Interest in the development of complexity theory and its application to policy and social sciences has been accelerating over the last decade.  Drawing on three pieces of recent New Zealand research, this article aims to provide an introduction to complexity theory for policy practitioners and researchers, highlighting principles of complexity theory relevant to improving policy practice and the positive impact of interventions.

Abstract A behavioural public policy movement has flourished within the global policy realm. While this movement has been deemed interdisciplinary, incorporating behavioural science theories and methods in a neoclassical economics-governed policy process, this paper analyses the bounded form of interdisciplinarity that characterizes it. We claim that an engagement is missing with the broader sweep of social sciences, which share similar concerns but deploy different analytical perspectives from those of behavioural public policy. Focusing on two central concepts (context and evidence), we aim to show how behavioural public policy's bounded interdisciplinarity implies constrained understandings of context and evidence, thereby limiting its complex problem-solving abilities. At the same time, we highlight some alternative examples of behavioural public policy practice that do explore new critical interdisciplinary horizons.

Normally in political studies the term public policy is construed to encompass the societally binding directives issued by a society's legitimate government. We usually consider government, and only government, as being able to “authoritatively allocate values.” This common conception pervades the literature on government policy-making, so much so that it is hardly questioned by students and practitioners of political science. As this note attempts to demonstrate, some re-thinking seems to be in order. For purposes of analysis in the social sciences, this conceptualization of public policy tends to obscure important realities of modern corporate society and to restrict unnecessarily the study of policy-making. Public policy is held to be public simply and solely because it originates from a duly legitimated government, which in turn is held to have the authority (within specified limits) of formulating and implementing such policy. Public policy is public then, our usual thinking goes, because it is made by a body defined somewhat arbitrarily as “public”: a government or some branch of government. All other policy-making is seen as private; it is not public (and hence to lie essentially beyond the scope of the disciplines of poliitcal science and public administration) because it is duly arrived at by non-governmental bodies. Thus policy analysts lead us to believe that public policy is made only when a government body acts to consider some subject of concern, and that other organizations are not relevant to the study of public policy.

Objetivo: Refletir teoricamente sobre a Política Nacional (brasileira) para Prevenção e Controle do Câncer na Rede de Atenção à Saúde das Pessoas com Doenças Crônicas e articulações na formação do enfermeiro e na prática profissional. Metodologia: Reflexão teórica, por meio de questionamentos das pesquisadoras, discussões em grupo e busca na literatura. Resultados: Os trabalhadores que atuam no cuidado ao paciente oncológico possuem papel essencial na efetivação dessa política. Porém, para que sejam implementadas, é necessário que seus princípios estabelecidos façam sentido na formação e nas práticas profissionais. Conclusão: O ensino reflexivo sobre essa política na formação do enfermeiro contribui para melhorias em sua prática, assim como, práticas reflexivas e melhor qualificadas certamente impactam positivamente na formação profissional. Methodology: Theoretical speculation by means of interviews with researchers, group discussions and literature research. Results: Caregivers of oncological patients have an essential role on the effecting this Policy. However, in order to implement this policy, it is necessary that its established principles make sense for nursing education and professional practices. Conclusion: The reflective teaching about this policy in the formation of nurses contributes to improve its practice, as reflective and better qualified practices certainly have a positive impact on vocational education. Financial innovation such as a new superannuation scheme can allow for broader participation in retirement savings by individuals, but might also impact existing investments. On the other hand, mutual fund regulation involves a balancing act between protecting investors, and allowing fund managers to exercise their skills. Some recent changes in the fund environment of New Zealand allows an examination of the impact on performance from those changes in a small, open economy. Using a sample of New Zealand mutual funds, we compared performance before and after the introduction of two significant changes in the financial environment of New Zealand. In 2007, a state-sponsored investment scheme called KiwiSaver was introduced, providing significant incentives for more and more New Zealanders to save. Participation was substantial, and by 2015 KiwiSaver funds under management had exceeded traditional open-end funds. At the time of KiwiSaver’s introduction, mutual fund regulations was quite lax, particularly in the area of financial disclosure. However, in 2013 a new law was introduced, substantially increasing the disclosure requirements for those funds participating in the KiwiSaver scheme. First we examined, the impact on the New Zealand mutual fund industry upon the introduction of KiwiSaver, and then on the introduction of the increased KiwiSaver regulations, in order to determine if these harmed the overall New Zealand mutual fund industry. We found that the New Zealand mutual funds which focused on New Zealand or Australian equities experienced some negative performance after the introduction of KiwiSaver, but the impact on the overall industry was not significant. We also found that the increased regulations had some positive impact on performance, particularly for those funds emphasising global equities.

