visa-regime, development of expats communities in both Russia and China. The paper summarizes information on chromosome numbers (CNs) of the Grass species (Poaceae) in the flora of Russian Federation, obtained on the original material, most part - from the Russian Far East (RFE). In some species the CNs are known in Russia or in the world only from RFE, in some – from one locality or few, or from one subregion of RFE. The grass species in RFE often occur in mountain regions and near seacoasts; some species are endemics, some were studied near the limits of their geographical distribution areas. The diversity of CNs, the special features of the CNs distribution in some grass groups are discussed. The alien species are abundant in RFE, and their CNs are also involved in the study. For karyologically polymorphous species further studies are needed.

Modern trends in the development of the oil and gas infrastructure of the Russian Far East are considered. The main threats in the operation of oil and gas pipelines are described. The technology of complex protection of pipeline surfaces is proposed. Protection of the inner surface is achieved through the use of silicate enamel coatings, protection of the external surface – through the use of foam glass. On the basis of local silicate raw materials the technology of the described materials is developed, and their main properties are determined. Recommendations on the application of the developed technology for the protection of pipelines are given.

This paper presents the results of the study of lichen flora in swamp complexes of Sakhalin Island, obtained during expeditionary research in 2005–2009 and 2014–2020. The revealed species composition of lichens includes 172 species. The 28 of them are new for Sakhalin and 93 are new for the island swamp complexes. Bryocaulon pseudosatoanum is included in the regional and federal Red lists. Lecidea nylanderi is new to the south of the Far East. The information about substrates, habitats and locations is given for all species. The data on the distribution in the south of the Far East and, in some cases for all Far East, are listed for selected species that are new for Sakhalin Island and the south of the Far East. For the first time, a characteristic of the distribution of lichens in oligotrophic, eutrophic and mesotrophic bogs of Sakhalin Island is given.

The monograph presents the search for solutions to the problems of the Far Eastern region. The proximity of China and the remoteness from the center of Russia make us look for effective measures to overcome the problems of settling the Far East in the context of sustainable economic development of modern Russia. The paper analyzes the problems of the Far East: in industry, agriculture, forestry, energy problems, environmental problems, and provides recommendations for their solution. Considerable attention is paid to migration problems. The experience of China is studied through the prism of bilateral cooperation with Russia. It is intended for students, masters, postgraduates, researchers dealing with issues of macroeconomic regulation and forecasting.

The insect fauna of Mongolia includes about 12,000 species belonging to 24 orders. The only order, Orthoptera, is richer in species in Mongolia than in the Far East of Russia. All other units show greater diversity in the Russian Far East than in Mongolia. There are a significant number of very interesting endemics. Tizanuras of the family Machilidae are relic insects, represented by five species in Mongolia. As examples of widespread Central Asian insects, a number of species of darkling beetles and weevils can be indicated, most of which are endemic to Mongolia or Central Asia.

AbstractThe why and the how of knowledge production are examined in the case of the transnational cooperation between the directors of observatories in the Far East who drew up unified typhoon-warning codes in the period 1900–1939. The why is prompted by the socioeconomic interests of the local chambers of commerce and international telegraphic companies, although this urge has the favourable wind of Far Eastern meteorologists’ ideology of voluntarist internationalism. The how entails the persistent pursuit of consensus (on ends rather than means) in international meetings where non-binding resolutions on codes and procedures are adopted. The outcome is the co-production of standardised knowledge, that is, the development of a series of processes and practices that co-produce both knowledge and ideas about the social order in a force field characterised by negotiations and power struggles.

The paper is based on archival materials about the activities of the Kuibyshev Planning Institute of the 1930s. It reconstructs the biography of the Russian and Soviet diplomat, military and academic of the first third of the 20th century, Vasily Lvovich Pogodin (1870 - after 1937). The study reveals a set of documentary evidence on the diplomatic and pedagogical career of V. Pogodin in the first years of the Soviet power, and determines the features of his pedagogical and party activities in Kuibyshev in 1933-1937. The author highlights a special role of the Planning Institute party committee materials as well as the high school workers trade union in the reconstruction of Pogodins biography. The paper emphasizes that Pogodin was considered to be one of the best lecturers of the Kuibyshev Planning Institute and a credible party worker. It is noted that his noble origin, service in the tsarist army and membership in the party of the Social Revolutionaries until 1937 were not the reason for penalties or prosecution by the party or the university administration. As a result, the author concludes that the fate of Vasily Lvovich Pogodin shows an extraordinary character of his personality. He made a brilliant military career in the years of the late Russian empire and became a major general of the Russian imperial army. Then he managed to integrate into the new Soviet system, radically changing the sphere of his activity and having achieved no less outstanding results in diplomacy and education. He became the plenipotentiary representative of the Far Eastern Republic in China, the director of a number of educational and cultural institutions of the Far East, then a professor of political economy in Kuibyshev.

After the end of the Cold War Russia has significantly increased its participation in multilateral mechanisms in the Asia-Pacific region and is clearly trying to become a significant player in regional institution-building. For two post-Cold War Russia decades was involved in almost all the basic mechanisms of multilateral cooperation in the Asia-Pacific region. However, often Russia isn't perceived by Asian partners as an equal participant in the Asia-Pacific region, it is felt particularly in the area of multilateral economic cooperation. Russia's entry into the WTO (2011) and the formation of the Common Economic stimulated Russia's engagement in multilateral economic structures. Russia's inclusion in the negotiating framework of ASEM (2010) and EAS (2011) perceives that Asian countries are willing to see Russia as a full member not only in regional processes, but also globally. The main stimulus for the revision of the Asian direction of foreign policy and the role of Siberia and the Far East appears during APEC summit in Vladivostok in 2012. The APEC summit demonstrated the geostrategic importance of the development of the Russian Far East and Siberia, as a key element of Russia's inclusion in the mechanisms of regional cooperation, on the other hand, it became clear that without the participation of foreign partners effective development of the Far Eastern territories is hardly possible. Large-scale investment and infrastructure projects in the Far East has already significantly revived the situation in the region opening new opportunities for multilateral cooperation.