Pensar en la administración como un conjunto de conocimientos organizados y sistemáticamente construidos para explicar la especificidad de una disciplina ha sido un esfuerzo aun no terminado de más de un siglo de autores que desde finales del siglo XIX hasta estas primeras década del siglo XXI han venido construyendo el discurso teórico de la administración. El presente artículo hace un pequeñorecorrido por los diferentes intentos de organización de dicho conocimiento desde la reflexión de los tres componentes que constituyen una epistemología a saber: su objeto de estudio, su cuerpo teórico y su relación con las demás ciencias sociales para el desarrollo de un método. A partir de dichos elementos, en la tercera parte del artículo se arriesga una propuesta de construcción epistemológica en elconocimiento administrativo acudiendo a la filosofía integradora de la teoría de la complejidad. La metodología seguida para realizar el artículo fue la de revisión documental y concluye que la potencialidad de la administración como práctica social y conjunto de herramientas de gestión y dirección puede ser pensada como un campo epistemológico flexible y abierto a las relaciones de transdisciplinariedad que se presuponen necesarias para una comprensión integral y dinámica de larealidad.PALABRAS CLAVEPensamiento administrativo, epistemología, teoría de las organizaciones, acción humana. ABSTRACTThinking about administration as an ensemble of organized and systematically constructed knowledge in order to explain the specificity of a discipline has been an unfinished effort of more than a century of authors who since the late XIX century until the first decades of the XXI century, have been constructing the theoretical discourse of administration. The current paper makes a brief tour through thedifferent attempts of organization of such knowledge, from the three components reflection which compose an epistemology as follows: its object of study, its theoretical body and its relationship with other social sciences for the development of a method. From these elements, in the third part of the paper, it is taken the risk of making a proposal of epistemological construction in the administrative knowledge,turning to the conciliatory philosophy of the complexity theory. The methodology used to carry out the paper was the documentary review, and it concludes that the potentiality of administration as a social practice and a set of management and leadership tools could be thought as a flexible epistemological field, open to the relations of transdisciplinarity which are presupposed to be necessary for anintegral and dynamic comprehension of reality.KEYWORDSManagement thinking, epistemology, organizational theory, human action.

INTRODUCTION: This article presents a research-informed model of trauma responsive care for use in residential care practice social work settings with children and young people in Aotearoa New Zealand. The model was developed from a qualitative project which sought to address the research question “Does the quality of relationships with staff members have a positive impact on outcomes for children who reside in group home settings?”METHODS: Using semi-structured, in-depth interviews, eight children were interviewed regarding their experience of relationships while living within supervised group homes (SGHs). In order to gain multiple perspectives on this topic, six biological parents and two legal guardians of children were interviewed and focus group discussions were held with staff members from three SGHs. Thematic analysis was used to identify key themes identified from the findings.FINDINGS: Five dominant themes were identified from the children’s and parent’s interviews. The central theme was the importance of relationships; that relationship is the key when working with children who have experienced trauma. Children who have experienced trauma need to feel safe in the context of relationships and benefit from bottom-up interventions in order to heal from their traumatic experiences.CONCLUSION: A research-informed model of trauma responsive care was constructed from study findings informed by two principal bodies of knowledge: (1) attachment theory; and (2) neuroscience. The resultant trauma responsive care model provides a framework of strategies for anyone working with children in residential care settings who have experienced trauma and/ or attachment difficulties.
